FIRE:iE2 RECOGXIZED FOR EFFORTS TO SAVE LIFE OF CARDIAC ARXEST VICTI:4. Firemen Ed Sherman, Frank t7ellman, and Robert Soslberg were recognized by I-layor and Council for their successful efforts to restore tha heartbeat of a cardiac * victim, who collapsed at 4609 Arden Avenue on August 20. This emergency squad had continued chest massage from the time they arrived at the scene until the man had been transported to iifethodist: Zospital, even though they could not hear a heartbeatewhen they arrived. By the time they reached the hospital the heartbeat had returned. "RESUSCI&EJE1f DEHOUSTltiATZD TO COKK'IL. llResuscianne*f, a most life-like manniken, engineered for aid to emergency workers in chest massage and mouth- to-mouth resuscitation training, was demonstrated to the Council by Firemen Robert Buresch, Ed Sherman, Fr&k ?lellman, and Robert Soelberg. told Council the "young lady" had been purchased from the receipts of their Annual Firemen's Dance; that she cost $234.00; that she is so made that she responds to mouth-to-mouth resuscitation only if her head is in the correct position; that the chest is so constructed that workers can determine proper pressure for chest massage on a human being. They reported that in their efforts to keep abreast with the latest first-aid methods they have taken training from Drs. Rockwell, Guard, Lillienthal arid others in both chest massage and mouth-to-mouth resuscitation. Edina's demonstration at Southdale during Fire Prevention Week, Council was inf orned. The Firemen Resuscianne will be a part of PUBLIC HEARING COIJDUCTED ON PETITION OF PURE OIL COIdPAVY FOR PERNIT 03 REVISED PLAXS FOR GASOLINE SERVICE STATION AT HIGHWAY ;If169 ATTD SUHIIIT AVEtJUE: PETITIOIJ DEBIED, to Council by Pure Oil Company at the Council Ileeting of July 22nd had been re-reviewed by the Planning Commission in public hearing at its meeting of August 22nd; that several of those persons who had originally assented to this revised plan had changed their minds, objecting at the August 22nd Hearing; and that Planning Commission had recommended denial of Pure Oil's request. added he feels that Pure Oil Company must have dropped its proposal inasmuch as its representative is not present this evening. Council reviewed Planning Commission's recommendation of August 22nd, as contained in 1-Iinutes of that date, and VanValkenburg moved that Council concur in Commission's action and that request be denied. VanValkenburg's motion, that contract be awarded in "R~CHHOND HILLS AREA RESIDENTS" HEARD RELATIVE TO PETITIOIT FOR FEMOVAL OF VOODRICH CONSTRUCTION COLIPANY OPERATIONS JUST EAST OF DOXJING STREET. filed with Clerk earlier this week, for Council order to Woodrich Construction Company to cease and desist loading and hauling operations, a delegation of some twenty residents of the Richmond Hills area were present to complain that the Woodrich concrete batching operation 'is an eyesore ; has caused incessant noise and flying dust and greatly increased railmad switching; and that heavy truck traffic from loading area onto Sherwood Road is an accident menace; that the newly installed stop sign at corner of Sherwood Road and Downing Street is most inconvenient for the residents because of its proximity to the stop sign at Shemiood Road and HZghway #169. plant has been located at this site because the site is zoned "Commercial", which encompasses heavy industrial uses; that it is of temporaryduration and will be used while Voodrich is paving in Edina--and perhaps while it is paving on Xerxes Avenue. this general useage and to restrict smoke, noise, etc. Planning Commission has considered the matter of rezoning this area several times-- but that if property owners object to such rezoning (proposed to rezone to "Planned Industrial District", which is in use in the Rauenhorst Development and which does restrict both smoke and noise), it may be difficult to change the present zoning-- especially as it has been in effect for more than 30 years and was in effect long before the residential area of "Richmond Hills" was planned or developed. Several of the delegation objected to installation of Stop Sign at corner of Slienwood Road and Downing Street, expressing their opinions that it should be on Doming Street rather than Sherwood Road. It was explained that sign was installed in this manner because it is easier for automobiles to stop than for heavily-loaded trucks to do so, and because it was thought that the constant braking and starting by the heavy trucks at this corner would cause both unnecessary noise and additional dust. much prefer to have the stop sign on Downing Street, regardless of noise and dust. Hrs. Larson, 5244 Richwood Drive, and 14r. Hanson, 5405 Edenmoor, were two of some six or seven persons who asked for this change--and there was no dissenting voice within the delegation. Council agreed that matter of Stop Sign would be referred back to the Police Department for recommendation; that if Police Department felt that moving sign would not be detrimental to safety of the community a change would be made--but that if Department's recommendation was def initely against changing , the sign would remain where it is. Delegation vias most anxious that Woodrich be asked to leave immediately, and not later than completion of its Edina project. Mayor informed them that Woodrich can be asked to leave, but that because of the zoning it may be difficult to insist on a move. Complaint was made that there is noise and work on Sundays as well as weekdays. to when a zoning change could be considered by the Planning Commission; was informed this could be on Commission agenda at its meeting of October 2; that tlr. Hanson will receive notice. Mr. Hite asked for support of this proposed zoning change, by residents. Residents also protested to Village's opening Dokming Street. Explanation made that Village cannot prevent opening of platted street and thus block ingress and egress for any property. north portion of Village-owned land; answer was that it may be sold, insofar as that portion North of Downing Street is concerned. Woehler's recommendation that such easement be permitted only on condition that request come from the owner-occupant and that arrangements be made for his payment for necessary re-planting of shrubs. 14r. Woehler also stated it would be impossible to sell off any of the property because of necessary distance protection for the well. It was noted that property at 5241 Halifax Avenue is now for sale by the owner. It was concensus that petition be denied, with notification to Mrs. Gilbert consideration could be given if it were filed by owner-occupant . Kroger Company's ( recent letter, offering to sell to the Village a tract immediately North of their 1 store on Highway #l69 at the rate of- $1,00 per square foot, plus a share of parking and lighting costs, was presented to Coqncil. Mr. Hite explained for benefit of audience that this offer has been made Ijqfore, and has been informally considered by Council as a site for a third Hunicipal Liquor Store, but that there has not yet been agreement that this is the proper location. It was concensus of Council opinion that consideration cannot be given to purchase of land at this price, and LIr. Hite was ordered to so inform Kroger Company. Philip Dahl's request for a permit to add bedrooms above his garage at 5113 Arden Avenue, was reviewed. Planning Commission's August 23rd recommendation In accordance with Zoning Ordinance requirements living quarters on this lot should be at least 7.5 feet from lot line, whereas garage is only five feet from line. Blomquist, 6615 Belmore Lane, Edina, for adjustment downward in the special assessments for improvements on ~21 ,, lots located along the railroad right-of-way in Brookview Heights lst, 2nd and 3rd Additions. lots are now "tax forfeited lands" in the sense that real estate taxes are delinquent six years and notice has been sent to owners that unless properties are redeemed they will go on sale in April. reduction by the Village of the special assessments now levied against the property (approximately $2,500 per lot) to $750.00 per lot payable in 1964, 1965 and 1966, and payment by Nr. Blomquist of real estate taxes now accrued, (approximately $300 per lot), together with conveyance by Mr, Blomquist to the Village of approximately four acres bordering Nine Mile Creek. Hr. Blomquist stated he wishes to build on these lots, which will place some $500,000 additional on the tax rolls. 14essrs.
