MINUTES of the Regular Meeting of May 13, 1963, were approved as submitted, by motion VanValkenburg, seconded by Tupa and carried. COUNCIL CONDUCTS PUBLIC HEARINGS ON SANITARY SEHER AND WATERMAIN FOR BLAKE ROAD AREA: TABLES BOTH PROPOSED II*PROVEl*ENTS. Mayor Bredesen announced to the large audience present the Continuation of the April 8th and 22nd Public Hearings-on proposed Sanitary Sewer in BLAKE ROAD FROM INTERLACHEN BLVD. TO 566 FEET NORTH OF PINE GROVE ROAD, SCRIVER ROAD FROM BLAKE ROAD TO CUL-DE-SAC, AND LAKE RIDGE ROAD FROM BLAKE ROAD TO CUL-DE-SAC. Estimate of Cost was again given, being $91,417.09 proposed to be assessed against 35 connections for $2,611.91 per connection. Manager Hyde reviewed for the audience the preliminaries leading to the Council's proposal for this improvement--and the action taken at the April 22nd 1-leeting, continuing Hearing to this evening in order that investigation might be made of a possible public health problem in the area. He reported that tests made of Dr. Shea's property have revealed that a septic tank can be installed but there is no guaranty as to how long such a.system will handle sewage disposal; that trouble fa&ther south on Blake Road seems to have been solved; that Mirror Lake is highly polluted. He added that the need for a second resurfacing of Blake Road, were the watermain improvement to be delayed €or a time after sewer construction, rather ties the proposed watermain improvement to the sewer improvement now being discussed. evidence shows that the one lot which has had sewage disposal trouble can support a private system; that residents feel that a delay in constructing these improve- ments would be helpful to them; that while he does not concede that it is necessary to have public sewer in this area he does not feel that one improvement should go in without the other. Shea private sewage disposal system draining into the Dr. Boos well. replied it appears that the flow is in this direction but that this is not fully known because Blake Road cuts through the area at this point. residents are looking for a little reprieve from high taxes, rather than additional improvement assessments. they are badly in need of sanitary sewer, and asked that arrangements be made for a connection from this proposed improvement. Manager Hyde told her that Sanitary Sewer had been proposed for Schaefer Road some time ago, but had been abandoned because of objections by residents. Hrs. Roy 17. PROPOSED LATERAL WATERMAIN IMPROVEIGNT was in Lake Ridge Road from Blake Road to Cul-de-sac; Blake Rd. from Maloney Ave. to Waterman Ave.; Waterman Ave. from Arthur St. to Waterman Circle; and Waterman Circle from Waterman Ave. north to cul-de-sac. in Edina-Morningside Courier on May 16 and 23, 1963, and notices mailed to owners of affected properties. A Vu-Graph Slide was shown of the route of the Watermains, and the areas proposed to be assessed therefor , and the Estimated Assessable Cost was read as follows: proposed to be assessed at $243.22 per Lot for the Trunk Main, plus $673.15 per Connection for those lots and tracts receiving service directly from the Trunk Main. FOR THE PROPOSED LATERAL WATERMAINS - $82,798. Ob, proposed to be assessed against 123 Connections, for $673.15 per Connections. At a question from Mr. Winston Munson, Attorney for Mr. and Mrs. Roy W. Larsen, 6321 Interlachen Blvd. , computations relative to assessable costs were reviewed by Mr. Hyde in some detail. The preliminaries to the proposal for this Watermain were reviewed in some detail by Mr. Hyde-the petition for connection to the main installed by Hopkins on the Northwest border, the employment of a cnnsultant to determine the best way of serving the Northwest area of Edina, and his subsequent report to the effect that Edina users could best be served by Edina installations, the construction of a trunk main through the Parkwood Knolls area, over to County Road No. 18 and then East on Maloney Avenue, with additional laterals for both the Parkwood Knolls area and the far Northwest Section; the petitions received subsequent to the latter installation, for water service for Arthur Street, 'Graterman Avenue, Waterman Circle, and the 500 Block on Blake Road, the Attorney's determination that Arthur, Materman, etc., could not be served from the Northwest trunk because properties had not been included in that particular trunk district, and this resulting pooposed trunk watermain district, created to serve a large area which will need water service as it is developed, will provide a loop, and, if constructed at the same time as construction of a sewer in Blake Road will eliminate the necessity of twice resurfacing Blake Road. Mr, Dove Ryerse, 6220 South Knoll Drive, protested vehemently against his property's being included in this proposed trunk district. Dr. Remole, West Highwood Drive, reported that 33 property owners in his area were questioned about the proposed improvement; that one is interested in it, two are doubtful, and the rest say no; that most people in this area have