Councilman Courtney, at this point, then asked, as he termed it, his age-old question -- "when will it stop", here- referring to inflation, raises,etc. Carrying on, Councilman Courtney then brought out that there seemed to be a discrepancy between the salary of the Director and Assistant Director of the Park and Recreation Department.' could be justified, and then commented that he would like to see the Assistant's salary raised. between the number one man and the number two man in all departments this range exists, Mayor Bredesen commented that the Park and Recreation Department's budget seems to be the most stable of all departments. Mr. Hyde then commented on the Teen Program, the cost and need for additional policing. Councilman Courtney further brought up the question of salary for Baeeball and softball leaders. Councilman Shaw asked for a clarification of points on -$?age C, "Analysis of Major Factors Contributing to Increase in Recommended Expenditures". Mr. Dalen explained Page E, Comparative Assessed Valuation, Tax Rate in Mills, and Taxes in dollars all funds. The Mayor next questioned the Golf Course income on ,Bge F as to why $34,000 income this year and only $28,000 next. Mr. Dalen explained that there was a surplus last year,, so that now the * operating expenses are higher. discussed. why a close to 20% increase. had been here three years which is the normal break for the large increases. The position would command $17,000 to $18,000 salary in other communities. After much discussion, Councilman Johnson recommended an $1,800 increase to $16,620 for the Planning Director. The-proposed Environmental Planner was discussed with Mr. Hyde explaining the need for such a person because 6f the new 2ules and regulations of the Federal-and State Governments. Councilman Johnson was excused and the next meeting was set for 4:OO p.m., Monday, September 17, 1973. A question of the need for a Personnel and Safety Officer was raised. due to O.S.H.A. requirements and that we plan to promote from within. new State Public Labor Law also requires more attention to the personnel function. Councilman Shaw then pointed out that the dues of t.he various municipal leagues were still higher than last year even though the Village had withdrawn from some of the leagues. Mr. Dalen explained that the funds were left in in case we did rejoin the leagues after one year out. pointed out that the Administrative Assistant deserved a greater raise. Bredesen recommended- that the Village Clerk's wages be increased over the Budget amount.
