POLICE DEPARTMENT COMMENDED BY MR. GRANT NORTH. Mr. Grant North, 5804 Hansen Road, read a statement of appreciation for actions of the Edina Police Depart- ment at his home on June 8, record in recognizing the uncommon maturity and judgement shown by officers on the scene, in thanking the policemen whose-skill and judgement minimized person- al injury and property damage and in making the Council and citizenry of the Village aware constructive evolve from that otherwise terrible evening thereupon offkred the following resolution and moved its adoption: WHEREAS, on June 8, 1972, several members of the Edina Police Department were faced with an emergency requiring action of great understanding and discretion; and 'WHEREAS, the Edina Police Officers involved faced this situation with restraint and bravery in the face of potential personal danger, both to several citizens and to themselves; and WHEREAS, the actions of the Edina Police were instrumental in preventing violence and injury to those involved; and IJHEREAS, this particular incident is only one of many during the past several years in which Edina Police Officers have demonstrated rare ability to handle difficult situations effectively;. NOW, THEREFORE, BE IT RESOLVED that the Edina Village Council highly commend . all members of the Edina Police Department who were at the scene of this emergency for their extraordinary bravery and rational conduct in this hazard- ous situation; and BE IT FURTHER RESOLVED that particular recognition be made of the bravery of Patrolman Pat Scott and Detective Dennis Sigafoos and that the commanding officers of the Edina Police Department be commended for maintaining high stand- ards of personnel selection, training and discipline which have resulted in the kletrelapment of an excellent police force. Motion for adoption of the resolution was seconded by Councilman Shaw and carried. He said that his family would.like to go on of these facts toward the end that something positive and Councilman Johnson RESOLUTION OF COMMENDATION . RICHMOND HILLS AREA STORM SEWER IMPROVEMENT NO. ST.S.-131 APPROVED. Mr. Hyde recalled that the hearing for the Richmond Hills Area storm sewer had been continued from Jund 5, 1972, to determine the exact location of the washed out area on Mrs. LeBarods property.in order to determine.if it would be feas- ible to install a flume or open conduit along the washed out %rea rather than the original system which had called for a series of catch basins. Mrs. LeBaron's attorney said that while Mrs. LeBaron would be willing to have some of her trees removed, it would irpa5r her property to install the flume as proposed. He added that such an installation would make it impossible to divide the lot at some future time. Mr. Dyer Powell, 5224 Richwood Drive, speaking for property owners in the area, objected to the improvement on the grounds that the storm sewer would only improve Mrs. LeBaron's property. Mayor Bredesen pointed out that there is very little property in the Village that has not been improved for one reason or another. the Grocedure of assigning an 'kxtraordbary benef ittP to property which will gain more than other properties in the storm sewer district, and suggested that might be assessed at a higher rate at the time of the Assessment Hearing. flows over the curbs and recommended that the system be installed as originally proposed. Hearings for Grading and Graxeling and Utility Relocation.No. P-rC-112, Perman- ent Street Surfacing and Concrete Curb and Gutter BA-190 and Sanitary Sewer No. SS-305 in Lincoln Drive had been continued from June 5, 1972, upon the request of Mr. Wallace Kenneth. hearings were conducted simultaneously. Mr. Stanley M. Taube, attorney repres- enting Mr. Wallace Kenneth, said that Mr. Kenneth would prefer to develop the road Mr. Dunn confirmed the fact that Mr. Kenneth has already donated a: sixtf .%bot right-of- way through his property. Motion for adoption of the resolution was seconded by Councilman Courtney and &n rollcall there whre five ayes and no'nays and the resolution was adopted. STORM SEWER IMPROVEMENT NO. P-ST.S-133 ABANDONED. Storm Sewer Improvement No. P-ST.S-133 had been continued from June 5, 1972, so that the staff and Council would have an opportunity to study a report of Mr. Robert E. Hanson. He called Council's attention to a letter from Mr. Han- son skating that representatives of Viewcon, Inc., and Mr. Karl Krahl have- advised him that they would be better off working together in an attempt to privately agree on a storm sewer program. Mr. Hyde referred to a letter also from Darrel A. Farr Development Corp. who also said that it would be more feasible for each of the developers to install individual storm sewers rather than having the Village install the larger system to serve all of the,property. As recommended by Mr. Hyde, Clouncilman Johnson's motion was seconded by Council- man Shaw and carried that SCn2fn Sewer Improvement No. P-ST.S.-133 be abandoned. Mr.. Dunn referred to complicatea technical details and advised that there is a severe grade differ- ential which could be filled in with extra dirt from the T.H. 100 construction. Green Velvet Sod at $6,600.00, St. Louis Park Landscaping at $5,500.00 and bids of $5,250.00 each from 51, & C, Rehbein Bros. and Riebe Sod Company, Mr. Hyde advised that the Park Department Staff has looked at Sod from both low bidders and found that both have excellent sod but recommended award of bid to Riebe Sod Company because of excellent past experience. As recommended by 3k. Hyde, Councrlman Courtney's motion was seconded by Councilman Johnson and carried awarding bid to Riebe Sod Company. VALLEY VIEW ROAD - WOODDALE AVENUE POND AQUATIC GROWTH PROBLEM REFERRED TO ENVIRONMENTAL QUALITY COI~@IISSION. Mr. Hyde referred to a petition which had been receifred requesting that the pond located N. of Wooddale Avenue and South of Valley View Road be cleaned out to rid the pond of odors and mbsquitos. Hyde advised that the Park Department has attempted to treat the pond by chem- icals for weed growth and that the Mbsquito Contol Commission is responsible for mosquito control. Mayor Bredesen said that he thought that the-plan had great merit but that it would not be fair to charge the entire community for paths that would only be convenient to a portion of the Village. Mr. Rosland introduced Mrs. Robert Chizum, 6709 Gleason Road, who noted that bicycling has become a nationwide trend that that she hoped that the paths V70Uld later be extended to other areas' in the Village.
