HomeMy WebLinkAbout19630923_19630927_regular_adjourned9/27/63 MINUTES OF TEE BDSOURREDrEORTIOB OF THE SEPTEMBER 23RD REGULAR MEETING OF THE EDINA VILLAGE COUNCIL, HELD FRIDAY, SEPTEMBER 27, 1963, AT 5:OO P.M. 2 0% Members answering Rollcall were Rixe, Tupa, VanValkenburg and Bredesen, 1964 BUDGET ADOPTED. Council considered the proposed 1964 Budget at some length, relative to salary schedules as discussed by Mayor Bredesen and Manager Hyde, and improvements needed for the Village. It had been decided in precious meetings that the Council would "hold the line" insofar as possible, in this year's tax levy, After reviewing recommended changes, Rixe offered the following Ordinance, moving that Council dispense with second reading and adopt Ordinance as submitted: ORDINANCE NO, 16-7 ORDINANCE ADOPTING BUDGET FOR THE VILLAGE OF EDINA FOR THE PEAR 1964, AND ESTABLISHING TAX LEVY FOR THE PEAR 1963 PAYABLE IN 1964 THE VILLAGE COUNCIL OF THE VILLAGE OF EDINA, MINNESOTA, DOES ORDAIN AS FOLLOWS : year 1964 is hereby adopted as hereinafter set forth; and funds are hereby appropriated therefor: I Section 1, The Budget for the Village of Edina for the calendar GENERAL FUND GENERAL GOVERNMENT Mayor and Council $ 9,990 Administration 57,548 Finance 38,658 Asses sing 43,114 Legal Services 17,999 Municipal Court 27,894 Library 3,781 Election 8,325 Planning 22,401 TOTAL GENERAL GOVERNMENT $219,710 $ 111,742 Highways 369,436 Police 258,646 I Fire 122,653 PUBLIC WORKS . That there be and hereby is levied upon a11 taxable and personal property in the Village of Edina, a tax rate sufficient to produce the amounts hereinafter set forth: For the General Fund $771,325 For the Park Fund 68,600 For the Poor Fund 12,125 9,000 For the Firemen's Relief For Fire Protection For Bonds and Interest 66,900 10,300 5-130 $943,38a For Hennepin County Park Reserve District Section 4. This Ordinance shall be in effect from and after its TOTAL adoption and publication according to law. Motion for adoption of the Ordinance as submitted, with waiver of second reading, was seconded by VanVal ollcall there were four ayes and no nays, as follows VanValkenburg, aye; and Bredesen, aye e was adopted. COUNCIL AGAIN DENIES REQUEST OF D,P, BLOMQUIST FOR ADJUSTMENT OF SPECIAL . ASSESSMENTS'ON TAX FORFEITED PROPERTIES IN BROOKVIEW HEIGHTS FIRST, SECOND 'AND THIRD ADDITIONS. At'the request of Mayor Bredesen, who stated Mr. Blomquist had asked that Council reconsider its action denying his request for Special Assessment Adjustment on some twenty-one tax delinquent lots in the Brookview Heights Addition, the Council reviewed Mr. Blomquist's offer in detail (offer recorded in Minutes of 8/26/63, Page 167, this Minute Book). Council recognizing that *B gh&s 29,&&ular instance there could well be an economic advantage/ o complying with Mr. Blomquist's offer. It was noted, however, that there is other tax delinquent property in the Village which bears special assessments; that the possibility of an adjustment in special assessments at such time as property is about to go on sale for taxes might lead others to forego paying current taxes in hopes they, too, might affect the type of adjustment Mr. Blomquist is now requesting. VanValkenburg moved that Nr. Blomquist be informed that Council has denied his request with regrets. Motion seconded by Rixe and carried. Some considerable discussion was had, There being no further business to come before this meeting, Tupa moved for adjournment. Motion seconded by Rixe and carried. Meeting adjourned at 6:OO P.M.
