Members answering rollcall were Councilmen Shaw , VanValkenburg and Mayor
Bredesen.
MINUTES of July 7, 1969, were approved as submitted by motion of Councilman Shaw,
seconded by Councilman VanValkenburg and carried.
STORM SEWER P-120 CONTINUED TO AUGUST 18, 1969. Affidavits of Notice were pre-
sented by Clerk, approved as to form and ordered placed on file. Mr. Hyde
presented estimated project cost at $16,995.66 of which an estimated $11,693.01
will be paid from State Aid Funds because of the benefits accruing to the future
reconstruction of Hansen Road. The $5,302.65 balance is proposed to be assessed
against 284,352 asaessab1.S square feet at an estimated cost of $0.0186 per square
foot. Mayor Bredesen noted that because only three Council members were presei&,
the improvement could not be authorized but invited.comments from the audience.
Mr. J. E.Stacey, 5728 Dale Avenue, said that he is already paying for one storm
sewer. He was told by Mr. Hyde that the proposed storm sewer drains to a dif-
ferent area than the first storm sewer and that he would not be assessed twice
for the same area. Comments favoring the proposed storm sewer were made by
Dr. Anita Smith, 5812 Hansen Road, Messrs. William Williamson, 5816 Hansen
Road, and George W. Demko, 5716 Hansen Road, and by an'unidentified lady. No
further comments were heard, whereupon Councilman VanValkenburg's motion continu-
ing the hearing until August 18, 1969, was seconded by Councilman Shaw and
carried.
NUMEROUS IMPROVEMENTS AUTHORIZED AT PUBLIC WRING. Affidavits of Notice were
presented by Clerk, approved as to form and ordered placed on file.
Bredesen noted that the following improvements had been petitipned and that
they could be authorized by 3/5 favorable vote of Council. Public hearings
were then conducted and action taken as hereinafter recorded:

year and that the project cost would be substantially less if the entire area
is done at the same time. It was noted that Mr. Clarence R. Anderson, 6816
Cheyenne Circle, had requested "that .these assessments be spread over twenty
years. Mr. James Bloom, 6825 Valley View Road, recalled that a petition had
been presented asking that properties at 6800, 6817, 6820 and 6825 Valley View
Road be disassociated from the Indian Hills Improvements and included in the
Mark Terrace Drive improvements which would have been less expensive,

MUNICIPAL BOND INTEREST
WHEREAS, the Ways and Means Committee of the United States House of RepreSenta-
tives has tentatively agreed to tax indirectly the interest on municipal bonds;
and
WHEREAS, if such action is finalized by the Congress of the United States, the
cost of financing urgently needed essential improvements by local. governments
will increase significantly; and
WHEREAS, it has been proposed that the Federal Government would attempt to
subsidize local government financing to make up the difference between the
present tax exempt bond interest rate and the rate which would be applicable if
municipal bonds are not exempt fzom Federal taxation; and
WHEREAS, the Village of Edina is a municipality of approximately 45,000 persons
which is experiencing a continued rapid development, requiring the installation
of needed public facilities such as sewers, water systems, streets, schools,
parks and libraries; and
WHEREAS, continued pubiic financing will be necessary in Edina for the next ten
years or so until its sixteen square mile area is fully developed;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Village of
Edina that the efforts of the House Nays and Means Committee to increase the
cost of municipal borrowing be firmly opposed and that Senators Mondale and
McCarthy and Representative MacGregor be requested to exert all possible
influence to defeat any such proposals which would increase the cost of muni-
cipal borrowing; and
BE IT FURTHER RESOLVED that extreme opposition be expressed to the necessity and
advisability of the Federal Government offering a subsidy for municipal financ-
ing in lieu of maintaining the present tax exempt status.

EDINA-MORNINGSIDE SANITATION TO DISCONTINUE SERVICE EXCEPT FOR MORNINGSIDE AREA.
Mr, Hyde advised that Mr. Robert Sloan had told him just before tonight's meet-
ing that he was giving up his routes in all of Edina except for the Morningside
area, because he was having trouble getting help. Mr. Sloan offered to loan
his trucks to the Village in the event they were needed. Mr. Hyde will get a

Edina Sanitation to see that Mr-. Drury lives up to his.commitments made at
