AT EDINA VILLAGE HALL Councilmen Courtney, Johnson, Shaw, Van Valkenburg and Mayor Bredesen served as Board of Review. The meeting was convened at 4:30 p.m., pursuant to "Notice of Review Meeting: published in the Edina Sun on May 31, 1973, and posted on three ~ Village Bulletin Boards on June 1, 1973. Village Assessor Swanson advised that the 1973 Total Real Estate Value will be affected by Minnesota legislation which limits any 1973 increase in residential values to 5% of the existing 1972 value. Any new construction value is over and above such limitation. He said that the widening of T.H. 100 had decreased the value of his property and objected also to the overpass adjacent to his house. He agreed that the valuation would be reasonable if the house was in another location and referred to a similar house in the same block that had been for sale for a year for 42,500 which had not been sold. Mr. Kahb requested that the Assessor inspect his property again. . Mr. N. Gaasedelen, 4818 Golf Terrace, objected to the increase in his valuation from $49,200 in 1972 to $51,700 in 1973. time the Highway Department took a portion of his property for highway purposes, for which he had been paid $9,500, the Village did not reduce his valuation. He said that he lost a piece of ground 41 feet by 95 feet on which there were between 85 and 90 trees and which created a real drainage problem. He added that the widening of T.H. 100 has turned Lake Harvey into a mud hole and that he does not believe that he could even sal1 his house at any price until after the highway is complete. Mr. Swanson will look at the property. Mr. Gaasedelen objected that at the Beatrice Sloane Trusts, United Parking Stations, Inc., were represented by Mr. Plilliam I?. Fink in expressing objections to the 1973 valuation of vacant 9.7 acres of land (Parcel No, 3600) which valuation had been increased from $215,000 in 1972. Objection was also made to the increase of value of a two acre piece of vacant land (Parcel 7300)from $40,000 in 1972 to $54,000 in 1973. The property is located generally near W. 76th Street between Xerxes and France Avenues. Mr. Fink recalled that the valuation of this property has been in court since 1971 and that he has filed for reduced assessments in 1972. He referred to findings of Judge l7illiam D. Gunn who, on May 10, 1973, had established the fair market value of Parcel 7300 as of January 2, 1970, and at $20,000.00 on January 2, 1971. Mr. Fink pointed out that other properties in the same general area that had been apprised at prices comparable had been rezoned to higher'uses. fair market value of Parcel 3600 as of January 2, 1973 and Januarh 2, 1971 at $116,000.00. review by the board. Mr. Martinek sited other properties in the Village which are presently on the market for sale at approximately $35,000 and said that there is absolutely no comparison in the berg property and these other properties. It was pointed out further that at a recent improvement hear- ing, it had been decided that the cost of sanitary sewer was too expensive to be installed at this time. Mr. Swansoa will make a new inspection of the property. Mr. C. Edward Belanger, 4708 Annaway Drive, objected to the increase in pro- perty valuation from $70,400 in 1972 to $80,000 in 1973, concurring with the previous remarks made by the property owner of 4604 Annaway Drive earlier in the meeting. AT 4:30 j?.M. .AT EDINA CITY HALL Council members Courtney, Johnson, Shaw and EIayor Van Valkenburg served as Board of Review at the meeting which convened at.4:30 p.m. pursuant to "Notice of Board of Review Meeting" published in the Edina Sun on May 30, 1974, and posted on City bulletin boards on May 31, 1974. City Assessor Swanson advised that the estimated market value for 1974 is $827,908,414, which shows an increase of $22,530,476 (2.8%) over the 1973 market value. Mr. Swanson said that 1974 is not an "assessment year" as was 1973 and as 19'75 will be, so that all figures represent new value added in the City. He explained that, because of the State imposition of value limitations on residential property, two separate value lists "Limited Valuete indicatds wherein residential-properties are subject to no more than 5% value incrwases per year. Mr. Swanson clarified that, at this time, the !'limited" valuation is not known so as to compare with previous years. Assessor also advised Council that in addition to valuing all taxable property, this year all exempt or non-taxable property is being catalogued for study at the request of the State Legislature.
