MINUTES of December 7, 1970, were approved as submitted by motion of Council- man Shaw, seconded by Councilman Courtney and carried. Councilman Johnson abstained from voting because he had been absent from the meeting. IJCEXJTENA-I\IT ERNEST HANSEN HONORED UPON RETIREMENT. Mr. Hyde introduced Fire Department Lieutenant Ernest Hansen who is retiring, whereupon Councilman Johnson offered the following resolution and moved its adoption: RESOLUTION -WHEREAS. Lieutenant Ernest Hansen has served on the Edina Fire Department since 1942 as one of the original Volunteer Firemen; and k7HF,REAS, Lieutenant Hansen continued in the service of the Village of Edina as a Fireman when the full-time Fire Department was started in 1955; and WHEREAS, Lieutenant Hansen is now retiring from the Edina Fire Department after twenty-nine years of’faithful service; NOW, THEREFORE, BE IT RESOLVED that the Edina Village Council express its congratulations to LIEUTE&T ERNEST HANSEN upon his retirement and extend its thanks to him for many years of faithful service. Motion for adoption of the resolution was seconded by Councilman Courtney and carried-. ‘ SERGEANT FORBES H. MlLRTINSQN HONORED UPON RESIGNATION FROM POLICE DEPARTMENT. Vpon: being:-advfsed by Mr. Hyde that Sergeant Forbes Martinson has accepted the position of Chief of Police for the Village of Woodbury, Minnesota, Councilman Johnson offered the following resolution and moved its adoption: T.IKEREAS, Sergeant Forbes H. Martinson has been employed by the Village of Edina Police bepartment since January 1, 1963, serving first as a Patrolman, being appointed as Sergeant, and on January 1, 1970, being appointed Administrative Sergeant for the Edina Police Department; and WHEREAS, during ‘his tenure with the Village .of Edina, Sergeant Martinson has exhibited exemplary qualities of leadership; and WIBREAS, Sergeant Martinson has now been appointed Chief of Police for the Village of Woodbury, Minnesota; NOW, THEREFORE, BE IT RESOLVED by the Mayor and Village Council that heartiest congratulations and very best wishes be hereby extended to SERGEANT FORBES H, MARTINSON as he commences his new position with its accompanying greater responsibilities. Motion for adoption of the resolution was seconded’by Councilman Shaw and car- ried. RESOLUTION J. WESTON BRASK AND WILLIAM NALSH PROMOTIONS ANNOUNCED. Council extended congratulations to J. Weston Brask upon his promotion’from Uniform Sergeant to Administrative Sergeant and to William Nalsh upon his promotion from the Uniform Division of the Police Department to Uniform Sergeant. CHARLES HIGGINS RECOGNIZED FOR FIRE PHOTOGRAPHY. award to Mr. Charles Higgins from the ‘Wnnesota Fire Chief” for pictures which he took at a fire on March 5, 1970, which pictures have been distributed around the country to help fire fighers around the United States. Mr. Dahlgren preseilted slides which he said had been shown to neighbors so that they would be aware of the proposal. He added that, as far as he knows, all neighbors are satisfied with the plan. Mr. Dahlgren explained that the proposal would permit more open space than 0-1 Office Building zoning and would protect the aesthetic development-along Nine Mile Creek. He added that ittit is proposed to re- route Nine Mile Creek on the Highway 100 right-of-way between the Service Road and the Highway and fountain, cornpleced over the next three years before any building construction is started. Mr. Dahlgren referred to a traffic study by Howard, Needles, Tammen & Bergendoff which generally recommended proposed geometrics for future cons- truction at the Frontage Xoad-W. 70th Street intersection frontage road. to "T" it into the Service Ro.ad and signalization of the intersection to permit W. 70th Street traffic access to the Service Road and the T.H. 100 intersection. 'Jones, 5232 W. 70th Street, said that he would approve the proposed zoning; providing resultant traffic problems woul'd be solved. The resident at 4812 Larkspur Lane asked why traffic from the area could not be routed South, rather than onto W. 70th Street. A resident at the intersection of Abercrombie' Drhe and Rabun Drive said that she had not been notified of any discussions or hearings on the property in question. CITY OF CRYSTAL HOMESTEAD RESOLUTION DLSCUSSED;,NOUACTION TAKEN, Mr. Hyde called Council's attention to a resolution adopted by the City of Crystal opposing the elimination of the Homestead Exemption from the Property Tax Laws of the State of IEnnesota. EW RIGHTS COMMISSION REQUEST FOR SUPPORT OF TENANTS RIGHTS BILLS CONTINUED FOR FURTHER STUDY. Following some discussion Councilman Courtney's motion that the request of the Human Rights Commission for Council support of the' "Tenants Rights Bills" was continued for further study or explanation was seconded by Councilman Shaw and carried. DISTRIBUTION OF ADDITIONAL TAXES BASED ON POINT OF COLLECTION FAVORED. Hyde presented a schedule showing a sample of revenues which might be received by twenty-five municipalities in the Metropolitan Area as a result of a proposed additional tax which would be authorized or levied by the Legisla- ture on an area-wide basis to provide additional revenues needed by many of the communities. Mr. Shaw noted that if such a tax is to be forthcoming, the Metro Section of the League of Minnesota Municipalities wishes to be prepared with a recommendation. Following considerable discussion, Council- man Johnson's motion that Council go on record as supporting distribution of the tax b%sed on point of collection was seconded by Councilman Courtney and carried. Mrs. Joan VanHulzen, representing the League of Women Voters, was told by Councilman Shaw that he had been a member of a task force of the Metro Section of the League that had recommended a formula whereby Edina would receive $27.70 per capita, with 40% being based on capita, 20% based on point of collection and 40% based on per capita adjusted by assessed valuation per capita.' He added that the Metropolitan Council staff and the staff of the Citizens League are considering methods of distribution which would nht give the recognition to the point of collection that the Metropolitan Division of the Hennepsn 'County League felt should be given. FIRE DEPARTMENT REQUEST FOR LEGISLATION FOR ADDITIONAL BENEFITS APPROVED. Ed Sherman, representing the Edina Fire Department Relief Association, requested permission to request the Minnesota State Legislature to grant additiona1 retirement benefits, whereupon Councilman Johnson offered the following resolu- tion and moved its adoption: Mr. RESOLUTION SUPPORTING UGISLATION ' CONCERNING EDINA FIRE DEPARTMENT F33LIEF ASSOCIATION WHEREAS, the financial condition of the Edina Fire Department Relief Associa- tion is excellent and an actuarial study es of December 31, 19.69, shows that it will have considerable funds left after all present and future members have received benefits; NOW, THEREFORE, BE IT RESOLVED by the Village Council.of the Village of Edina 12/21/70 that the Village of Edina request Senators Alf Bergerud and Nilliam G. Kirchner and Representatives. Otto Bang and Ernest Lindstrom to introduce and secure p-assage 0.f special legislatiqn which will provide for the following. benefits: . 1. Monthly annuity, when minimum,requirements are met of 15% of salary at date of retirement. 2. COMPANY LETTER OF CREDIT APPROVED. As recommended by Mr. Erickson, Councilman Johnson's motion was seconded by Councilman Courtney and carried, approving the Letter of Credit for P.C.H. Company from the First Edina Nat- ional Bank for Plan B Improyements in Walnut Ridge Third Addition. JANUARY 4, 1971, NEXT MEETING DATE. was decided that no special meeting is necessary before the end of the year.
