Hopkins to Edina from this one meter, Mr. Hyde said that after some consideration
of the area, it might be well to install several meters to save duplication of

study.

lots paying 1/3 of the long side of the lot, the cost per assessable foot will be
$17.89 per assessable foot; if assessment is made on a straight per foot basis,
the estimated cost is $9.23 per assessable foot. Mr. Maurice Scroggin of Thomson
Scroggin, owners of Lots 5, 6 and 7, Block 5, Woodhill Addition, objected to Lots
5 and 6 being assessed at $17.89 per foot, especially, as he stated, since these
lots were frozen by the Village for four or five years because of- storm sewer
problems.

Article I1 of this 1956 agreement, which provides a procedure for each of the
two communities to follow in case of any construction after 1956. There was
considerable discussion on the matter of Richfield's failure to notify Edina
of its intention to construct the improvement in time for this Hearing to be
held before actual construction.

Mr. Robert Crabb, representing Southdale interests, told Council that Southdale
will have no use for the Xerxes main between W.68th and W.70th Streets because
it is only a 6" main--that they will have to bring a larger main in on York and
on H.69th Street, to serve their commercial property.

Mayor Bredesen called.Public Hearing on proposed Sanitary Sewer Improvement for
the"Normanda1e Addition" area; this being a continuation of the Hearing held
April 23, 1962 (as recorded on pages 77 and 78 in this Book), at which time the
Council asked that the improvement be restudied to determine the generally build-
able area which can be served by gravity and to define the lift station area more
closely. Pursuant to April 23rd instructions, Captain Gans presented the follow-
ing proposal:
Construction of Lateral Sanitary Sewer and Appurtenances in the following
Streets: Sherwood Ave. from N.64th St, to 315 Ft, South;
Sherwood Ave. from W.66th St. to 230 Ft. North of f.J,65th St.;
W.65th St. from Sherwood Ave. to Parnell Ave.;
Parnell Ave. from W.65th St. to W.64th St.;
Ryan Ave, from W,64th St. to 175 Ft, N, and 570 Ft. So;
Ryan Ave. from W,65th St. to 300 Ft. S.;
V.64th St. from Ryan Ave, to Parnell Ave.
Manager Hyde explained that the lots abutting this proposed improvement can be
served by gravity, at a total estimated cost of $60,972.21, or $1,172.54 per Lot,
which is more than that quoted for the gravity sewer at .the meeting of April 23,
but less than the price quoted for the lift station portion of the project; that,
with this present plan, the lots abutting Parnell Avenue between W.65th Street and
W.66th Streets, and the lots abutting Virginia Avenue between V.64th Street and
W.66th Street will not be improved by sewer; that, at such time as sewer is desired,
this area will have to bear the cost of a lift station.

The owner at 6424 Sherwood Avenue objected to the proposed improvement, stating
that he had purchased his home only five years ago, needs neither sewer nor \.rater,
and feels that he should not be penalized for these utilities at this time,

Block 16, Normandale Addition (abutting on Sherwood Road),
objects to sewer and water for the area, now, hut realizes

to Brittany Road will entail serious damage to seven large trees,
