EDINA VILLAGE COUNCIL, HELD MONDAY, AUGUST 16, 1965, AT MINUTES of the Regular Meetings of July 19 and August 2, 1965, were approved by Motion VanValkenburg, seconded by MacMillan and carried* I, PUBLIC HEARING HELD ON INDIAN HILLS STREET IMPROVEMENT* of Publication in the Edina-Morningside Courier on August 5 and 12, L965, and of Clerk presented Affidavits Maiiing on August 6, 1965, of Notice of Public Hewing, approved as to form and ordered placed on €ilea Hearing was conducted on the following proposed improvement, and action was taken by Council as hereinafter recorded: A, CONSTRUCTION OF RUBBERIZED SEAL COAT IN THE FOLLOWING; Indian Hills Road from Indian Hills Pass to west line of Indian Hills Addition Mohawk Trail from West Trail to Indian Hills Road Dakota Trial from south line of Indian Hills Addition to Indian Hills Road Indian Hills Road from Navaho Trail to Cherokee Trail Cheyenne Trail from south line of Indian Hills Addition to Indian Hills Road Blackfoot Pass from Cheyenne Trail to Indian Hills Road Indian Hills Circle from Indian Hills Road to cul-de-sac * Estimate of Cost was given as $10,120495 to be assessed against 67 assessable lots at an estimated cost per assessable foot of $0.686, or $15L.06 per assessable lot , Said Affidavits-were Pursuant to due notice given, Public Manager Hyde reported that this Hearing was called on the initiative of the Council because of the fact that temporary roads put in about 1950 of compacted gravel topped with oil had deteriorated to such an extent that it is no longer feasible for them to be maintained with general funds. Because of the possibility that sewer and water may need to be installed within the next few years, permanent street surfacing is considered inadvisable* if the improvements could wait until after sewer and water had been installed and was told that this was not considered possible. Mr?, William Ryerse, 6612 Mohawk Trail, remarked that there are still several lots on Mohawk Trail which are vacant 'and wondered what damage heavy construction trucks would do to the new road, replied that the streets could nd-t; wait uxitil all of the lots had been built upon, A gentleman in the audience stated that he believed that developer Burton had agreed to put tow layers of blacktop on the streets. no further obligation as a developer as far as the Village is concerned. Peterson stated that there was an indication that he might need sanitary -sewer in the.near future and asked if Cheyenne Trail could be deleted for a week until this could be determined. would need considerable study, 'but he felt that i€ there was an immediate need, this portion of the street improvement could be deleted. this work is being done by Village crews and programming therefore, is rather flexfile, Mrs. Karl Leufvenius, 6404 Indian Hills' Road, asked whether the new surface would be the same type as is on Cheyenne TPail at present and was toldthat the Cheyenne Trail surface was a permanent type and would cost approximately $12,00 per foot, Trail be dropped if it proved to have a sanitary sewer problem; by VanValkenburg and unanimously carriedr Resolution and moved its adoption: Mrs, Dorothy Turner, 6608 Mohawk Trail, asked Nr, Hyde He was told that Mr, Burton had Mr, Jerome 5. A-162, and the areas to be specially assessed therefore shall be as follows: Lots 1 thru 5 incl. , 9 and 10, Block 1; 8/16 /6 5 Lots 3 thru 10 incl., Block 2; Lots 1 thru 7 incl., Block 3; Lots 1, 2 and 3, Block 4; Lots 2 thru 10 inclb, and Lots 12 thru 19 incl. , Block 5; Lots 1 thru 6 incl. , Block 6; Lots 2 thru 6 incl., Block 7; Lots 1 thru 7 incl., Block 8; Lot 1, Block 9; Lots 1 and 2, Block 10, all in Indian Hills Addition; Lots 1, 2 and 3, Block 1, Indian Hills, Thompson’Replat; and part of Lot 16, Auditor’s Subdivision #196, I-jotion for adoption of the Resolution was seconded there were four ayes and no nayes and the Resol VanValk as unanimo %on ATTEST : ahs {Zk /9 I Village Clerk BENTON AVEiIUE INTERCHANGE PLANS FINALIZED. was continued from July 19 in order to give residents the opportunity of obtaining the opinion of an independent expertr presented a petition signed by eighteen property owners on the east side of Highway 100 ‘ protesting Layout 7D. the Conservation Department of the State of Minnesota is too involved at present to run any tests on Melody Lake, but that the Highway Department is working on a comparison of ground water elevation versus elevation of the lake itself, but as yet has nothing definite to report. Mr. John Peterson, 4813 W. 59th Street, asked for an explanation of the differences in the 7D and 7C layouts and Mr. Hite, with the aid of the viewgraph, made comparisons. that only the overpass and service roads on‘each side of the Highway be constructed. &Ir. Tupa asked &out the possibility of using Layout 7C on the west side of Nomandale and 7D on the east side. brr. Braun replied that there would be insufficient weavin distance because of the proximity of the ramp to the Crosstown Highway. asked if it would be possible to establish construction limits on Benton Ave. based on Layout 7D but not building it unless it was determined to be absolutely necessary. Mr. Braun replied that the right-of-way 6ould be reserved without any complications, but that he hesitated to do something that is sub-standard and which would be open for criticism later. He did not think that the iicrease in cost would be appreciable if the interchange was enlarged at a later date but thought that plans at 50th Street and Highway 100 would have to be Gevised if such a change were made. A gentleman who Lives in the vicinity of W. 59th Street on $he east side of Highway 100 questioned whetkier or not there would be access from I?. 59th St. to the frontage road and was told that this would be possible, Donald Carlson, both representing Normandale Lutheran Church, spoke in favor of Layout 7D because fhey are concerned about there being no access from Highway 100 to and was told by Nr. Braun that elevations would be approximately the same as present elevations except for a seven foot cut near the south end of the High School and a cut of about twenty feet at Eden Avenue, Dr. Archie M. Smith, 5817 East View Drive, complained of n6ise caused by trucks attempting to get up the hill. that the grade would be flattened to minimize the noise, 1.7. 