EDINA VILLAGE COUNCIL HELD AT VILLAGE HALL ON
MONDAY, JUNE 19, 1967
Members answering rollcall were Trustees Courtney, Johnson, MacMillan and VanValkenburg
who served as Mayor Pro-Tem in the absence of Mayor Bredesen.

Mr. Ilyde advised that this is a continuation of a hearing conducted on May 15, 1967, at
which time it was proposed to install storm sewer pipes on West 56th Street between
Brookview and Minnehaha Creek at an !%timated cost of $29,432.98 proposed to be assessed
against benefitted properties at the estimated assessment rate of $0.021 per square foot.
At that meeting it was suggested that installation 0-f complete storm sewer service be
considered for the area and that additional areas be assessed, and for those reasons this
hearing is being conducted. In addition to the originally proposed pipes, it is now pro-
posed to install pipe in Brookview Avenue from West 56th Street to West 55th Street and
thence westerly to Kellogg Avenue.

Hamlin, 5508 Woodcrest Drive, Merrill Roberts, 5425 Woodcrest Drive, N. A. Nolin, 5404
Kellogg Avenue, H. A. Blomgren, 5536 Brookview Avenue, Dean Belbas, 5412 Kellogg Avenue,
and Glen Dornfeld, 5432 Woodcrest Drive, and Mrs. W. W. McDonald, 5500 Woodcrest Drive,
all spoke in opposition to being assessed for the proposed storm sewer and in agreement
with other opinions which had been generally expressed. Hr. and birs. D. B. Clemetson,
5427 Woodcrest Drive, spoke in opposition to the proposed storm sewer assessment and
presented letters from Nrs. Elmer T. Olson, 5421 Woodcrest Drive and tfrs. Janet H. Quamme,
5509 Woodcrest Drive, also in opposition to being assessed for this project. Mr. and 14rs.
Ray Beim spoke in favor of the storm sewer and of assessment as proposed, stating that
not only was their yard flooded during heavy rains, but the debris that accompanied the
water was substantial and a real nuisance to low properties. They further stated that
cars are often stalled in the area because of high water.
Kellogg Avenue, stated that ice formed by melting snow which drained back and forth across
Vest 56th Street caused a considerable traffic hazard and requested that measures be taken
to correct this situation. Messrs. Richard E.lorrissey, 5611 Brookview Avenue, L. S. Sco-
field, 5601 Kellogg Place, and Mrs. Edward Collins all advised that they could see the
merit of the original storm sewer plan if themst would be spread as presently proposed.
Considerable discussion ensued as to the possible methods of. installation of the storm .
sewer and of possible crown revision in order to alleviate the problem in a less expensive
manner.

ment,-stated that he also would anticipate an increase in both speed and volume of
traffic if Gleason Road were widened to 44 feet.

does not believe that these people would want the street widened to a width of 44 feet
to accommodate street parking. Mr. Sidney Carlson asked if the residents on Jefferson
Avenue could park two cars in their driveways. Mayor Bredesen pointed out that if the
side stoops of these houses were altered, share driveways could be built, and then it
would be possible to have garages. Mrs. T. W. Listiak, 409 Adams Avenue, stated that
if the alley should be constructed, a large amount of fill would be needed. Mr. Hite
pointed out that this is a very expensive project, and that he would anticipate that
land acquisition would make it even more expensive. No-further discussion was heard,
whereupon Mayor Bredesen's motion that the proposed alley be abandoned and that the
Village amend the Zoning Ordinance to permit more than one car to be parked between a
house and its front lot line was seconded by Trustee Courtney and carried.

WHEREAS, Cahill Road has, over the years, been a part of the Hennepin County
Highway system; and

serve on the Metropolitan Council of fifteen members which will shortly be appointed
by the Governor. Whereupon, Trustee MacMillan moved that Council go on record'as
recommending Mayor Arthur C. Bredesen, Jr. for membership on the Netropolitan Council
and that the Village Nanager be instructed tosubmit a letter of recommendation'to the
Governor of the State of Minnesota urging the appointment of Hayor Bredesen. Motion
was seconded by Trustee Courtney and the motion was carried with Trustee Johnson ab-

the Carver County Attorney.
