September 9 and of Publication in the Edina-Morningside Courier on September 8, 1966,
were presented by Clerk, approved as to form and ordered placed on file. Mr. Hite
presented request of Mr, Joseph Ruzic for R-2 rezoning on a parcel of land located
ad-jacent to the proposed East Frontage Road of County Road 18 between Valley View
Road and Sioux Trail. The property, which is capable of being subdivided into about
ten or twelve double bungalow lots, is bounded on the east by a drainage way located
at the rear of the Sally Lane lots and on the north by an outlot reserved for storm
drainage.
of the rezoning request.
represents the neighborhood association in the area and requestedthat the value and
square footage of the proposed double bungalows be in keeping with the homes in the
area. Mr. Hyde advised that legally %he Village cannot place restrictions on dollar
values and that all double bungalows built within the past years had far exceeded
the minimum footage requirements.
recommended that if the rezoning were to be approved, that the Planning Commission
should review plans before the building permits were issued. Mayor Bredesen suggested
that First Reading be granted with a request that the developer submit projected plans
before Second Reading and advised that if interested parties would leave their names
they would be notified at the time plans were reviewed either by Planning CommisBion
or by Council. Mr. Joseph Ruzic, developer, stated that he has twelve 110' lots and
an' outlot, part of which he would like to deed to the Village for park purposes, and
use the remainder for an additional double bungalow.

presented a request of Mr. Wallace Kenneth to rezone property north of Highway 169,
west of the Interlachen Court Apartments, south of the Watson.,property and east of
Edina Highlands from Open Development District R-1 to R-5 Multiple Residence District.
Mr. Hite presented% drawings of the proposed seven-story, 175 unit apartment building
and stated that the proposed building would have access directly onto Highway 169,
In reply to Trustee Johnson's question as to whether this would create a traffic
hazard on Highway 169, Mr. Hite stated that there would be a "point of conflict" not
now existing but probably couldn't be labeled any more of a hazard than other existing
roadway entrances. Mr. Peter Weiss, 5216 Grandview Lane, asked if this would make
a change in the Watson access and was told that W. 53rd Street, would still be the
primary access for the Watson property, Mr. Bite s-bated that the building meets or
exceeds all ordinance requirements and that the Planning Commission had recommended
.rezoning of the property as well as approval of the specific proposal,
comments were heard from the audience. Whereupon Trustee VanValkenburg offered

6529 Wilryan Avenue, also questioned why a corner lot should be assessed for two
streets. 1.iayor Bredesen stated that because adjacent properties are benefitting
from the dust control in the streets next to their homes, he felt that full payment
should be made for the side streets by the owners of corner properties, He further

is being done and that labor and material costs have risen.
because. more streets have been permanently surfaced, oiling operations are more
scattered and that movement of equipment from area to area is considembly more
costly. Hr. John E. McTavish, 6813 Sally Lane, stated that the road along his side
yard is in as bad condition as before it was oiled because of the sand and gravel
that wash down from a hill onto the street on Pauite Drive. He further stated that
two storm sewer manholes are above present street grade and also above the grade of
adjoining lots. Mr. Hite stated that.the street had not been built to proper grade
and that the matter will be corrected when permanent surfacing is installed.
further stated that there is a strong possibility that watermain will be installed
within the next year, after which it is hoped that permanent streets will be
constructed. Protest as to the condition .of Pauite Drive was presented by Mrs. A. B.
Beattie, 6845 Sally Lane, who stated that thew is ah unoiled mud road for 125 feet
