Mr. Hite stated that the area requested to be rezoned was bounded on the south, the east and the west by Planned Industrial District, on the north by Lake Edina Park and to the northeast by R-4 Multiple Residence District. IJIr, Hite stated that this area would have to be served by sanitary sewers extended from Xerxes Ave. the apartment and industrial district, property owners and water would be supplied by the Village system. land use plans projected for this area five or six years ago called for industrial development or multiple dwellings and that surrounding property had been developed in accordance with these plans, stating that the buildings would be situated so that the narrow end would be exposed to the view from residential areas. 28 to 30 units per floor. and one-half parking space per apartment will be provided outside. will be developed, be good planning and good zoning for this area and that he did not think objections were valid just because residents did not want to look at the buildings, 7221 West Shore Drive, President of the South Garden Association, presented petitions signed by 670 residents representing 371 homes in the area, who opposed the proposed rezoning. Mr, Robert Huelster, former president of South Garden Association, stated that since 1961 the Association has repeatedly gone on record opposing high-rise apartments in this particular area, zone between the industrial property and single family residences would consist of apartments which would not exceed two stories, Mr, Arthur S, Nelson, 4440 Claremore Drive, stated that there are 500 homes in the area concerned and that with the apartments there would be T REZONIIJG DENZED, Affidavits of Mailing on February 23 and of Publishing Pursuant to due notice given, public hearing was Storm sewer facilities are currently being provided and will be assessed against Street surfacing would be paid fop by abutting Mr, Hite stated that Mr. Rauenhorst then presented plans of the proposed apartments Buildings are planned to provide 960 apartments with One underground parking space will be provided for each apartment Recreational areas Plr, Rauenhorst stated that he considers these proposed buildings to Mr, Paul S, Volstad, He stated that in 1961 they had been assured that the buffer 3/7/66 2,000 additional apartment dwellers who would welL pointed out the increase in traffic problems which mentioned that because of Edina's excellent school out-number the home owners. He further anticipated the necessity of additional school facilities because of over-crowded conditions. Lae, commented that once the property in question is rezoned, requests for additional high rise units will be forthcoming which could not be denied. blr. A1 Johnson, stated that' he considers that this proposed pezoning would have a detrimental affect on the value of homes in the area and that the entire environment of the Village would be changed if such buildings are permitted. 1.lr. Charles C. Sedgwick, 6124 Abbott Ave. So. stated that he felt that Village residents should have protested more sharply when the high rise apartments in the Colony Apartment area were approved, Wr. Robert Rischmiller, 7209 West Shore Drive, stated that if these apartments were allowed in this area, the rights of the Council would be weakened as far as allowing additional similar buildings. Mr. John S. PhiLlips, 5424 WI 70th Street, asked what would prevent t4r. He stated that many residents would work in the area and that they would not need to use crowded main arteries. He further stated that there are thirty-four acres zoned R-3 and R-4 f.lu1tipl.e Residence District and that he felt that construction OF the high rise apartments would be merely adding to a traffic problem and not creating one. Hr.
