Tem in the absence of Mayor Bredesen. MINUTES of the Regular Meeting of March 6, 1967, were approved as submitted by motion of Trustee MacMillan, seconded by Trustee Courtney and carried. EDINA HIGH SCHOOL BASKETBALL TEAM CONGRATULATED. Pride was expressed in the fact that the Edina High School Basketball Team had won the Minnesota State Basketball Tournament for the second consecutive year, whereupon Trustee Courtney, who was the last previous coach to win two State Basketball Championships in succession, offered the following resolution and moved its adoption: RESOLUTION OF CONGRATULATIONS TO EDINA HIGH SCHOOL BASKETBALL TEAM WHEREAS, the members of the Edina Basketball Team under the able direction of Coaches Duane Baglien, Jerry Rodberg and Bob Savre, have continued to demonstrate fine sportsmanship and athletic proficiency during the 1966-67 basketball season, and School Basketball Championship .and has compiled an impressive record of 54 consecutive victories, and WHEREAS, the citizenry- of the Village of Edina and this Council are justly proud of the manner in which this team has conducted itself in all of its .enqeav*ors, NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Cpuncil of the Village of Edina, Minnesota, that the appreciation and admiration of the community as a whoke be expressed to this outstanding team, and to Coaches Duane Baglien, Jerry Rodberg and Bob Savre, to Jay Bennett, Mike Burley, Bob Downs , Bill Fiedler , Robb Jones, Jay Kiedrowski , Pete Kieley , Doug' MacLennan , John Mestemacher , Bob Rose, Kurt Schellhas , John Tjaden , Mark Thoele, Jeff Wright , and Bob Zender and to Student Manage and to Athletic Director Howard Merrim WHEREAS, the Edina Basketball Team has won its second consecutive State High BE IT FURTHER RESOLVED that appropriate copies of this resolution be presented ATTEST : .I. Pursuant to due notice giyen, hearings were conducted and action taken as hereinafter recorded : A. CONSTRUCTION OF SANITARY SEWER IMPROVEMENT AND APPURTENANCES IN THE FOLLOWING: On an easement line from Warren Avenue to Mildred Avenue., Mildred Avenue from south line of Lot 9, Block 9, Normandale 2nd Addition to 130 feet north. Mr. Hyde presented total estimated project cost at $8,640.20, proposed to be assessed against four assessable lots at an estimated cost of $2,160.05 per assessable lot. Mr. John C. Connelly, 6356 Tingdale Avenue, owner of Lots 5 and 6,,Block 9, Normandale Second Addition, stated that construction of the sanitary sewer is necessary before he can build on his.,property because the elevation of this property-makes it impossible to use the existing sewer on Mildred Avenue. Avenue, owner of Lots 7, 8 and 9, stated that he does not want tbe proposed sewer installed. construction of the sewer. attended a meeting at which advantages and disadvantages of providing this service had been explained. that the sewer would enhance the property and that it is better to construct the sewer now than at a later date when the cost might be higher. ensued relative to the possibility of alternate methods of installing sanitary sewer service. Stuart, 5900 Lee Valley Road, both requested that the hearing be continued.for thirty days. adjourned the hearing to the Regular Meeting which will be held on April 17, 1967. C. Estimated costs include repaving streets to a permanent street design. Mr. Hite advised Council that the results of a questionnaire sent to residents in the area in November, 1966, indicated sufficient interest to hold a public hearing on the proposed watermain. the matter had been considered in 1963 and dropped for iack df support, Mr. Trygve Holl, 5509 Highwood Drive, and Mr. Arthur Crane, 5514 Highwood Drive, asked why they should be assessed for trunk *benefit when they already have laterpl Village water. Mr. Hite advised them that the over-size pipe is necessary in order to assure a uniform water pressure. for the difference in the estimated cost submitted in the questionnaire and the estimated cost presented at this hearing. the questionnaire was sent out, property owners had been told that $750 to $1,000 was a "rough guess" and that the estimate currently presented ,of $1,441.74 for watermain only is based on the gxact quantity of work to be performed. Fischbein, 5009 Ridge Road, asked if consideration had been.given to installation of sanitary sewer in Ridge ,Road. He was told that if any interest should be indicated, the matter could be brought to hearing. 6209 Parkwood Road, Mr. Hite advised that the 40% of property owners returning the questionnaire had indicated only that they were interested in hplding an improvement hearing. continually received by the Village. In reply to a statement of Mr. Harold Mippman, 6217 Parkwood Road, that the project was much more costly than antic'ipated, Mrs. Donald Peterson, 6015 Idylwood Drive, stated that four years ago her new well cost $3,000 and that even though wells are presently functioning satisfactorily, they can go dry very quickly. Mr. R. S. C. Peterson, 6024 Kaymar Drive, questioned why properties with small lots are considerably larger. of the Village has been to assess water and sanitary sewer 0n.a per connection basis because the benefit received by all lots, regardless of size, was considered to be the same. Highwood Drive, stated that it is apparent that most interest io the watermain comes from the area east of Blake Road and su-gested that the norther? portion of the project be eliminated. area proposed to be served by lateral watermains, but that it would still be necessary to install the trunk watermain in such a manner as to tie in with the West Minneapolis Heights area trunk watermain. watermain could be installed as proposed, with lateral service for the area east of Blake Road and south of Pine Grove Road, (including Pine Grove Road) only. estimated, however, that cost of future watermain installations could be expected to increase .at the rate of 10% per year. Mr. B. R. Stetson, 4501 Prescott Circle, Mr. Mark Dalquist, 5012 Schaefer Road, Mr. Edward Schwartzbauer, 5125 So. Blake Road and Mrs. 0. L. Kelly, 5204 Blake Road, speaking for-Mr. Harold Swanson, 5124 Blake Road, all expressed disapproval of the project. Mr. Richard V. Scott, 6009 Idylwood Drive, Dr. Jay Olsen, 5416 Highwood Drive and Dr. Wallace Nelson, 6005 Idylwood Drive, all expressed approval of the watermain as proposed. if the watermain is approved, fire hydrants would be installed which would effect a considerable reduction in fire insurance rates. Knoll Drive, asked why there was a higher degree of interest in the area east of Blake Road. Mr. Hite explained that there is some correlation in the density of homes and the size of families and the length of time a well functions properly. He pointed out that water tables are dropping in the area and indicated that Village wells do not recharge as quickly as they did a few years ago. Mrs. Harold Schaefer, 5117 Schaefer Road, stated that many artificial ponds are being filled by well water and that she thinks that this practice should be halted. thinks that Schaefer Road should be kept in better repair. Schaefer that the Village is most anxious to pave Schaefer Road, but would hesitate to recommend this work until the storm sewer is installed in this area, to a question of Dr. William D. Remole, 5415 West Highwood Drive, Mr. Hite advised that curb and gutter is not necessarily a part of the watermain project, but that it is felt that this is important to satisfactory street surfacing job. Hyde in which present street lighting rates would be increased as'of April 1, 1967-, for incandescent lights. The effective date will be deferred, hbwever until April 1, 1971, if the Village chooses to have its street lighting syskem changed to the mercury vapor street lighting units which are considered by Nbrthern States Power Company to be more efficient. Nr. Hyde stated that Northern States Power Company has proposed to make the changes in four quadrants, but that he has suggested that changes be made first on arterial and through streets.
