Hite presented Genevieve Addition for preliminary approval, stating that this is a
two lot plat located on the southeast corner of Valley-View Road and Mildred Avenue.

AERIAL LADDER FIRE TRUCK TO BE REBID.
on February 1, 1968, were presented and ordered placed on file.. Mr. Hyde presented
tabulation of bids taken for one 100 foot aerial ladder fire truck which showed
American LaFrance low bidder at $50,750.00, and Seagrave Fire Apparatus, Inc. high
bidder at $51,040.00 for a four wheel unit. Seagrave Fire Apparatus, Inc. was low
bidder at $52,780.50 for a six wheel tractor trailer against bid of American La
France of $53,995.00. Because the bidders did not meet required specifications,
Councilman Shaw's motion to reject these bids and readvertise with rear-end steer-: .

tabulation of six bids taken in response toqAdvertisement for Bids published in the -
Edina Courier and the Construction Bulletin on February 8 and 15, 1968. Tabulation
showed PetersenyTemplin, Inc., low bidder at $114,988.00, Olson Company second low
bidder at $118,240.00, Gilbert Construction Co., Inc., third low bidder at $128,224.00

and Orvedahl Construction, Inc., high bidder at $135,450.00 against Engineer's
estimate of $110,000.00, Buildings are to be constructed at Well No. 15 at High-
lands Park and the pump house and park shelter and school storage area for Well
No. 16 on Gleason Road: It was pointed out that the School Board has reportedly
agreed to assume 25% of the total cost for the building alone. Mr. Hite reports
that the School District participation was based upon an estimate that their share
would be $7,000 to $8,000 and that he did nat know if they would pay the $11,000
based on the bid. Mr. Hyde noted that one-half of the cost is associated with the
shelter, one-quarter with the pump house and one-quarter with the school storage.
Councilman Shaw's motion awarding the bid to recommended low bidder, Petersen,
Templen, Inc., with the understanding that the School District pay at least $8,000
as had been agreed and that they be requested to pay the $11,000 based on the actual
cost, was seconded by Councilman Courtney and carried.
STORM SEWER 111 BID AWARDED SUBJECT TO CERTAIN ACTIONS BY ST. LOUIS PARK. Mr. Hyde
presented tabulation of fifteen bids submitted in response to Advertisement of Bids
published in the Edina Courier on February 8, and in t-he Construction Bulletin on
February 8, 15, and 22, 1968. Tabulation showed Orfei & Sons, Inc., ~OPJ bidders at
$369,724.28, Northern Contracting Co. second low bidder at $377,629.90, Austin P.
Reller Construction Co. third low bidder at $380,060.56, and Barbarossa & Sons, Inc.
high bidder at $517,599.00, as against Engineer's current estimate of $410,152.50.
Mr. Hyde recommended award to low bidder, Orfei & Sons, Inc., subject to execution
of an agreement with St. Louis Park which would specify that:

St. Louis Park shall pay Edina 20% of its estimated total cost share by
no later than April 1, 1968, and another 20% on the first day of each
month thereafter. Upon completion of the entire project, Edina will
advise St. Louis Park of the final project costs. The required adjust-
ment in the St. Louis Park Project account will be made within 30 days
thereafter .

EDINA MINISTERIAL ASSOCIATION SUPPORTS SENTIMENTS OF HUMAN RIGHTS AD HOC COMMITTEE.
Mr. Hyde advised Council of a letter from the Edina Ministerial Association express-
ing support of the action of the Council in forming the Ad Hoc Committee on Human
Rights .

STORM SEWER 112 AUTHORIZED ON 100% PETITION. The Village Manager reported that a
petition for an improvement consisting of a storm sewer from the parking lot of the
Edina Baptist Church to Halifax Avenue had been received in the Clerk's office on
February 23, 1968, which aas signed by the Reverend Harold S. Carlson, Pastor of
the church, and .by Eir. Walter Naneck, Chairman of the Board of Trustees, requesting
that the Council assess the entire cost against the Edina Baptist Church. Included
also was an easement obtained from Mrs. Leila Stevenson, over whose praperty the
storm sewer will run to Halifax Avenue. - Councilman Courtney .then .inirohuced

KENNEPIN COUNTY HIGHWAY DEPARTMENT
IIHEREAS, on Februafy 5, 1968, the Edina Village Council did adopt a resolution re-
- questing the Hennepin County Highway Department to install additional lights on
C.S.A.H. 62 in the Village of Edina in the interest of public safety; and -
WHEREAS, the Hennepin County Highway Department has indicated in a letter of Feb-
ruary 28, 1968, that additional lights will not be inscalled on C.S.A.H. 62 in
Edina-until other qreas have been served; and
WHER?3AS, the Edina section of C.S.A.H. 62 has been constructed longer than other
sectors, and this dangerous condition has thus been existing for a longer period
of time than in other areas;
NOW, THEREFORE, BE IT RESOLVED that the Edina Village Council deplore the intention
of the Hennepin County Highway Department to disregard the request of the Edina
Village.' Council ; and -
BE IT FURTHER RESOLVED thac this Council once again urges that the Hennepin County
Highway Department take immediate.action to install lights on the Edina section of
C.S.A.H. 62 to alleviate the dangers which now exist.

MRS. KATHERINE NASH COMMISSIONED TO SUBMIT SKETCHES FOR LIBRARY SCULPTURE. Mr.
Hite pointed out that $5,000 had been allocated from the money donated to the
Library for a sculpture and that if the sculpture is to be ready for the opening
of the Library, the cpmmission must be awarded at an early date. He advised that
Mr. Arthur Dickey, Nrs. Maynard Hasselquist, and Mrs. Carol Bermel have served as
a committee to look into the work of qualified sculptors.
Council that the committee recommends Katherine Nash to execute this piece of
sculpture for the Library at a cost of $5,000, indicating that after interviewing
four artists the committee felt that Mrs. Nash could best depict the wishes of the
Village. Mrs. Hasselquist advised that if the Council commissions Mrs. Nash, sket-
Nash will be paid 10% of the agreed price and dismissed. If the sketches are
approved, 40% yill be paid at that time, 30% will be paid when the sculpture is
half completed, and the balance will be paid on completion of the sculpture. Mrs.
Bermel pointed out that the committee feels that Mrs. Nash had not.as yet seen the
remains of the old mill in conjunction with the sculpture, but that the work ail1

Discussion ensued as to where the responsibility would lie with regard to the final
determination at the time the sketch is submitted. Mr. Hite recommended that the
decision be left with the committee. Mr. Courtney then suggested that this decision
be continued until Mayor Bredesen and Councilman VanValkenburg return and the matter
be considered Ijy full Council.
SOUTHDALE AREA BUILDING HEIGHT DISCUSSED. Mr. Hyde advised Council that letters had
been received from the Southdale Residents Association and from their attorney pro-
testing action taken by the Council on October 26, 1964, which changed the zoning
classifications of property located in the area fromFJest 66th Street to Mest 69th
Street between France Avenue and Valley View Road, and advising-that proper mailed
notice had not been given. Mr. Hyde also called attention to a letter received from
Village Attorney Whitlock in which Mr. Vhitlock advised that construction of a.ten
story building would be legal and proper inasmuch as the Village had complied with
ordinance procedural requirements which were in force at the time.

BRAEMAR GOLF.RATES REVISED. Mr. Hyde advised Council that while the I967 operation
of Braemar Golf Course produced a
