MINUTES of October 4, 1971, were appioved'as submitted by motion of Councilman Johnson,. seconded by Councilman Courtney and carried. WEBELOS TROUP 198 members were introduced and welcomed by Mayor Bredesen. SOUTHDALE YORK SECOND ADDITION GRANTED PRELIMINARY APPROVAL. Affidavits of Notice were presented by Clerk,,approved as to form and ordered placed on file. Mr. Luce presented Southdale York Second Addition for preliminary plat approval as recommended by Planning Commission, noting that this plat is generally located on the Southeast corner of York Avenue at W. 66th Street and is being platted merely to clarify slot lines. the following resolution and moved its adoption: Councilman Van Valkenburg then offered RESOLUTION - BE IT RESOLVED by the Edina Village Council that that plat known as "Southdale York Second Addition, platted by Dayton Development Corporation and presented at the Edina Village Council Meeting of November'l, 1971, be and is hereby granted preliminary plat approval. Motion for adoption of the resolution was seconded by Councilman Courtney and on rollcall there were five ayes and no nays and the resolution was adopted. TUPA DRIVE AND TUPA CIRCLE STREET NAME CHANGE CONTINUED TO NOVEMBER 15, 1971. Affidavits of Notice were presented by Clerk, approved as to form and ordered placed on file. Mr. Hyde advis'ed that because of a P.T.A. meeting, an attempt was made to continue the hearing until November 15 and some'interested persons had been notified by telephone to that affect. also existed as to the legal ownership of some of the properties on the streets under consideration. Speaking in opposition to continuation of the hearing and urging that the street name be changed as petitioned to 'Qriarhill Drive" were Messrs. Lester Lahner, George E. Maas, Winston Wallin and Dr. D, C. Manolis. Mr. Hyde advised Council that only one 'bid had been received for the sale of Village owned iroperty located on the Southwest corner of West 66th Street and Brittany Road. Council reviewed a draft of Ordinance No. 105 establishing an Environmental Quality Commission which had been drafted Mr. Jack Telfer on the realistic and.thoughtfu1 approach of the Ad Hoc Committee. Councilman Johnson then offered the First Reading of Ordinance No. 105 as follows : by the Ad Hoc Conrmittee of Environmental Quality. Mayor Bredesen complimented 'I ORDINANCE NO. 105 AN ORDINANCE ESTABLISHING AN EmRONMENTAL QUALITY COMMISSION IN THE PILLAGE OF EDINA AND DEFINING ITS DUTIES &D RESPONSIBILITIES THE VILLAGE COUNCIL OF THE VILLAGE OF EDINA, IlI??NESOTA, ORDAINS: Section 1. Environmental Quality Codssion. The Village Council. of the Village of Edina, recognizing the profound.impact of man's activity on the interrelation of all components of the natyral environment, particularly the profound inEluences of population growth, urbanization, industrial expansion, resource exploitation, and new and expanding technology, and . recognizing further the critical importance of maintaining and improving the . environmental quality of Edina to the overall welfare of the citizens of Edina, does hereby establish the Edina Environmental Quality Commission. 11/1/71 \ 4 Sec. 2. Definition of Environment. For purposes of this ordinance, environment is defined as all of the natural physical resources, the biotic resources and the man-made environment, and including the sensorily perceived features of noise, sight and smell. Natural physical resources include the air, water, land (both surface and subisurface), all plants and animals and man himself. advising the Village Council, the Village Manager, the Village Planning Corn- . mission and the Village Park Board on all matters concerning the qQality of the Village environment , including the review and recommendation of policies for and the promotion of interest within the Village in the maintenance and improvement of the quality of the Village environment. Sec. 4. Duties and Responsibilities.- The duties and responsibilities of ' the Commission shall be : (a) to gather timely and authoritative information concerning the conditions and trends in the quality of the Village environment, both current and proppective, to analyze and interpret such information for the purpose of determining whether such conditions and trends are interfering, or are likely to interfere , with the 'achievement of the policy of maintaining and improving the quality of the Village environment and to compile and submit.to the Council reports relating to such studies and trends; to develop and recommend policies to the Council for the purpose of fostering the maintenance and improvement of the Village's environmental 'quality ; Village Park Board when appropriate or when requested by the Council, such investigations, studies and analyses relating to ecological systems and - ,1 environmental quality within the Village, as the Council or Manager may request; to document and define changes in the natural environment of the Village, including the plant and animal systems, and to accumulate .necessary data for a continuing analysis of these changes and an interpretation o€.thsir underlying causes and to submit reports thereon to the Council. with the permission or at the request of the Council, to .assist the Village in seeking the assistance of educational and governmental institutions- in.identifying, protecting, and promoting the use of natural areas within the Village as an educational resource; environment among adults and children alike; concerned citizens may attend and 'will be encouraged to contribute; activities with other communities and agencies as they pertain to environmental matters of mutual concern; (i) to matters of environmental policy and legislation as the Council may request; (j) Commission. Sec. 5. Membership. The Commission shall consist'of eleven members, all appointed by the Mayor with the consent of a majority of the members of the Council. Members of the Commission shall b-e residents of the Village, shall have an interest in the environment of the Village and shall be appointed with due regard to their fitness for the efficient dispatch of the functions, duties, and responsibilities vested in and imposed upon the Commission. member shall be a member of,the Village Planning Commission, and one member shall be'a member of the Village Park Board. be appointed for terms of two years, except for the high school or college students who shall be appointed for terms of one year each, and except for the first Commission appointed, which shall have five members with one year terms, so that in one year five terms will expire and in the following year four terms will expire. continue to serve until his successor shall have been appointed. Members of the Commission may resign voluntarily or be removed from office by majority vote of the Council. Sec. 3. Purpose.
