Clerk presented Affidavit of Publication in the Edina-Morningside Courier on January 21 and 28, 1965, Affidavit of Posting on three Village bulletin boards on January 19, 1965, and Affidavit of Mailing to affected property owners on January 19, 196% of the Notice of Public Hearing. placed on file. J, H. Bach to rezone Lot 3, Block 1, Clifton Terrace Addition from Open Development District to R-2 Multiple Residence District. other multiple units in the area, as well as single family dwellings, explaining that in 1962 and 1964 Mr. Bach had requested R-3 zoning. Planning Commission on both instances recommended that the request be denied and had suggested at the 1962 meeting that a proper zoning might be R-2. Commission recommended approval; however, there is a petition asking that the property be retained in the R-1 zone, signed by 23 of the residents on Brookview Avenue. parked on the street it is difficult to exit to Valley View from Brookview and the same is true in driving at W. 64th St. and Valley View Road. there have also been problems with more children in the neighborhood, because of multiple dwellings. years ago, he understood that it would be permissible to build a double bungalow there. One house would face Brookview Avenue and the other would face W. 64th St., so he did not feel that parking would be any problem, particularly considering the fact that Brookview is a street of standard width. certain categories to be R-2, especially at interchanges, and Mr. Vogt and Mr. Bach were perhaps lead to believe that they had a double bungalow lot. the time of the rezoning nothing could be found in the minutes. years ago, the general consensus of opinion was that this particular lot would. not be zoned for anything except single family dwellings. Mr. Hite quoted the Minutes of May 2, 1962, in part, "The Cornmission told Mr, Bach that they had assured the residents on Brookview Avenue that nothing lager than a double bungalow would be built on the property." Mr, Lester Hughes, 6237 Brookview Avenue, spoke against the rezoning, indicating that when he purchased his property in 1961, the Planning Commission assured him that, to the best of their knowledge, there would be no multiple dwellings. in keeping with the recommendation of the Planning Commission. were three ayes and one nay, as follows: VanValkenburg, aye, and the rezoning was denied. Paragraph 2, Boundaries of Planned Industrial District of Section 11, (Planned Industrial District) of Ordinance 261 of Revised Ordinances of the Village of Edina, as amended is hereby further amended by adding after sub-paragraph (1) of said Paragraph 2, the following sub-paragraph: "(m) Tract Q Registered Land Survey #LO50 and all of Tract C, Registered Land Survey #990, except that part lying North of the South 462.5 feet thereof and a: West of the East 825 feet thereof." Section 2. This Ordinance shall be in full force and effect-from and after its passage and publication according to law, unanimously passed. Mr. Hite stated that all parking is-located on what would normally be ground floor, with office space above it. Property owners requested that two ten foot strips on each side of the street be vacated. Mr. Hite stated that on March 1 we have a hearing on the improvement of that road and that turn-around would be determined at that time. Tupa offered the following Resolution and moved its adoption with the condition that the property owners provide a turn-around at the end of Downing Street. HENNEPIN COUNTY LEAGUE OF MUNICIPALITIES 1965 LEGISLATIVE PROGRAM PRESENTED. Mr, Hyde presented Council Members with legislative drafts from the League to be studied and considered at a later meeting, COUNCIL, STUDIES PROPOSED OFFICE REMODELING, plans to remodel Village offices was held after adjournment of Council Meeting Discussion and study of the proposed in order that Council Members might study the project more effectively. COUNCIL CONSIDERS POSSIBILITY OF INCREASED INSURANCE COVERAGE FOR POLICE AND FIREMEN. Mr. Hyde read proposal which was brought to his attention relative to possible additional life insurance .coverage, beyond the limits under Workmen's Compensation, for Police and Firemen. Safety personnel to see what interest they would have in paying an additional premium themselves for off-duty coverage, He will discuss this program with Public TEN YEAR-REPORT APPROVED BY COUNCIL, Mr. Hyde asked permission to publish a special report after ten years of Council-Manager government in the Village, .as part of this year's Newsletter. Council agreed that it was an excellent idea. FABRI-TEK, INC.,FINAL PLAT APPROVED. Mr. Hite presented final plat of the Fabri-Tek property north of T.H. 169 at County Road 18, and advised that it was in conformance with the restrictions and specifications requested by the Council on December 7.,'1964, and that Planning Commission recommended approval. Motion by Tupa seconded by MacMillan and unanimously carried that plat be approved. PETITION.FOR LOT COVERAGE VARIANCE BY EDINA PLAZA CORPORATION SET FOR HEARING ON MARCH 1. Department, that a Public Hearing on Lot Coverage Variance for Edina Plaza Corporation be scheduled for.March 1, 1965, (1- .. . Rixe's Motion seconded by Tupa, as recommended by the Planning Motion was unanimously carried. 14R. HYDE READS LETTERS OF COMMENDATION. Mr. Hyde read letters from Dr. W. Harold Ford, John E. Northcott and Harry F, lgel commending the men of the Police and Fire Departments and Adam Batko, Superintendent of Public Works, for outstanding service. COUNCIL EXTENDS APPRECIATION TO ED&N#-l4ORNINGSIDE COMMUNITY THEATRE. Tupa offered I the following Resolution and moved its adoption: a* A RESOLUTION EXTENDING APPRECIATION TO EDINA-MORNINGSIDE COMMUNITY THEATRE: WHEREAS, the Edina-Morningside Community Theatre did, on January 21, 1965, present a most professional and entertaining production of the play, "The Women;" WHEREAS, through the most generous consent and cooperation of the entire cast and production staff, and especially the selfless efforts of Mrs. Rollin Hansen, the-entire proceeds of the January 21 presentation were donated to the Gretchen S.
