"TES of the Regular Meeting of May 15, 1967, were approved as corrected by Notion of Trustee Johnson, seconded by Trustee MacMillan and carried. correction was that Trustee EIac3iillan had seconded the Resolution Ordering Improvement Trustee Johnson's No. A-166 on page 89 of this Ninutes Book. .- I PUBLIC WORKS SUPERINTENDENT AND FOREMEN RECOGNIZED UPON COMPLETION OF SUPERVISORY COURSE Mayor Pro-Tem VanValkenburg presented Adam Batko, Superintendent of Public Works, and Foremen Eugene Bartz, LeRoy Libby and Lawrence 1;lilson and expressed congratulations upon completion of a course in Effective Supervisory Practices at the Oniversity of Minnesota, as well as Council appreciation of the interest taken over and above the call of duty. PUBLIC HEARINGS CONDUCTED ON PROPOSED IMPROVEMENTS. Affidavits of Mailing on May 26 and of Publication on May 25, and June 1, 1967, were presented by Clerk, approved as to form and ordered placed on file. were conducted and action taken as hereinafter recorded. A. CONSTRUCTION OF SANITARY SEWER n9M) APPURTENANCES IN THE FOLLONING: B. CONSTRUCTION OF I7ATERMAIN AND APPURTENANCES IN THE FOLLOFJING: Hearings were conducted concurrently on the proposed sanitary sewer and watermain $43,945.75, proposed to be assessed over a ten year period against 27 connections at an estimated cost of $1,450.89 per connection. proposed watermain was given at $28,812.32, proposed to be assessed over a ten year period against 29 connections at an estimated cost per connectilon of $993.53. Mr. Hyde advised that the estimated cost of the sanitary sewer improvement included' the cost of road grading and graveling. south of T.H. 169 and leading to a rapidly developing area, is one of the last rural roads in Edina and that it is necessary to provide service at this time to Scenic View I and I1 Additions. In reply to a question from Mr. James I?. Miller, 4920 Trillium Lane, Mr. Hite advised that the proposed road would run imediately to the south of his property. in opposition to the proposed improvements and asked that it be noted that the names contained in the petition were Nr. Ward B. Wheeler, Mr. and Mrs. Clarence Ostman, Nr. and Nrs. Roy Hagen, Mr. and Mrs. H. C. Hagen, Mr. and Mrs. William Sarles, Nr. and Mrs. R. A. mgen and Mr. Herbert Hess, all of Olinger Road. Mr. Hess further stated that he thinks that the estimated costs are high and requested that the project be continued until next year. He questioned how the proposed apartment building at the intersection of Olinger Road and T.H. 169 is to be assessed and was advised by Mr. Hite that four connections are proposed for that site and that an additional assessment might be considered at the ,time of the assessment hearing if the apartment is actually constructed. water system but not be the existing sanitary sewer system, system being proposed would be required before the area on T.H. 169 could be developed and advised that the work should be done as proposed rather than in a piecemeal manner. Hite advised that it is proposed to restore the road to its present condition as nearly as possible with the grading'and graveling included in the estimate, but that this will not be a permanent solution to the street surfacing. Tonu Lang, 5816 OlingeraRoad, suggested the possibility of installing permanent street surface at this time. would not be surfaced in the same year as the sewer and water construction and that there would be an opportunity to petition for this work. He advised that Hopkins, New Brighton, Brooklyn Center, Bloomington, Richfield, Roseville, St. Louis Park, North.St. Paul and Crystal have expressed an interest in cooperating in hiring Frank Stanton E Associates to conduct a suFvey for the purpose of comparing salaries and benefits of other municipalities, state and federal government and private industry which would also define job descriptions. Mr. Hyde \ advised Council that a request had been received from Southdale Pro Bowl to operate a miniature putting course on their east parking lot. the property is properly zoned and that a $25.00 fee for an "amusement device" license had accompanied the application. of the putting course was seconded by Trustee Courtney and carried. He pointed out that Trustee MacMillan's motion for approval ~OUNTRY CLUB cum AND GUTTER AND ORNAMENTAL STREET 'LIGHTING HEARING DATE SET. Mayor Bredesen pointed out that many complaints are coming from the Country Club area regarding the condition of curb and gutter and street lighting in the area. Trustee Courtney questioned the possibility of Northern States Power cooperating in the installation of street lights and advised by Mr. Hite that they would not be in a position to support this improvement for over five years and suggested that we proceed without Northern States Power's assistance. Discussion ensued as to the method of paying for the curb and gutter replacement. Nayor Bredesen suggested that a portion of the cost might be paid from General Funds inasmuch as the maintenance of an adequate curb and gutter system assists in the'preservation of streets and aids in the orderly removal of storm water, both of which are of general Village benefit.
