COUNCIL ABANDONS PROPOSED WATERMAIN PROJECT FOR VALLEY PARK AREA. Clerk presented

as to form and ordered placed on file. Vu-Graph Slide was shown, setting forth
plan for improvement; and Estimate of Cost was given as $47,130.00, or $1,208.46
per Lot. Mr. Hyde told group that this Hearing is the result of a comparatively
new petition by a developer, that the area cannot be served until the Gleason
Road Trunk Sewer is in. There were no objections from the floor-.--The Council
had received one comment from Mr. Folke Victorsen on the methoodof-assessment.

that by bringing streets up to grade the drainage problem would be solved--that
this is not-so from an 'engineering standpoint--that only solution to problem is
a storm sewer system.

published in Edina-Morningside Courier April 5 and 12, affidavit of which
publication was submitted by Clerk, approved as to form and ordered placed on
file, Public Hearing was conducted on the proposed watermain improvement as
hereinbefore set forth. Vu-Graph Slide was shown of route of improvement and
area proposed to be assessed, and Estimate of Cost was given as $10,032.18,
for $627.01 per Assessable Lot. It was explained that this Estimate contains
no amount for either regravelling or blacktopping,

$2,494.92 per Lot, Manager Hyde reported receipt of petition for lateral sewer
service in this area, signed by owners of ten properties, saying there have been
eleven failures of private systems in the area; that we know that soil is heavy
and does not absorb. Mayor Bredesen asked that proponents of the project speak

fixed, the other temporarily patched up; that he speaks in favor of the sewer
proposal because he feels private systems in this area constitute a health hazard.

today there are two systems flowing out of the ground into the pond; that this
is a definite public health hazard, and he believes it is imperative that
sewage be extended to this. area, especially as the water table is exceptionally
high in some parts of the area.

Mr. L.L. Crosby, 6644 Parkwood Road, said he was not aware of any health
problem such as has been presented tonight; that he has been told that septic
tank and drainfield can be constructed for not more than $800, and feels that
the Parkwood Knolls area should not be forced to pay for a village sanitary
sewer system, knowing full well that water and even storm sewer will be necessary
within the next five years,
Mr. Oliver, 6620 Parkwood Road concurred in Mr, Crosby's statement, saying
he feels sewer should wait until water can be constructed,
Manager Hyde told audience that the trunk watermain is still some distance
from this area; that there has been no sentiment on part of property owners for
this service and, in order to reach this area it will be necessary to assess
others between the present terminus of trunk and Parkwood Knolls; that because
watermain service is undoubtedly ia4kenot to be had for some time there is a11
the more reason for sanitary sewer installation,
Mr, Seidl asked concerning cost of watermain, and tias told by Mr, Hyde
.there is no firm estimate on this because there has been no sentiment for the
improvement.
Mr. R. Haeg, 5509 Parkwood Lane, stated he feels private sewage system
problems can be remedied; Mr, Carl M. Hansen told Council he had installed a
new system for Dr. Webb for about $800; Mr. MacPherson, 6417 Stauder Circle, told
Council he has had no trouble with his system; and blr, Carl M. Hansen reported
that, being acquainted with the soil in both Parkwood Knolls and Rolling Green,
he knows Parkwood Knolls soil is a lot better for drainfields than that in
Rolling Green .
Mr, Seidl, 6632 Parkwood Road, asked Mr. Hensley whether entirely new . private systems will correct the situation under discussion, and Mr, Hensley
replied that he does not believe they will, because soil will not take effluent.

approval; and Hrs. Asleson stated she would be most happy to put in a new private
system if it could be done, but that soil will not absorb, Mr. Hansen added that,

of the project because he feels it to be to the best interests of the Parkwood

assessed, reported he objects to improvement because he feels it is not assessed
equitably; that the route has not been checked thoroughly; that he feels that inso-

owners. Mr. Bylin, Rutledge Avenue, told Council the Village Park is blocking

There was some discussion about the unimproved tract facing Interlachen
being the cause of much of the difficulty for the lots on the West side of
Rutledge Avenue south of 48th Street, and other suggestions made to restrict
the project.
Saying that Storm Sewer projects are always unpopulah, but that Council
has found that as an area is built up, a time does come when storm sewers are
a necessity; that a municipality cannot prohibit building in any area unless
it is willing to purchase the land for ponding purposes and then to maintain
the ponding area in a manner safe for the public--which in itself is an'
expensive proposition, Mayor Bredesen asked for action by Council; and MacMillan

per Lot, Mr. Hyde explained that Rutledge Avenue from Hollywood Road to
Brookside Avenue, which has sewer, should have watermain before it is resurfaced;
that in order for good service to all concerned, and because watermain will
be needed in the future in the entire area, this project has been initiated on
Council's own motion--that it is not a petitioned project. It was explained
that nearly $30,000 of the estimated cost is for replacement of blacktopping
on Brookside Avenue, which has a fairly good surface, now, and would have to
be repaired after construction. Petition signed by some 20 property owners,
objecting to improvement, was received and ordered placed on file.
Branton, Jr,, 4832 Rutledge Ave., spoke in favor of the project, saying he
believes it appreciates the value of property, and another Rutledge Avenue
property owner concurred in this statement. Mr. J,B. Anderson, 4805 Rutledge,
asked to go on record as being against the project at this high price,
Brookside Avenue property owners,.one being Mr, Donald Brauer, 4520 Brookside,
inquired as to why the Village is concerned with saving Rutledge Avenue property
owners a'future blacktop replacement cost at the expense of Brookside Avenue
property owners who neither want nor need watermains.' Property otmers explained
that many of them have recently installed new wells, and that no one on Brookside
Avenue in the three-block area proposed to be improved wants the watermain;
also, that the east half of the street is not proposed to be assessed because
it is not benefited, thus raising the cost to a prohibitive figure, A
suggestion was made that watermain be looped around to Cleveland Avenue,
rather than to Brookside, inasmuch as Cleveland has not been surfaced,
moved that project be abandoned.
