Members answering Rollcall were Beim, Dickson, Tupa, VanValkenburg and Bredesen. MINUTES of Regular Meetings of June 27 and July 11, 1960 were approved as submitted, by Motion Tupa, seconded by Dickson and carried. PUBLIC HEARINGS ON PROPOSED IMPROVEMENTS. Clerk presented Affidavits of Publication in EdinaLMorningside Courier July 14 and 21, 1960'of faurzseparate "Notices of Public Hearing-Storm Sewer" and of %Notice . of Public Hearing-Sanitary Sewer'', and infonned'Counci1 that notices had been mailed' to property owners for each of the proposed improvements. file; and, 'pursuant thereto, Council conducted the following public hearings and acted as hereinafter recorded; Manager Hyde explained to audience that this Storm Sewer had previously been studied by Village Consultants, Adolph Meyer and Associates; together with the over-all storm sewer plan for'Edina; that because of County plans for construction of the Crosstown Highway almost immediately the, proposal is now being presented to property owners in the drainage area to be benefited. The sewer is proposed to be laid as follows: "Beginning at the pond approximately 20 feet West of the centerline of Valley View' Road and approximately 250 feet South of the centerline of the Crosstown Highway; thence Northeasterly along the Crosstown Highway to a point approximately 150 feet West of the centerline of Xerxes Avenue." Estimated Total Cost'of the project is $184,838.45, of which Edina's share will be approximately $86',000., the County bearing the balan'ce of cost as the cost of drainkng the Crosstown; that Edina's share ofthe cost is proposed to be assessed as follows, to all properties within'the drainage area: Affidavits were approved as to form aild ordered placed on I 1. Ft. the areas zoned for multiple family use and for hospital and' medical building use proposed to be assessed one-sixth and one-third more, respectively, than' residential areas because of extensive hard surfacing of parking areas in such districts. Mr. Hyde told Council that additional laterals will need to be installed in the now undeveloped multiple residence and hospital districts as those areas are built up, and that these districts will be assessed for such l'aterals at that time. No further action taken. 2. PUBLIC HEARIKG ON PROPOSED STORM SEWER FOR VALLEY VIEW HEIGHTS-COUNTRYSIDE - AREA. Nanager Hyde explained to the + audience that these two proposed improvements had been engineered as one improvement by Village Consultants, Adolph Meyer and Associates; that separate Notices of Hearing had been issued only because of a recent small change in County Engineering plans; that the two improvements should be combined into one storm sewer improvement. two proposed sewers are as follows: Crosstown Highway at a point approximately 50' 17. of the centerline of Ashcroft Ave. extended; thence Nl7ly along the Crosstown Highway to a point approximately 200' 17. of the centerline of Rolf Ave.; and along 17.64th St. 8. from the Crosstown Highway to Virginia Ave.; thence S. along Virginia to a point approximately 350' S. of I?. 64th St. - TOTAL COST $45,151.35, with Edina to pay $21,132 and Hennepin County to take the balancg. He explained that, to pay for Edina's share of these improvements it is proposed to assess properties within the drainage area $.013 per assessable square foot. There was an objection that Ryan Avenue properties do not need the improvemmt, but it was pointed out that these properties contribute water to the general drainage problem.
