VARIOUS IMPROVEMENTS . df fidavits of Publication in the Edina Courier on April 6 and 13 and of Mailing on April 7, 1967, for the proposed Lincoln Drive improvements were presented by Clerk, approved as to form and ordered placed on file. Clerk advised that Affidavits of Mailing on March 10 and of Publication in the Edina Courier on March 9 and 16, 1967, for the Prospect Hills improvements had been placed on file at the Meeting of March 20, 1967. Pursuant to due notice given, public hearings were conducted and action taken by Council as hereinafter described. A. CONSTRUCTION OF WATERMAIN AND APPURTENANCES IN THE FOLLOWING: C. CONSTRUCTION OF PERMANENT STREET SURFACING AND CONCRETE CURB AND GUTTER IN Because of the relationship between thes'e projects, improvements listed under A, B and C above were discussed concurrently. for sanitary sewer under A above at $113,762;20, proposed to be assessed against 48 assessable lots at $2,370.04 per assessable lot. Total estimated cost for watermain under B above was presented at $51,538.42, proposed to be assessed against 44 assessable lots at $1,171.33 per assessable lot, Total estimate'd cost for street improvements under C above was presented by Mr. Hite at $89,162.22, proposed to be assessed against 46 assessabl'e lots at $1,938.31 per assessable lot or against 8,767.56 assessable feet at $10.17 per assessable foot. Mr. Hite advised that the projects had been initiated by petition for watermain presented in May, 1965, which was signed by khree,property owners at the southerly end of the project, and that a letter had been received from Mr. N,E.:Griffith, 7028 Wexford Avenue, expressing his approval of the proposed improvements. Gross, 7012 Kerry Road, and Mrs. E. B. L. Eckberg, 7020 Kerry Road in opposition to the proposal, from Mr. Robert Lillestrand, 7104 Down Road, indicating that if" either project is to be approved, he would favor that both be approved, and from Mr. James Reichow, 5812 Lee Valley Road, asking that his lot be deleted from the project and incorporated in a system to be installed at a later date on adjoining unplatted property. tested in the area, nitrate levels above safe standards were present in 11 cases. Mr. Darrell Boyd, 7204 Shannon Drive, spokesman for a group of property owners, advised that meetings had been held with Village Officials, but that the figures presented by Mr. Hensley showing increasing well contamination had not previously been brought to the attention of the group. Coursolle, 5909 Lee Valley Road and Mr. Reichow all expressed agreement with Mr. Boyd. Village Engineer Ray Drake pointed out that it would more than double the estimated cost of the sanitary Sewer to put it in the boulevard and that the heavy construction equipment would undoubtedly destroy the present street Surface. He further stated that streets in this area are an accumulation of oil material built up over the years and while it takes hi1 treatment well, problems would develop if the surface is disturbed. Hr. William Hull, 7017 Dublin Road, stated that he does not know of &yone who favors curb and gutter. stated that he had been advised that construction of watermain would not reduce fire insurance premiums. Mr. Hite advised that according to the fire insurance underwriter, Class 6 fire insurance rate is available only to properties served by lateral watermain. MY?. In response to Trustee Johnson's question as to whether property owners would want water installed in the event the sanitary sewer is approved, Mr. Boyd and Mr. Robert Lillestrand, 7104 Down Road, concurred that they would favor installation of both improvements. In reply to a question from the audience, Mr. Dalen explained the inclusion of engineering and clerical cost in the total estimated cost as presented. Ferris, 7024 Wexford Road, questioned the method of the proposed assessment for street improvements, in view of the inequitable lot frontages. 'Mr. Hite also advised Council that Mr. Lillestrand had requested to hook into sewer and water on Gleason Road, and that this would be possible and could be worked out. Mayor Bredesen pointed out that the Village is not interested in promoting improvements except when they are important to the health and safety of the community.
