on having completed an arc welding course at Dunwoody Institute.

CONTRAGT AWARDED TO PHELPS-DRAKE FOR VATERE.IAIN IHPROVEMENTS NOS 171 AND 172.
Hanager Hyde presented a tabulation of the bids taken Friday, Way 10, pursuant
to the proper advertisement in Construction Bulletin and Edina-Courier, bids
being on Trunk Watermain (Improvement No. 171) and Lateral Natermains (Improve-
ment No. 172) for the Northwest Section.of Edina. Tabulation showed receipt of
ten bids, Phelps-Drake Co. , Inc. being low bidder on both projects at $253,111.70;
Peter Lametti Construction Co., second low at $257,536.36; Petrowske E Ross,
third low, at $267,264.00; and McDonald-Luben & Associates, Inc., high bidder at
$394,454.70. Engineer's Estimate on construction was $339,004.48. Village
Engineer's recommendation was for award of contract to low bidder, Phelps-Drake
Coo, Inc. Tupa's motion for award of contract to low bidder was seconded by

Hanager Hyde informed Council that these petitions had all been signed by less
than 51% of affected properties. Mr. Loegering, 6525 Tingdale Avenue, stated
that only five or six of the 24 lots on Tingdale are represented in the
Tingdale Avenue petitions. Manager Hyde suggested that a11 three petitions be
accepted for study, and it was so moved by Tupa, seconded by Rixe and carried.

PETITION FOR BACK-YARD SEWER FOR PART OF CIRCLE WEST was presented, reviewed '"'$-
and ordered placed on file. Petition asks for back yard sewer for the property
on the East side of Circle West in Hilldale, volunteered to get necessary ease-
ments, and asked for a negotiation meeti ng. Manager Hyde told Council a
meeting with petitioners has been set up €or next Wednesday; that further
recommendation must await outcome of meeting.
COUNCIL SCHEDULES PUBLIC HEARING FOR JUNE 10, ON PETITION FOR VACATION OF
ALLEY BETWEEN MALONEY AVE. AND BELMORE LANE AND BETWEEN.BLAKE: ROAD AND GRIFFIT
STEET. Petition for Vacation of Alley in Block 13, Mendelssohn Addition, was
presented, and Tupa moved that Public Hearing be scheduled for first meeting
in June, Motion seconded by MacMillan and carried. '
COUNCIL GRANTS 60-DAY TRIAL "NO-RIGHT-TURN" ONTO HIGHWAY 100 FOR TRAFFIC
TRAVELING WEST ON VALLEY VIEW ROAD. Messrs. Ralph R. Dunker, 4624 Valley
View Road and J. D. Murphy, 4720 Valley View Road, asked that Council take
action to prohibit west-bound Valley View Road traffic from turning right
onto Highway No, 100. Stating that Mayor Bredesen had consulted him some
time ago concerning the complaints of the Valley View residents that traffic
has been increasing, Manager Hyde told Council the Police Department has taken
a survey of the Valley View traffic.
Hyde, dated May 6, was read.

of traffic control alone, it would not seem advisable to locate a "No Right
Turn'I sign at this intersection since this would induce some of the traffic
now using Valley View to cut off at Wooddale and travel north to West 50th
Street, or at Concord and Parnell and travel north to West 60th Street---"
"I would strongly suggest, however, that a much better signing procedure
be used on Valley View south of the Crosstown, directing people to the exact a

at the France Avetlue and Xerxes Avenue intersections with the Crosstown, in
order to attract westbound traffic to the Crosstown further east than Valley
View,'' Messrs. Murphy and Dunker told Council that they had taken their own
traffic counts; that on Friday, between 7:OO A.M. and 7:OO P.M., 4705 cars
had used Valley View Road; on Saturday, the count was 3,164; and that today,
2,792 cars- had traveled this street. Mr. Murphy added that Valley View is
no longer a county road; that Mr. Bennett's statements concerning routing
of traffic to Concord and Parnellhave no bearing on this matter because
there is no reason why Valley View Road residents should have to be subjected
to any more traffic on their Village street than the residents of any other
Village street; that Valley View residents were promised long ago that when
the Crosstown Highway was opened Valley View would be relieved of through
traffic,

that while the Village is willing to try this, it is believed that it just
will not work,
Planning Director's statement at a meeting some time ago, fhat the traffic
for a normal street is between 350 and 500 cars a day. Mr. Hite explained
that this is the traffic for a short street; that it is not uncommon for
traffic on a street of some length to run 2,000 to 3,000 cars per day; that
Wooddale Avenue, which is only 30 feet wide, carries 6,000. Mr. Dunker asked
for a stop sign at the intersection of Concord Avenue and Valley View Road.
Some discussion was had by Council, and Trustee Tupa suggested that a trial
be made on the "No Right Turn" request, together with the signing recommended
by Police Chief Bennett.

HAROLD C. UTLEY DESIGNATED EDINA'S ALTERNATE DIECTOR ON SUBURBAN RATE AUTHORITY.
Finance Director Dalen, who is also serving as Edina's Director on the Suburban
Rate Authority, reported that at the May 1st Ieieeting of the Authority it was
determined that for any alternate director to be empowered to vote in lieu of the
director, it is necessary for said Council to appoint, officially, an alternate
director. He suggested that an alternate director be appointed for Edina, and it
was noted that &. Rixe has talked with Mr. Harold C. Utley, who has agreed to
serve in this capacity.

Director Dalen reported that the $50,000 Certificate of,Deposit with Fidelity Bank 1 and Trust Company has now matured. He recommended a change to Franklin National
Bank, which offers 4% interest as compared with Fidelity's 3.35%, which also has
nine of its twelve-man board of directors living in Edina.

Mayor Bredesen announced to the large audience present the Continuation of the
April 8th and 22nd Public Hearings-on proposed Sanitary Sewer in BLAKE ROAD FROM
INTERLACHEN BLVD. TO 566 FEET NORTH OF PINE GROVE ROAD, SCRIVER ROAD FROM BLAKE
ROAD TO CUL-DE-SAC, AND LAKE RIDGE ROAD FROM BLAKE ROAD TO CUL-DE-SAC. Estimate
of Cost was again given, being $91,417.09 proposed to be assessed against 35
connections for $2,611.91 per connection. Manager Hyde reviewed for the audience
the preliminaries leading to the Council's proposal for this improvement--and the
action taken at the April 22nd 1-leeting, continuing Hearing to this evening in
order that investigation might be made of a possible public health problem in the
area. He reported that tests made of Dr. Shea's property have revealed that a
septic tank can be installed but there is no guaranty as to how long such a.system
will handle sewage disposal; that trouble fa&ther south on Blake Road seems to
have been solved; that Mirror Lake is highly polluted. He added that the need for
a second resurfacing of Blake Road, were the watermain improvement to be delayed
€or a time after sewer construction, rather ties the proposed watermain improvement
to the sewer improvement now being discussed.

ments would be helpful to them; that while he does not concede that it is necessary
to have public sewer in this area he does not feel that one improvement should go
