MINUTES of May 6 , 1974, were approved as presented by mhtion of Councilman Courtney, seconded by Councilman Shaw and carried. CREEK VALLEY SCHOOL SOCIAL STUDIES CLASSES RECOGNIZED. Members of Mrs. McKerson's fifth and sixth grade social studies classes at Countryside School were recog- nized and welcomed by Mayor Van Valkenburg. what they had learned from the course on local government. Two girls from the group explained WESTERN EDINA TRAFFIC TASK FORCE REPORT CONSIDERED; CONTINUED TO JUNE 3, '1974~ already received by Council from residents of Western Edina and from the West- ,TEMPORARY BARRICADES TO BE INSTALLED. Mayor Van Valkenburg explained the input ern E&na Traffic Task Force and advised that, after everyone at the meeting desiring to be heard has spoken, he w6uSd recommend continuing the matter SO that Ridge Road residents would have an opportunity to study the problem and SO that Council would have an opportunity to further study the Task Force Report. Note was made of receipt of 'letters from Mr. J. J. Liebenberg representing the Ridge Road Edina Associates, Mr. Richard C. Cross, 5804 View Lane, Mr; and.Mrs. Robert J. Schramm, 5800 View Lane, Mr. Robert W. Amis, 5720 View Lane, Earl A. Emmer, 5724 View Lane and Kenneth C. Joas, 6209 South Knoll Drive. attention was also called t;;-hhe Traffic Safety Committee Minutes of May 15,~'1974, in which the following recommendations were made: (See Western Edina Traffic Task Force Report incorporated in Minutes of April 15, 1974) 1. That Olinger Blvd. be completed as soon as possible from the Blake Road- Vernon Avenue intersection to the Olinger Road-Olinger- Blvd. intersection. 2. That Alternative 1 in Issue Area 1 be adopted. 3. That Alternative 1 in Isssle Area 3 be adopted. 4. That Alternative 2 in Issue Area 4 be adopted. 5. For Issue Area 2 , it was recommended that Alternative 3 be adopted in con- junction with Alternative 1, Issue Area 3. Councilman Johnson suggested erection of temporary blockades as described under Alternative 6 of Issue Area 2.to relieve the traffic flow on View Lane and Schaefer Road until the final decision is reached. Mr. Richard Wolsfeld of Bather, Ringrose & Wolsfeld reviewed action taken by the Task Force as pereained to various issue areas as had been described in the meeting of April 15, 1974. Nr. James,Thorpe, 5901 Walnut Drive, spoke as a member of the Majority on the Task Force. He recalled that a petition had been submitted to the Council in the fall of: 1973, expressing opposition to opening Walnut Drive to the North. He referred also to a current petition which was designed to slow down traffic on Vernon Avenue. Mr. Thorpe spoke in'opposition to opening Walnut Drive and recalled that only a culvert; and not a bridge,existed over Nine Mile Creek. recalled that the culvert had been removed as it had been considered dangerous for children, as well as restricting the flow of the creek. Mr. Thorpe added that the traffic count of 2,200 trips per day which is used to indicate heavy traffic in the View Lane - Schaefer Road area exists only for the length of two lots. Mp. I.Jilliam Stickel, 5900 Tamarac Lane, recalled that Walnut Park was established as a watershed and area flood plain. He objected to the suggestion of Mr. Lloyd G. Cherne, 5704 View Lane, that AZIernative No. 5 which calls for a road thru the park, would be a suitable solution. Dr. Wm. Chandler, 5713 Camelback Drive, said that he is President of the Parkwood Knolls Traffic Assn., which had submitted the "Analysis and Position Paper Concerning Issue Area 2 of the Western Edina Circulation Plan", along with a petiti-ssl containing 120 names of Parkwood Knolls.residents urging the rejection of Alternatives Nos. 2, 4 and 5, adoption of Alternative No. 1 and Alternative No. 3 and implementing 'Alternative No. 6 on a temporary basis until the completion of Alternatives Nos. 1 and 3. of the Parkwood Knolls Traffic Association urged that early relief be given to the traffic problem at Schaefer Road and View Lane. ?IT+ H2de..said. that Qe.:had €8lked-.ta~iNr? :I?ZQiarx J;"Sime~~.Br~Sc5929 ,Walnut Drive , mho recalled- t~at-~~he~~dulverti-,had~-been put&xcb$ Ssme Xdanuandaneverb used as a right of way. Hyde recalled that the culvert had been installed so that the Simes could get to their land on the North side of'the creek and that it had never been used as a public road, never any dedication of right-of-way and never any pidespread usage of it. In response to a question of Councilmen Shaw and Courtney as to the reason there was no second to a motion made in the Traffic Safety Committee With reference to erecting te9orary barricades , Mr. Dunn said that the Traffic Safety Committee had felt that traffic problems should be.solved by additional access routes rather than closing streets. Council's - He Mr. John Sear Following considerable discussion, Councilman Johnson's motion was seconded by Councilman Courtney that the:matter be continued to June 3, 1974, but: that temp- orary signs and barkicades.should be immediately installed to provide for the following: wood Road; Drive and to require one-way Northbound traffic with right turn only on to South Knoll Drive; and 3) Close View Lane Between Schaefer Road and South Knoll Drive. On rollcall there were five ayes and no nays and the motion carried. Mr. Jack Liebenberg, 5112 