PASTOR DONALD C. CARLSON RESOLUTION OF CONDOLENCE ADOPTED. Councilwoman Schmidt offered the following resolution and moved its adoption: RESOLUTION IN MEMORY OF THE REVEREND DONALD C. CARLSON WHEREAS, the Reverend Donald C. Carlson was the first pastor of Normandale Lutheran Church of Edina, starting a mission group in 1950; and WHEREAS, during the Reverend Mr. Carlson's ministry, Normandale Lutheran Church grew to become one of the most influential congregations in Edina's community life; and WHEREAS, the Reverend Mr. Carlson was an active and effective participant in many civic matters during the rapid development of Edina; and WHEREAS, the Reverend Mr. Carlson passed away very suddenly on January 30, 1976; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Edina that on behalf of all of the citizenry, profound grief and deepest sympathy be expressed to his family and to the members of Normandale Lutheran Church; and BE IT FURTHER RESOLVED that the City of Edina memorialize "Pastor Don's" out- standing and significant contributions to the entire community; and BE IT FTJRTHER RESOLVED'that appropriate copies of this resolution be transmitted to the members of his family and to Normandale Lutheran Church. Motion for adoption of the resolution was seconded by Councilman Richards and unanimously carried. Affidavits of Notice were presented by Clerk, approved as to form and ordered placed on file. Advising that this is the first of two public hearings required by law in order for the City to provide additional community development and housing assistance programs, Mr. Luce said that the City of Edina has joined with more than twenty cities in Hennepin County to submit a joint application for federal assistance under the Urban County Community Development Block Grant Program. He explained that the actual amount of funding Edina will receive is determined by the total popula- tion, total extent of poverty and the total extent of housing overcrowding. said that it is expected that Edina will receive about $134,000 for 1976 and that these funds must be used only for "Community Development Activities". recalled that Edina is committed to certain carry-over programs from last year which will use about $50,000 of the funds, leaving about $84,000 unbudgeted. Mr. Luce reviewed eligible and ineligible activities noting that February 2 had been given as the deadline for submission to the City for suggestions regarding expendi- tures. the following: . Mrs. Kay Brown, 7308 Claredon Drive, introduced Hrs. Darrell Boyd, 7204 Shannon Drive, Mr. Otto Byhre, 7805 Norman- dale Road, and IIr. Howard Christenson, a member of the Edina East faculty, all of whom requested that $40,000 be used to pay off the mortgage on the A.B.C. residence located at 6304 France Ave. They described the purposes and the success of the project, stating that this program reaches out to children in need and reaches over boundaries of nationality, color and creed. Reservations were expressed by Mr. Hyde and Mr. Erickson as to whether this would be an eli- gible expenditure of funds. of Women Voters, inquired as to the deadline for submission of formal requests for funds. Mrs. Alison Fuhr, 6609 Brittany Road, said that she had understood ' that the H.R.A. was supposed to be self sustaining and that the human aspect should be considered. Following considerable discussion, Councilman Richards' motion that Mr. Luce contact H.U.D. to determine if the A.B.C. request would be an eligible use of funds and setting 4:30 Thursday, February 5, 1976, as the deadline for requests for funding was seconded by Councilwoman Schmidt and car- ried. PUirlPER FIRE TRUCK PURCHASE CONTINUED TO FEBRUARY 23, 1976. As recommended by Mr. Hyde, Councilman Richards' motion continuing award of bid for a pumper fire truck to February 23, 1976, was seconded by Councilwoman Schmidt and carried. EOUSING INSPECTION REQUEST REFERRED TO BUILDING INSPECTIONS. was called to a letter from Mr. and Mrs. Scott Garoutte, 6217 Crescent Drive, renewing their request made July 1, 1974, that the City adopt an ordinance which would provide for inspection of housing, with special emphasis on faulty furnaces. The request was referred to the Building Inspections Department for study and recommendations. Council's attention LAKE EDINA VILLAGE REPLAT CONTINUED TO FEBRUARY 23, 1976. As recommended by Mr. Dunn, Councilwoman Schmidt's motion continuing final plat approval for Lake Edina, Village Replat, was continued to February 23, 1976. No formal action was taken. XINNWOLIS LEASE OF GOVZRNMENT CENTER DROPPED. Mr. Hyde recommended that the matter of the lease of Government Center by the City of Minneapolis be.dropped until additional information is received. No formal action was taken. SENIOR POLICE RESERVE ELIGIBILITY CONTINUED. As recommended by Mayor Pro Tem' Shaw, Councilwoman Schmidt's motion continuing the matter of the Senior Polfce Reserve eligibility to February 23, 1976, so that the full Council-would be present, was seconded by Councilman . Richards and carried. HUMAN RELATIONS SERVICES AGREEMENT DISCUSSED. had authorized the terms of the 'agreement with the Human Relations Services but Mr. Hyde recalled that