AT THE EDINA VILLAGE HALL Council Members Courtney, MacMillan and VanValkenburg served as Board of Review, with Tnistee VanValkenburg presiding. Village Assessor Donald Kearns 'and Mr. Ralph Johnson of the Village Assessor's Office were present as were Mr. Wayne Johrkon, Hennepin County Supervisor of Assessments and Nr. Robert Martin of the County Assessor ' s Office . I The meeting was convened at 5:OO P.M. pursuant to "Notice of Board of Review Meet- ing" published in the Edina Courier on June 29 and July 6 and posted on June 27, 1967 Hr. Kearns presented a '*Summary of Assessed Value" for the period of 1958 through 1967, showing a 6% increase in assessed value for the past year to $43,473,609. He pointed out that personal property estimates would not be available until September 1 because of the choice under the new law offered to business establishments of pay- ing tax on either inventory or equipment. for the year 1967 be approved as presented by the Village Assessor was seconded by Trustee Courtney and carried. Trustee MacMillan's motion that valuations Mr. Samuel Schneider, owner of the dwelling located on Lot 6, Block 9, Indian Hills Addition, complained that his taxes at approximately $2,300 are unreasonably high in proportion to other comparable properties. He presented pictures of other dwellings which he claimed were comparable in value but whose taxes'were considerably lower than taxes for his home. Mr. Kearns advised that he had set an assessed valuation on Mr. Schneider's house,which is located at 6620 Iroquois Trail, at $73,000, based on his measurement of 3,031 square feet. that tIiLs figure is low in terms of present market prices. Mr. Schneider pointed out that he values his property between $70,000 and $75,000, but repeated his argument that the house was not assessed in-#proportion tb assessments of the other properties- previously mentioned. Trustee VanValkenburg advised that since EIr. Kearns and Mr. Schneider agree on the value of the house, the ohly' thing that can be done is to re- value the other properties mentioned by Mr. Schneider, whereupon Trustee MacMillan's motion that the assessment remain as established by Mr. Kearns was seconded by Trustee Courtney and carried. his rights to carry the matter to the Hennepin County Supervisor of Assessments: Mr. Johnson pointed out that as long as there is no basic difference between Mr. Kearns' and lir. Schneider's valuations, he did not think that his office would make any adjustment. in the current assessment. He further pointed out that he believes D Trustee VanValkenburg then advised Mr. Schneider of Mr. Kearns pointed out that Mr. Schneider's arguments emphasized the need for chmplete revaluation of lots for 1968 in order to arrive at 100% of market value. Mr. Johnson added that it is imperative that the Assessor keep in close touch with market value at all times. No further business appearing, Trustee Courtney's motion for adjournment was seconded by Trustee MacMillan and carried. . Adjournment at 5 :45. 8h-d. 6 Village Clerk