Ridge Road, requested the continuation of a decision on Issue Area 4 'so that property 'owners could familiarize themselves with the akternat-ives . He referred to the sharp drop at the end of Ridge Road and questioned how the road could be continued,without corktruction of a bridge or a large quantity of fill. Mr. Curtis Forslund, 6424 Interlachen Blvd, and Senator Alf Bergerud, 5100 Ridge Road, concurred with Mr. Liebenberg's remarks but requested a longer delay than two weeks. Issue Area 4 could be considered in two Geeks as part of the overall solution without considering the extension 05 Ridge Road. Councilman Johnson's motion was then seconded by Councilman Shaw and carried that Issue Area. 4 be considered as a part of the overall solution which will be considered on June 3, 1974. comments were heard in respect to Issue Areas 1 or 3. Mr. Dunn advised-Council that because Mr. Darrell Boyd had been out of-town, the County *Road 18/Valley View Road Task Force had not gotten together and recommended that a decision on the interchange be continued to June 17, 1974. Mr. Charles Parten, 7149 Valley View Road, appeared to urge that the proposed cul-de-sac be constructed at McCauley Road rather than at the hairpin turn of Valley View Road. carried continuing the matter to June 17, 1974. 1) Close the intersection of Londonderry Road/Stauder Circle/Park- 2) Close Schaefer Road between Stauder Circle and South Knoll Councilman Johnson and Mayor Van Valkenburg agreed that No Councilman Johnson's motion was then seconded byCounci1man Courtney and PUBLIC HEARINGS CONDUCTED ON NUMEROUS IMPROVEMENTS. I CONSTRUCTION OF STORM SENER TRUNK AND LATERAL IMPROVEMENT IN THE FOLLOWING: (P-ST.S-138) County Road 18 ,from Nine Mile Creek to 3rd Street South in Hopkins Mr. Hyde advised Council that this hearing is being called as a result of the reconstruction of County Road 18 from the Crosstown Highway to 3rd Street in Hopkins by Hennepin County that at the February 21, 1966, hearing on the Vest Minneapolis Heights-Mendels- sohn Addition Storm Sewer No. 103 it had been mentioned that an additional assess- ment could be expected for the County Road 18 storm sewer. He presented estimated cost of the City of Edina portion a€ $109,207.67, proposed to be assessed over the trunk area at the estimated rate of $10.41 per 1000 square feet and over the lateral area at an estimated rate of $39.92 per 1000 square feet: Mr. Hyde advised that he had received a telegram from Mr. Wallace Kenneth asking that the hearing be continued so that his attorney could attend the hearing. said that he had contacted Mr. Kennebh's attorney and informed him that unless the ~zojecg is approved tonight, the County stands to lose a considerable-amount of funds on the project. assessment on a 6,000 square foot lot should run about $62.00. .MS. Petitions for the storm sewer, watermain and permanent street surfacing and curb had been submitted by the developer. for the storm sewer was given at $13,296.64, proposed to be assessed at a cost of $684.89 per lot with $5,077.96 being the estimated proposed assessment against Outlot A, M. P. Johnson's Prospect Hills 2nd Addition. construction cost for the watermain was given at $10,904.43, proposed to be assessed at $908.70 per lot. Total estimated construction cost for the sanitary sewer was given at $12,668.61, proposed to be assessed ag $1,055.72 per lot. Total estimated cost of the permanent street surfacing and concrete curb and gutter was givh at $14,811.36, proposed to be assessed at an estimated cost of $1,234.28 per lot. authorizing Storm Sewer Improvement P-ST.S-136, Watermain Improvement No. P-WN- 289, Sanitary Sewer Improvement No. P-SS-316 and Permanent Street Surfacing and Concrete Curb and Gutter Improvement No. P-BA-199 was seconded by Council- man Shaw and carried. F. Mr. Dunn advised Council that this improvement is a carry over from Project SS-264 which was constructed in 1968. 1/2 of the costs of the items were carried over to the time when the system would be extended which is the present time. He advised that costs'now to be assessed total $24,481.18, proposed to be assessed at the rate of $37.433 per connection, with the assessment recommended to be paid over a three year period. CONSTRUCTION OF SANITARY SEWER IMPROVEMENT IN THE FOLLOWING: (P-SS-314) West 78th Street from 1140' lest of Cahill Road West to South City Limits Mr. Dunn adviped that this improvement is the extension of Sanitary Sewer No. P-SS-264-A. proposed to be assessed on a connection basis against three properties that will use the trunk as a lateral sewer at the rate of $1,000 per connection and the balance on a service unit basis against all properties that will have sanitary sewer extensions made possible by this project at the rate of $196.22467 'per service unit. of this improvement and that the agreement with the City of Bloomington will be consgdered later on this agenda. motion'was seconded by Councilman Courtney and carried authorizing the improve- ment. Sub-trunk watermain is proposed to be assessed on a service unit basis against all pro- perties that will have water service extensions made possible by this project at the rate of $98.788 per service unit. P-C-116 IN THE FOLLOWING: Gleason Road from the South line of Hyde Park Addition to West 78kh Street Mr. Dunn advised that this