new, deep wells; that if the trunk main must be installed, the West Highwood Drive people would rather see it go elsewhere--that it seems more reasonable to install the trunk main in a non-blacktopped road. wells and are having no trouble. Wegner in which he was told by Mr. Wegner the Village intends to lay the main at the same time the sewer main is laid, and that property owners will pay no assessment until such time as they connect. Mr. Wegner explained that one proposal had been to lay a "dead" watermain in Blake Road,(with the sewer main should that be approved) with the understanding that watermain assessment would not be made until such main was connected to other mains to be installed later. Mrs. Harold Schaefer, 5117 Schaefer Road, reported that her= property, together with other properties in the area, has adequate private sewage disposal system and deep well, and has had no trouble, knew public sewage and water was not provided when they built in Edina, and want things left the way they are. Mayor Bredesen referred to letters written by Mr. Robert, 5429 West Highwood Drive, and Mr. Andrew Justus, 6413 Mendelssohn Lane, advocating the improvement; and by Mr. John Hartman, 5324 S. Blake Road, objecting. Mr. O.L. Kelly's lgtter, assenting providing assessment was for only one connection, was reviewed by Mrs. Kelly, who told Council the Kellys don't actually want the improvement, but do want to be sure they will be assessed for only one connection if the main is installed . Dr. Paul Carson, 6001 Pine Grove Road, protested improvement on grounds of no need and excessive cost. Mr. A. J. Estimate of Cost was re-read at $94,966.67, proposed to be assessed against 52 connections, for $1,826.28 per connection, and 14anager Hyde reviewd for audience the previous public Hearing and decision of Council to continue Hearing for purpose of investigation as to possibility of public health problem in this neighborhood, hlr. Hyde told Council that during the past four weeks Village Sanitarian Hensley has been taking a survey of the area, has found five homes in the area where sewage is seeping from septic tanks; and Mr. Hensley added that in the three localities where soil tests were run the soil was shown to be "tight clay", which does not support septic tanks. Mr. Howard Green, 5417 Grove Street, protested the inclusion of the resurfacing of Hansen Road in this project, saying he feels it should be separated and that Hansen Road should pay its own resurfacing. Hansen Road; was informed by Manager Hyde that no thought has been given to using State Aid Funds for improvement of Hansen Road; that State Aid 14aintenance Funds were used some time ago, but that if State Aid Construction Funds are used, the street me& be widened considerably. Council was reminded that there is a substantial petition filed, in opposition to this improvement--and all arguments both for and against the project, stated at the April 22nd Meeting, were reviewed; I4essrs Coleman, 5800 Hansen Road, and John Borry, owner of Hansen Road property on which he wishes to build, being the main proponents. anything to get relief from the situation now existing at his home. f4r. Manager Hyde suggested that the blacktop replacement could be separated from the proposed Sanitary Sewer project, and that perhaps some additional maintenance money could be used to maintain Hansen Road, although the road would not be put back into the condition it is now in. lying North of the MNES Railroad tracks is the most costly part of the construction, because of the lack of assessable footage there, and asked that it be eliminated from the project if possible. Question was then asked as to what is intended to be done to Hansen Road to keep it fit for travel. Carlson E Son, Inc., owner of Lot 22, Auditor's Subdivision No. 196, otherwise known as 6320 Gleason Road, of Notice of Hearing on the matter of the Building Official's report that said dwelling is "dangerous and substandard. Pursuant to said notice, Mayor Bredesen called public hearing. before the Council to show cause why said dwelling should not be demolished. Manager Hyde reported that a representative of the owner had called Asst. Fire Chief McHellis and asked if the Edina Fire Department would burn the dwelling as a fire fighting exercise. MacMillan moved that this Council hereby determine that the dwelling at 6320 Gleason Road is a dangerous and substandard building within the terms of Ordinance No. l48A and issue order for its demolition within thirty days. ORDINANCE ADOPTED EQUIRING SCAVENGERS TO SECURE PERMIT FOR EACH PUMPING OPERATION. Some discussion was had concerning proposed Ordinance No. 122-1, which will require scavengers to obtain a permit before pumping out any private sewage system. Manager Hyde explained that scavengers must now obtain a license, and are also charged a fee for dumping into the Village sewage system--but that it is in the public interest for authorities to know what areas are having private sewage troubles and that this is the best way to secure this information.
