Dean Postelthwaite, Chairman of the Edina Libracy Advisory Committee presented for the Council's consideration a report prepared by the Committee entitled, "Edina Public Library Building Program", dated January 17, 1966 e Rev, Postlethwaite noted that the report had been prepared at the Council's request and that it contained the Committees' recommendations on the facilities and services that they felt should be provided in the branch library proposed to replace the present facility on West 50th Street at Library Lane , After reviewing earlier library recommendations prepared by the Edina League of Nomen Voters, The Edina Friends of the Library, 14ra Harold Goldstein, Library Consultant, and the Hennepin County Library System, Rev. Postlethwaite presented brief summaries of many sections of the Committee's recommended building program, The The recommended program was based upon the Committee's determination that the Library would have to serve 30,000 people after new or improved libraries were constructed in southwestern Minneapolis and southern and western Edina. have a shelf capacity of 37,000 volumes and would have seating for approximately 120 personsI A meeting or multi-purpose room seating 40 or 50 persons was suggested, estimated that a building having a floor area of 14,LOP square feet would be required to house the suggested facilities and that such a building would cost $394,000, including land acquisition, site development, furnishings and architect fees in addition to construction costs. The library recommended would Special facilities were recommended for adults, young teens and children* The Committee Hayor Bredesen complimented the Committee for the quality of its report and asked questions regarding the proposed art item collection, the multi-purpose room and the Committee's attitude on the inclusion of non-library facilities in the library building. Committee member Mrs. Lorraine Hasselquist replied that the recommended art item collection was intended to serve children and young adults primarily and that the inclusion of the art collection in the Library involved little if any additional library space. recommending any non-library use at this time, but that if a future need should arise, there might be a possibility of enlarging the building so that a facility of this type might be added. Revr Postlethwaite said that the Committee is not Trustee Johnson inquired as to what studies the Committee had conducted to determine who was using the present library &d also asked how much money Edina residents were now paying to the Hennepin County Library District, The Conimittee members described the method they had used to determine the probable area to be served by the new library and noted that existing library use patterns were not too meaningful for design purposes due to the inadequacy of the present library and the expectation that many people would adjust their library usage when the new library was built. The Committee noted that the County now levied 4-5/8 mills are used for current operations. Each mill levied collects about $39,000 of Edina taxes, Mayor Bredesen noted that the $120,000 of General Fund capi;tal reserve mentioned in the report was intended to be used for both a library and a fire station and hence would probably not all be available for library purpos8s. Hite informed Council t-hat Mr. A1 Johnson, President of South Garden Estates Association had requested a delay of hearing date to March 7 for proposed rezoliing of Part of Tract C, R.L.S. 990, from Single Family Dwelling District and Planned Industrial District to R-5 Multiple Residence District as requested by Rauenhorst Construction Company. Mr. Hite stated that this would give an opportunity for an informal meeting at which Village personnel could explain the contemplated over-all development plans of the area to the South Garden Estates and Lake Edina residents. for approval of March 7 hearing date was seconded by Mr. Macbiillan and unanimously carried. Ott63s Third Addition, a fifteen lot plat, had received final approval in June, 1965, but since that time had changed ownership. The new owner has made a road realignment which has been approved by Planning Commission, on two lots which abut the creek. Manager Hyde presented Ordinance No, 66A-2 which requires the licensing of a11 persons doing plumbing work in Edha. In response to Mr. Johnson's question concerning the need for such an ordinance, t5r. Hyde stated that there has been trouble with jobs being sublet to unlicensed contractors. He credited the discovery of this practice ta the fine work being done by the Building and Plumbing Inspectors.
