CALL TO ORDER Acting Mayor Brindle called the meeting to order at 7:01 p.m. II. ROLLCALL Answering rollcall were Members Anderson, Fischer, Staunton, and Acting Mayor Brindle. Absent: Mayor Hovland. 111. MEETING AGENDA AS PRESENTED Member Fischer made a motion, seconded by Member Anderson, approving the meeting agenda as presented. Ayes: Anderson, Brindle, Fischer, Staunton Motion carried. IV. COMMUNITY COMMENT David Frenkel, 4510 Lakeview Drive, shared audio from the January 8, 2019, Park and Recreation meeting where a Commissioner made a comment regarding him that he felt was a personal attack and requested the Commissioner be removed from service. Martha Moffett, 4929 Maple Road, commented on the recent approval of 50th and France Small Area Plan (SAP) and how property owners on Maple Road, 49th Avenue, and Townes Road were not included in the planning process but would be directly affected by the SAP. She explained their recent meeting with Member Staunton that requested interaction with the Planning Commission as plans moved forward, the importance to blend old with the new, and the need to respect homes values in this area by not cutting off light, addressing sufficient parking and traffic congestion, and not changing the character of their neighborhood. Dayna Deutsch, 4921 Maple Road, referred to the Planning Commission report on the 50th and France Small Area Plan that commented on the need for more open communication, especially for those neighborhoods most immediately affected. She requested additional meetings to review the SAP and stressed the importance of the buffer between residential and commercial areas while retaining the home proposed to be moved for the road and walking path. Frank Lorenz, 7151 York Avenue South, suggested the Council consider a request for proposal to better soundproof the Council Chambers to help with noise concerns during meetings. Janie Westin, 6136 Brookview Avenue, suggested a sunlight setback requirement for all new buildings that they be constructed with a step back of a certain distance on all sides to never cast a shadow outside its property lines at any time during the year. She said this setback would remove all objections from neighboring properties and increase solar panel installation and greenery. IV.A. CITY MANAGER'S RESPONSE TO COMMUNITY COMMENTS None. V. CONSENT AGENDA ADOPTED AS REVISED Page 1 Minutes/Edina City Council/January 23, 2019 Member Staunton made a motion, seconded by Member Anderson, approving the consent agenda as revised to remove Items V.E, Request for Purchase, Engineering Services for Traffic Signal and ADA Design at Wooddale Avenue and Valley View Road: V.A. Approve minutes of January 8, 2019, Regular Council meeting V.B. Adopt Ordinance No. 2019-01: Setting Morningside Water Rates and Amending 2019 Sewer Rates V.C. Adopt Ordinance No. 2019-02: Proposed increase in Xcel Utility Franchise Fees V.D. Approve Expense Reduction Analysts Contract .• V.F. Approve Request for Purchase, awarding the bid to the recommended low bidder, City -Wide Facilities Management Study, Rapp Consulting Group, Craig Rapp, LLC, $34,450.00 V.G. Approve Request for Purchase, awarding the bid to the recommended low bidder, One 2019 Ford Police Utility, Nelson Auto Center, $29,429.00 V.H. Approve Traffic Safety Report of December 4, 2018 V.I. Adopt Resolution No. 2019-12: Authorizing Grant Application for 7200-7250 France Avenue Rollcall: Ayes: Anderson, Brindle, Fischer, Staunton Motion carried. ITEMS REMOVED FROM THE CONSENT AGENDA V.E. REQUEST FOR PURCHASE, AWARDING THE BID TO THE RECOMMENDED LOW BIDDER, ENGINEERING SERVICES FOR TRAFFIC SIGNAL AND ADA DESIGN AT WOODDALE AVENUE AND VALLEY VIEW ROAD, SRF CONSULTING GROUP, INC. $47,745.00 — APPROVED The Council highlighted the positive process of the Valleyview/Wooddale Small Area Plan that resulted in a traffic study and signal recommendation at Wooddale and Valley View Road. The Council agreed this process was a good example of review and resident input for a solution and thanked the residents and staff for their participation. The Council encouraged staff to be supportive of comments made during Community Comment on the 50th and France Small Area Plan and stressed the importance of continuing to engage as many residents as possible as the planning process moved forward. Member Staunton made a motion, seconded by Member Fischer, to approve request for purchase, awarding the bid to the recommended low bidder, engineering services for traffic signal and ADA design at Wooddale Avenue and Valley View Road, SRF Consulting Group, Inc. $47,745.00. Ayes: Brindle, Fischer, Staunton, Stewart Motion carried. VI. SPECIAL RECOGNITIONS AND PRESENTATIONS None. VII. PUBLIC HEARINGS None. VIII. REPORTS/RECOMMENDATIONS None. IX.
