SIDEWALK MAINTENANCE POLICY

POLICY PURPOSE:
Establish a sidewalk maintenance policy for year-round operations and an acceptable level of service for
sidewalk snowplow operations.
DEFINITIONS:
1. Municipal State Aid Roadway (MSA): MSA refers to roadways that are enrolled in the MSA system and
are eligible for State Aid funding.
2. Local Roadway: All other roadways without an MSA designation.
3. Active Routes to School: Sidewalks identified in 2013 Study
a. Edina School District Walk Boundary: 0.7 mile for elementary schools and 1.0 mile for
middle and high schools.
BACKGROUND:
The City of Edina has a current practice of maintaining sidewalks along MSA roadways, sidewalks that are
in the Active Routes to Schools Plan and sidewalks/trails within City parks. The City has an unwritten level
of service goal to clear snow from the routes listed above in two days following an average snow event.
There are 98.30 existing miles of sidewalks and trails. There are 86.90 miles of sidewalks within the right-
of-way. The City maintains 62.20 of the 86.90 or 71.9%. In addition, the Parks Department maintains
11.30 miles of parks sidewalks and trails. All City maintained sidewalks are at least 5-ft wide. Of the 24.7
miles of private or non-maintained sidewalks, 7.40 and 17.30 miles are 4-ft and 5-ft wide, respectively.
The City operates five sidewalk snow-clearing machines with five full-time staff. These machines are
approximately five feet wide. A single machine and operator can clear 11 miles of sidewalks in two days.
Therefore, our current capacity is 55 miles of sidewalks. The current maintained mileage is above our
capacity and we struggle to provide the two-day level of service consistently.
There are another 18.6 miles of paved trails with 11.3 miles in City parks and 7.3 miles on the Nine Mile
Creek Regional Trail. The trails within City parks are snowplowed by the parks department using a variety
of equipment but mostly truck-mounted plows because the trails are wider than our typical five-foot
sidewalks.
The Pedestrian and Bicycle Master Plan completed in 2018 identifies 49.0 more miles of sidewalks for
installation with 26.65 miles to be maintained by the City using the current practice.
Current Cost for Sidewalk Snow-Clearing: $365,000 per year
$300,000 per year operators = $60,000 per operator x 5 operators
$55,000 per year equipment = $110,000 per machine replaced every 10-years
$10,000 per year equipment maintenance = $2,000 per machine x 5 machine

POLICY OPTIONS:
Winter Maintenance / Snowplowing:
Option 1: Maintain current practice and level of service of clearing snow in approximately two days
The Pedestrian and Bicycle Master Plan proposes to add 28.65 miles of additional sidewalks within our
current maintenance policy including the inner and outer loops. In order to sustain our level of service,
three operators and pieces of equipment would need to be added to the public works department.
Current Cost: $365,000 per year with 5 operators, 5 machines and maintenance
Future Cost: $584,000 per year with 8 operators, 8 machines and maintenance
$480,000 per year operators = $60,000 per operator x 8 operators
$88,000 per year equipment = $110,000 per machine x 8 replaced every 10-years
$16,000 per year equipment maintenance = $2,000 per machine x 8 machines
Option 2: Maintain current operator and equipment numbers and drop level of service of clearing snow
to ~3.5 days. This takes staff away from other responsibilities and increases the volume of calls for
service.
Option 3: Maintain all five-foot sidewalks (120.74 miles) with two days level of service
Current Cost: $365,000 per year with 5 operators, 5 machines and maintenance
Future Cost: $803,000 per year with 11 operators, 11 machines and maintenance
$660,000 per year operators = $60,000 per operator x 11 operators
$121,000 per year equipment = $110,000 per machine x 11 replaced every 10-years
$22,000 per year equipment maintenance = $2,000 per machine x 11 machines
Option 4: Maintain all 5-ft sidewalks (120.74 miles) with current staffing levels = ~4.5 days. This takes
staff away from other responsibilities and increases the volume of calls for service.
Option 5: Maintain all 5-ft and 4-ft sidewalks = 133.04 miles cost??
Option 6: Stop installing additional sidewalks
Summer Maintenance:
Chapter 24-92 Maintenance of Sidewalks: No owner shall permit a sidewalk to be raised above the level
of the sidewalk by more than ½ “. When the city receives a complaint about a trip hazard on City-
maintained sidewalks, the issue is corrected in a reasonable amount of time. If the complaint is
associated with a privately maintained sidewalk, the owner is notified of the violation of city code and
has 7 to 21 days to fix the situation or hire someone to do so. If it is not addressed the city has the work
completed and the owner is assessed for the work.
With greater awareness and requirements at intersections for ADA access and pedestrian ramps, we
propose on sidewalks that we do not maintain, The City reconstruct the pedestrian ramps at
intersections. These typically large areas need to meet specific slope requirements and would be difficult
for residents to re-build.