the Council that the signed agreement: has not been returned to the City. TOPOGRAPHIC MAPS DISCUSSED; TO BE REFERRED TO BONDING COPPANy.p Council's atten- tion was called to a letter from City Attorney Erickson who recalled that on March 4, 1974, the City of Edina entered into a contract with the Harry S. John- son Companies for the production of topographic maps of the City for a cost of $34,720 which had been paid in.full before it was discoveired that the maps were entirely worthless. Following discussion, Councilman Richards' motion author- izing the City to solicit new bids to ascertain the amount of danages'due the City and that the City Attorney be instructed to make appropriate demands upon the bonding company and the vendor to deliver to the C2t.r the topographic maps for'which -the City contracted was seconded by Councilwoman Schmidt and carried. The Cl.erk will advise Mr. Holwof his right to rake his claim to 2/2/76 6' y. so c9 W w BUILDING DEPARTMENT ACTIVITIES AND ORGANIZATION DISCUSSED. Mr. Hyde called Council's attention to building permit activity over the past year and the large volume of permits taken out on January 29, 1976,so as to be under the old Build- Code. Mr. Hyde also advised that, following Mr..Moser's retirement as Building Inspector, Messrs. Robert Bahneman, Wayne Michael, Jim Mitchell and Fire Chief Buresh all took the examination and are now Certified Building Officials. He clarified that Mr, Bahneman is running the department on the interior side under the general supervision of Chief Buresh with cooperation between the Fire and Building Departments. CounciX's congratulations were extended to the officials. - YORKDALE LIQUOR STORE LOADING DOCK SPECIFICAIIIONS TO BE DRAWN. by Mr. Hyde, Councilman Richards' motion approving the City to retain Nr. David Runyan to draw specificatlons for.bids to be taken for the loading dock for the Yorkdale Liquor Store was seconded by Councilwoman Schmidt and carried. As recommended LIQUOR STORES MARKETING STUDY CONTINUED TO FEBRUARY 23, 1976. Council's recent discussion of the City's liquor advertising policy and presented 14essrs.Conrad Razidlo, Curtis Sipple and T. Von Kuster who presented general plans for conducting two separate surveys - one of liquor store patrons and another by making random teiephone calls in order to obtain accurate information as to how consumers feel about purchase behavior. The cost of the two surveys 2nd the final analysis would cost the City $5,470.00. Council was advised that the liquor store business is becoming more competitive and that the ultimate objectives of the study would be to increase the business of the liquor stores. Mr. Robert Snyder, Manager of the Edina Liquor Stores, said that receipts were down for the month of January over January, 1975, and concurred with Mr. Hyde's recommendation that the study would be worth while. MID-SESSION LEGISLATIVE CONFERENCE TO BE HELD. the Nid-Session Legislative Conference will be held Wednesday, February 18, 19 76, at the St. Paul Civic Center in order that cfty and county officials will have an opportunity to contact legislators directly on key issues that are coming UP in .the 1976 legislative session. Mr. Hyde advised Council that CRDINANCE NO. 431-A1 GRANTED FIRST READING. Being advised by Mr. Hyde that it is necessary to amend Ordinance No. 431 because of a change in the State law, myor Pro Tem Shaw asked if Water Softener Licenses are being singled out. City Attorney Erickson said that he would check on the.other professional lic- enses. No water conditioning equipment shall be insta1lk.d .. or connected.to any water pipe or main within the City unless a permit for such installation or connection has been issued by the Plumbing Inspector. The fee for each such permit shall be $10.00. an installation or connection, no additional permit shall be required for sub- sequent interchange of water conditioning equipment or units using the sane water pipe connection with no additional cutting of the water pipe. Councilwoman Schmidt . referred to a letter from Mayor James Krautkremer, Mayor of the City of Brooklyn Park, in response to a letter to the Plinneapolis Star implying that the suburbs were giving up their opposition to a bill that would relieve Minneapolis of paying most of the cost of its indigcint care and the cost of Iiennepin County Medical Center. .Councilwoman Schmidt said khat a meeting is being callcd by the Suburban Hcnnepin County Mayors for the purliose of doing sonietliirlg to counteract the request of Minneapolis to the Legislature for additional rclicf Councilwornan ' Schmidt urged that all members attend nesday, February 11, 1976, at 7:30 at 2/2/76 this meeting which will.be held on Wed- the Minnetonka City Hall. In response to Councilman Richards objection, Councilwoman Schmid,t said that she had heard nothing about an expenditure of funds in this connection -and that while she agreed that the Council should approach Representative For- sythe and Senator Otto Bang to support the municipalities in their call for tax relief, she believed that outstate legislators should be reached in the hope that they will also take action in support of the suburbs.
