fee owner, Richard Steiner, had no knowledge of the assessment until the
afternoon of July 14, 1972 inasmuch as he had been out of town. He requested
that the matter be continued to August Z, 1972, since under Red Barn's rental
agreement it would be responsible for the assessment and there had been no
opportunity to study the impact of the assessment.
Councilman Johnson's motion continuing the hearing to August 7, 1972, was
seconded by Councilman Courtney and carried.

CROSSTOWN HIGHWAY FRONTAGE ROAD REFERRED TO PLANNIhY; COMMISSION. Mr. Hyde called

Council's attention to a letter from Darrel A. Farr Development Company which
stated that it is the owner of Outlot C; Walnut Ridge, and supporting the
Crosstown Highway Frontage Road plans proposed by Mr. Robert E. Hanson, provided
that no substantial assessments are levied against the company for said road.
Mr. Luce recalled that the County Highway Department had written a letter
essentially objecting to the frontage Eoad proposed by ME. Hanson. aMr. Adrian
€k&st, representing Mr. Hanson, outlined the history of the area and urged
that the road be approved so that a shopping center could be constructed on
the property which is located generally Northeast of the intersection of the
Crosstown Highway and County Road 18.
Minnesota has now jurisdiction of the right-of-way along the Crosstown Highway
and that it is entitled to decide if there will be a frontage road along that
area, should the Edina Council approve such a road.
that Mr, Hanson has obtained a legal opik.on from the Attorney General's office
saying that it would be all right to have a frontage road built within the
right-of-way.

Partnership Investment Company, with the Masonic Lodge, G.G.C.,, Cherne
Industrial, Inc., Viewcon.. and Mr. Karl Krahl offering no objections at this
time. Mr. Robert K. Kasbohm, 6147 Arctic Way, was also contacted and called
a meeting of residents from Walnut Ridge, Parkwood Knolls, Tamarac Drive and
Viking Hills areas at which Mr. Hanson and his representatives discussed the
proposed shopping center and frontage road.

opposition to a commercial center on the Hanson property, but said that he
would favor a service road provided there was no commercial development. He

MEETING. Mr. Shaw recalled that on July 3, 1972, the request of the Edina
Human Rights Commission "to,allocate seed money in the amount of $1,500 to
the Youth Task Force for the purpose of forming and incorporating a Youth
Action Board which will immediately begin a search for and hire a Youth
Coordinator" had been continued for full Council consideration.
advised Mr. Roger Heegaard that Councilman Courtney had been requested to
convey to the Human Rights Commission the Council's reluctance to grant this
request, but that the Human Rights Commission had not met since that date.
Councilman Van Valkenburg said that he had told Mr. Heegaard that he would
arrange a meeting between the Council and the Human Rights Commission so that
it could be determined where the various areas of responsibility rest,'but
that he had not been able to arrange such a meeting.
the Human Rights Commission had felt that it had been authorized under its
budget to make such a request to the Council.
while he also felt a concern for the youth, he believed that the Human Rights
Commission had gone beyond the responsibilities assigned to it by the
ordinance. Councilman Johnson asked why the Human Rights Commission had
started the Youth Task Force instead of requesting the Council to do sor Mr.
Heegaard said that he had not thought that the Commission was usurpingethe
Councills authority and that it had been felt that the "seed money" would get
the Task Force off to a good start. Mr. James Nye said that only money which
was already in the Human Rights Commission Budget was being requested.