hearing has been called as a result of a petition from Village Associates of Edina, Inc. cost at $266,433.02, advising that City policy on the'improvement of Municipal State Aid Streets is to assess benefited abutting single family detached residential and park property for the equivalent cost of a standarG30 foot wide -- light duty residential street and that the rate established for grading is $8.00 per front foot. Council's attention was called to letters from Messrs. Anthony G. Santrizos, 5900 W. 78th Street, Fred M. Larson, 5908 W. 78th Street, *144 I 5/20/74 i John W. Koenst, 7721 Marth Road, and Thomas J. Weiseth, 5830 I?, 78th Street, objecting to being assessed for the proposed storm sewer. that the policy of the City has been to assess storm sewers so that everyone in the drainage area shares in the assessment. Santrizos and Jeff Longtin, 5828 W. 78th Street, all expressed their opposition to being assessed for the proposed storm sewer. Elr. Longtin said that he would be assessed approximately $300 for a land locked lot and Mr. Santrizos said that his assessment would be in the neighborhood of $2,700. discussion, Councilman Johnson said that he P70Uld recommend taking another look at the property to see if extraordinary benefits should not be assessed. wqs also suggested that the assessment could be spread over a longer period of time. Feeling that the improvement is needed, Councilman Johnson's motion was seconded by Councilman Courtney and carried authorizing the improvement and directing that consideration be given to extraordinary benefits to the new development. Valkenburg explained that this Council cannot make commitments for future Councils as to the method of assessment but that the recommendation would be made. Council- man Shaw recommended that residents be sure to come to the assessment hearing. -K. Luce recalled that the request of Metram Properties Company for PRD-3 zoning for property located generally South of W. 70th Street and-East of Nine Mile Creek had been continued'from April 15, 1974, so that Council would have-an opportunity to review the road pattern and so that Mr. Arthur Nelson would have an opportunity to get the reaction of Woodhill propertjr owners to the proposal. Mr. Luce recalled that this proposal is in compliance with the South Edina Plan which calls for buildings of residential'character of six to fifteen units per acre and that the request of the proponent is for slightly less than twelve units per acre on the land after the required pa2kland has been dedicated. Mr. Luce expressed disappoint- ment that bicycle paths requested by the City of Edina had not been included in plans for County Road 18 and reques.ted that the Council consider withhold- ing the Grandview property Stockpile Lease until the County included the paths in its plans (See "Stockpile Lease with Hennepin County Authorized" earlier in Minutes,) Mr. Herbert Klossner, Hennepin County Engineer, explained that the County has not included bicycle paths along any county roads unless these paths were paid for by. the municipality. As recom- mended by Mr. Dunn, Councjlman Courtney offered the following resolution and moved its adoption: RESOLUTION BE IT ESOLVED that the Edina City Council confirm the action taken by the Board of County Commissioners as follows : RevoEation of the remaining portion of County Road 3q from a point 156 5/20/74 on Old Trunk Highway 169 (Flying Cloud Drive) approximately 120 feet North and 70 feet West of the Southeast comer of the Northeast quarter of the Southeast quarter of Sec. 11, T. 116 N, R. 22 West to a point on County State Aid Highway 18 and there terminating and this roadway be returned to the Cities of Eden Prairie and Edina to be under their jurisdictions as a local street; and Designation of the new alighment as County State Aid Highway 61 commencing at a point along U. S. As recommended by Mr. Dunn, Councilman Johnson offered the following resolution and moved its adoption: BE IT RESOLVED that the Edina City Council does hereby authorize the Mayor and City Nanager to enter into Agreement No. PW 33-11-73 for County Project No. 6715, Cowty State Aid Highway No. 18, with the County of Hennepin. GLEASON’ROAD STATE AD PARKING RESTRICTION APPROVED. Dunn, Councilman Courtney offered the folloving resolution and moved its adoption: WHEREAS, the City of Edina will be expending 1.lunicipal State Aid Funds on the improvement of Gleason Road from 1,500 feet South of Dzirey Hill Road to W. 78th Street; and FTTBREAS, the improvement does not conform to the approved minimum standards as previously adopted for such Nunicipal State Aid Street and approval of the pro- posed construction as a l-Iunicipal State Aid Street project must therefore be conditioned upon certain parking restrictions; and WHEREAS, the extent of these restrictions would be a necessary prerequisite to the approval of this construction as a Municipal State Aid project in the City has been determined; NOW, THEREFORE, BE IT RESOLVED that parking on the above mentioned street be restricted so that. no parking is permitted on the West side of Gleason Road from 1,500 feet South of Dewey Hill Road to 11. 78th Street. lotion for adoption of the Resolution was seconded by Councilman Johnson and on rollcall there were five ayes and no nays and the resolution was adopted.
