ORDINANCE NO. 811425 ADOPTED ON SECOND READIHG. No. 811-A25 for Second Reading as recommended by the Planning Commission. No . comments being heard, Councilman Johnson offered the ordinance for Second Reading and moved its adoption as follows: Mr. Luce presented Ordinance ORDINANCE NO. 811-A25 AN ORDINANCE ANENDING THE ZONING ORDINANCE (NO. 811) BY ADDIHG RESIDENCES FOR CHIIlIITABLE OR EDUCATIONAL PURPOSES AS A PERMITTED USE IN THE R-2 DISTRICT THE VILLAGE COUNCIL OF THE VILLAGE OF EDINA, MINNESOTA, ORDAINS: Section 1. Subparagraph (a) of paragraph 2 of Sec. 4 (Multiple Resi- dence District) of Ordinance No. 811 is hereby amended by adding thereto an additional permitted principal use in District R-2, as follows: Residences compatible in size and outward appearance with resi- "(2) dences containing two dwelling units but owned by educational non- profit organizations and used by such organizations for residential . purposes in connection with their educational purposes, carried on in conjunction with the Edina Public High Schools, and which organizations, as of the date such ownership and use commences, shall have determined by the District Director of Internal Revenue to be tax exempt under Section 501 (c) (3). of the Internal Revenue Code of 1954, as amended." Council's attention was called to a letter from Mr. Jack Sell, Chairman of the Edina Forum, inviting Council to attend a public presentation and discussion of the D.M.J.M. Study on April 5, at 7:30 p.m. at Cornelia School. No action was taken. COUNTRYSIDE ROAD SANITARY SEVER PETITION RECEIVED. motion was seconded by Councilman Shaw and carried acknowledging receipt of a petition for sanitary sewer in Countryside Road between Tracy Avenue and the existing sewer, and referring the-matter to the Engineering Department for processing. Council- man Johnson then offered the following resolution and moved its adoption: BE IT RESOLVED by the Edina Village Council that the Hennepin County Highway Department include with other traffic studies in the general area the request €or traffic signals at France Avenue at either Parklawn Avenue or at Gallagher .Drive;; azd ' BE IT FURTHER RESOLVED that the Edina Village Council request the Hennepin County Highway Department to lower the speed limit on France Avenue between IIinutes of the RE SOLUTION 4/3/72 Interstate Highway 494 and West 66th Street from 40 miles per hour to 35 miles par .hour. LOT 1, BLOCK 1, OSCAR ROBERTS FIRST ADDITION TEMPORARY EASEMENT RELEASED. AS recommended by Mr. Dunn, Councilman Courtney offered the following resolution and moved its adoption: BE IT RESOLVED that the Mayor and Village Clerk be hereby authorized to execute a quit claim deed releasing the temporary construction easement for Lot 1, Block Motion for adoption of the resolution was seconded by Councilman Johnson and on rollcall there sere four ayes and no nays and the resolution was adopted. BIDS AUTHORIZED FOR 8 GOLF CARS AND ADDITION TO BWMAR CLUB HOUSE. recalled that the matter of taking bids for eight golf carts and of taking bids for an addition to Braemar Club House in which to house the carts had been continued from March 20, 1972. Mr. Hyde proposed adding on to the club house on the lower level directly west which would provide room for future expansion of the golf car fleet and provide a nice sun deck overhead and added that the addktian would be in keeping with the present architecture. As recommended by Mr. Hyde, Councilman Courtney's motion was seconded by Councilman Johnson and carried aphhorizgng taking bids for eight golf cars and approving the expendi- ture not to exceed $20,000 for the addition to the gluh house. Mr. Hyde . SOUTH HENNEPIN HUMAN SERVICES COMMITTEE ME2lBER APPOINTED. Mayor Pro Tem Van Valkenburg advised that four representatives from each participating munici- pality are needed to serve on the South Hennepin Human Services Committee. As recommended by Mr. Hyde, Detective Sergeant Richard I.J. Nissen, Police-School Liaison Officer, was appointed to the committee by motion of Councilman Shaw, Seconded by Councilman Johnson and carried. The Edina Sun was requested to run a news item asking interested 9nd:qualified persons to submit their names if they wish to serve on the committee. SIGN ORDINANCE TO BE REVIEWED BY PLANNING COMMISSION. Pro Tem Van Valkenburg, Councilman Johnson's motion referring the Sign Ordinance to the Planning Commission for review was seconded by Councilman Courtney and carried. CABLE T.V. MEETING NOTED. Mr. Hyde called Council's attention to a meeting at noon on April 4, 1972, on cable T.V. at which Edina, St. Louis Park, Richfield and Hopkins will be participating. ZCEh ASSOCIATES RETAINZD AS ARCHITECTS FOR LIQUOR STORE. Mr. Hyde advised Council that he had taken proposals from architects for the Southdale Liquor Store and had retained Cerny: Associates. No action was taken. As recommended by Mayor No action t7as taken. LIQUOR REPORTS as of January 31 and February 29, 1972, were submitted by Mr. Dalen, reviewed and ordered placed on file by motion of Councilman Johnson, seconded by Councilman Shaw and carried. CLAIPIS PAID. carried for payment of ehe following claims as per Pre-List: $76,471.63; Construction Fund, $396.00; Park, Park Construction, Arena, Golf, Gun, Swimming, $6,312.01; Water Fund, $1,178.82; Liquor Fund, $25,717.84; Sewer Fund, $969.92; Total, $111,046.22. Motion of Councilman Shaw was seconded by Councilman Courtney and General Fund, No further business appearing, Councilman Shaw's motion for adjournment was seconded by Councilman Johnson and carried.
