14r. L, P, Pederson, County Engineer, has advised him that the County is anxious to have
enlarged pipes installed in County Rqad 18 and that construction might be started on
this project in 1967. The County will. 'assist in oreating temporary ponding areas on
the east and west sides of County Road 18 near Maloney Avenue,

approximately $1 ,124 for typical lots in Nest Minneapolis Heights with a resulting
average assessment of $144.,00 per year, including interest over ten years or $86.00
over a twenty year assessment period, For a typical lot in Elendelssohn Addition, the
total assessment for street and storm sewer would be approximately $1,987 which would
amount to an average of $250.00 per year for a ten year assessment and $152.00 per year
for a twenty year assessment, Some favorable interest was shown in the suggestion of
a twenty year assessment for both improvements,
Village Engineers had incorporated changes as suggested as far as alignment of the
pipes is concerned. Nr* James K. LindbePy, 425 150nroe Avenue, protested installation
of the storm sewer and Mr, John Galvin, 420 John Street questioned the need for permanently
surfaced streets, He was told by Mayor Bredesen that too much money is being spent out
of General Funds for maintenance of these unimproved streets,
from the audience, i4r. Hite stated that the difference in the estimated assessment rate
for West Minneapolis Heights and Mendelssohn Addition would amount to only one-tenth
of a cent per square foot.

by Lake Edina Park and to the northeast by R-4 Multiple Residence District. IJIr, Hite

signed by 670 residents representing 371 homes in the area, who opposed the proposed
rezoning. Mr, Robert Huelster, former president of South Garden Association, stated

school facilities because of over-crowded conditions.
Lae, commented that once the property in question is rezoned, requests for additional
high rise units will be forthcoming which could not be denied. blr. A1 Johnson, stated
that' he considers that this proposed pezoning would have a detrimental affect on the

that he felt that Village residents should have protested more sharply when the high rise

stated that public funds could not be used for this type of expense,

high rise apartments would be merely adding to a traffic problem and not creating one.
Hr. Rauenhorst stated that if the rezoning should be denied, he wou/d not pursue it

in the 6300 block had never had their block oiled and consequently it is in very poor
condition. Nr. Hite stated that maintenance on this street is substantial and thzt he
could not recommend that generaL funds be used continually for its upkeep.
Bredesen stated that it would not be wise to pave one-half block only.
the Village has.a policy to oil a street only twice before requiring pemanent surfacing.
He further pointed out that grading is no longer included with oiling and that this

he considered money spent on oil at this point would be wasted. A gentleman in the
