HomeMy WebLinkAbout2018-09-05 City Council Work Session Minutes MINUTES OF THE WORK SESSION OF THE EDINA CITY COUNCIL WEDNESDAY, SEPTEMBER 5, 2018 5:30 P.M. Mayor Jim Hovland called the meeting to order at 5:33 p.m. ROLL CALL Answering roll call were Members Brindle, Fischer, Staunton, Stewart and Mayor Hovland. Edina City staff attending the meeting were: Jennifer Bennerotte, Communications and Technology Services Director; Ross Bintner Engineering Services Manager; Casey Casella, City Management Fellow; Scott Denfeld, Video Production Coordinator; Ann Kattreh, Parks & Recreation Director; MJ Lamon, Projects Coordinator; Debra Mangen,City Clerk;Chad Millner, Engineering Director; Scott Neal, City Manager; David Nelson, Police Chief; Lisa Schaefer, Assistant City Manager; Cary Teague, Community Development Director; Debbie Townsend, Communications Coordinator; Don Uram, Finance Director; and Jessica Wilson, Water Resources Coordinator. COMMUNITY ENGAGEMENT PLANNING Lisa Schaefer, Assistant City Manager, MJ Lamon, Projects Coordinator and Casey Casella, City Management Fellow presented the proposed plan for Community Engagement. Staff noted that community engagement, public participation and communication while related were different. Intentional community engagement focuses on five points: 1) make a plan, 2) do what we say we are going to do, 3) don't change the rules, 4) make a decision, 5) tell people why. Council commented that transparency, accountability, inclusion, equity and relationships build trust. Staff reviewed barriers to effective participation: 1) people don't know when or how to participate; 2) people are unable to participate; and 3) people don't trust the process. Staff explained the public participation proposal and plan template and its accompanying workflow. They noted Engineering has a Project that will serve as a pilot, 58th Street Reconstruction. The project will be designed in 2019 and constructed in 2020. The Council offered feedback to staff and thanked them for the work. Communication strategies will be discussed at another work session.
