Council Menbers Richards, Shav and Mayor Van Valkenburg served as Board of Review
at iEs meeting wSich convened at 4:OO P.N., pursuant to "Notice of Board of Review
tfeeting" published in the Edina Sun on May 22, 1975, and posted on City Bulletin
Boards on Hay 23, 1375. City Assessor Swanson advised that the estimated market
value for 1975 is approximately $1,000,000,000. Nr. Swanson explained that the
Assessor of each municipality is now required by State law to inspect and reap- -
praise every property at least once every Eoxr years and that at least 1/4 of the
properties must be reappraised every year. He recalled that, previous to 1975,
value increases for residential properties have been limited to 5%, regardless
of the market value, but that this limitation has now been changed to 10% of all
properties for the'1975 assessment by the Minnesota State Legislature.

at 5241 Hollywood Road sold recently for less than the market vzlue.

Mr. Earl W. Nelson objected to the 1975 market value placed on his industrial
office and sqarehouse building at 4100 V. 76th Street, stating that he believed
that the value should be $291,000, rather than $307,800. Mr. Nelson referred
to letters written to Mr. Swanson in 1973 and 1974. He said that in talking to
real estate people, he had been told that he should be getting $30,700 for his
16,774 square feet of warehouse and office space.

Mr. John P, Contons, '5221 Doncaster Way, objected to his market value of $84,600,
saying that he believes that his property is worth $65,000 to $66,000. Mr. Contons
said that he purchased the property in January, 1975 for $77,800, which cost in-
cluded $2,500 in personal property. Mr. Swanson requested that Mr. Contons furnish
documentation of the purchase price and said that he would inspect the property.
Mr. Dennis C. Wilson, 5629 Wycliffe Road, objected to his 1975 market value of
$72,290, stating that he believes that his market value should be $65,000.

it will cost an additional $2,000 to get the house in good repair.

$32,520, advising that the property value had increased 15% within the past two
years. Nr. Marsh requested that Council consider the market value of the house
at 5104 TJ. 60th Street.