59th St., asked why Benton Avenue had been chosen the site of the interchange. Hayor Bredesen explained that residents of Benton Avenue have been willing td accept State Aid funds, and that in accepting the funds, they must also accept the responsibility that goes along with it. western Edina and, therefore, this is the most logical location for the interchange. PIr. Hyde then explained the State Aid street system in Edina. Benton Avenue, stated that he did not feel access or egress was needed at Benton Avenue and Highway LOO. southwest ramp going onto Highway 100, State Highway Department, that the Stat‘e had projected figures for 1986 of 2,500 c&rs per day and a peak hour volume of approximately 350 cars. he felt that traffic safety is the only valid consideration in determining which plan should be used. Mr. Dennis Sullivan, 5112 Benton, stated that he felt that the Crosstown Highway and Benton are too.close together and that therefore the Benton Avenue interchange should be eliminated and the Crosstown Highway and 50th Street intersections should be improved to handle traffic in a more efficient manner. he did not feel that this criticism had proposedthat there is a possibility of improving 50th Street to a degree that Layout 7C could be used without creating any traffic problemsb Nr. Clifford Hess, 5120 Benton, stated that he is a member of Normandale Lutheran Church, but feels that the majority of members would favor a bridge across Highway 100 and service roads along each side. this interchange could have any value to thevillage except for the group in the immediate neighborhood. Highway 100 and north and south of-Benton will be inconvenienced if they are not provided with safe access and egress to Highway LOO and that the Village has an obligation to this group of citizens.’ Mr. Hess stated that he feels that the vast majority of people are not interested sufficiently to come to hearings and, therefore, those who do come should have more consideration. it is the opposition who comes to meetings of this type, but that a different group Manager Hyde explained that this Hearing These plans did not materialize. Mr. Herbert Hartshorn, Director of ' Elementary Education of the Edina-Morningside Schools, stated that without access to Highway 100 it will be necessary for busses to f$lteJ? through all residential neighborhood streets. is to be able to disbarse traffic congestion caused by events which take place at the High School, much of which traffic comes from areas outside of Edina, Mr. Willis F, Shaw, Chairman of the Edina-Mo-mingside School Board, emphasized that a twentyzyeu outlook must be considered and not simply the needs of the near future. Mr. Robert J, IdcDaniels, 5116 W. 59th Street, wondered if the Benton Avenue interchange had been created to make the 50th Street complex more workable and if it would not be less expensive to improve the 50th Street intersection and eliminate the Benton Avenue plan, provide any local access and that this is considered a prime reason for the Benton Avenue interchange. the same function would undoubtedly be more expensive. Mr. William Grant, 5116 Benton Avenue, asked the present width of Benton and was told that in his area it is 26 to 28 feet and east of Tracy it has been widened to present state aid standards. Under 7C or 7D it would be widened to 36 feet or 44 feet if parking is allowed on both sides. In response to a question concerning the water level of Melody Lake after this work has been done, Mr. Braun replied that this could not be determined htil the State enters into the final design and .has layout approval, MD. Hyde presented tabuLation of eight tied bids for Sanitary Sewer 240, Watermain Improvements 203 and 204 and Repair of Sanitary Sewer under the Minneapolis, Northfield and Southern Railroad Tracks at Windsor Avenue as follows: Bury and Carlson, Inc. was low bidder at $71,792.26, Coburn-Meek, Inc. was second low at $75,183.00, Fr Db Chapman Construction Co: was third low at $76,285.60. Barbarossa and Sons, Inc. was high bidder at $104,639.00. Engineers estimate was $84,202.00. CORRECTED. Mr. Hyde explained that the Resolution passed on Hay 3, 1965, vacating i.I. 57th Street from Xerxes Ave. to York'.A9ec.had' not contained the proper legal. description of the street to be vacated. Council informally approved a proposed meeting of the Mayors, the Managers and two Councilmen to discuss the proposed agreement. Mrs. Hughes is fearful that permanent damage is being done to her basement. Nr. Hite stated that following the spring floods there were fifty areas likesthis and that all would be brought to a public hearing during the winter. He further stated that this condition had existed for some time. Mr. Hite stated that he would recheck the situation to determine whether or not this problem was more severe than others, He also will attempt to locate a field drain that may be in the area and see if it can be cleaned out, Mayor. Bredesen stated. that unless this condition is found to be more severe than others, no exception can be made. Mr. Fredlund informed Council that the plans for the Evangelical Free Church to be located in the southwest quadrant of Highway 100 at W. 70th Str had been approved by Planning' Commission provided that the parking lot be paved, VanValkenburg's motion for final approval of plans was seconded by MacNillan and carried, BILTlrJELL CONSTRUCTION COIjIPANY PLANS APPROVED, Plans for construction of 30 town house units on the Edwards Property at Highway 169 and Blake Road by Biltwell Construction Company were presented by MP. Fredlund, reviewed and upon recommendation of the Planning Commission, VanValkenburg moved final approval. by MacMillan and carried unanimously. EMPIRE WAREHOUSE PLANS APPROVED SUBJECT TO. MEETING CONDITIONS REQUIRED BY PLANNING COMMISSION AND PLANNING DEPARTMENT. the Empire Warehouse proposed to. be constructed in Normandale Center had not yet been submitted to the Planning Commission, but requested approval pending the meeting of certain conditions set forth by the Planning Commission and Planning Department .
