EDINA CITY COUNCIL HELD AT CITY HALL ON MONDAY,
Answering rollcall were members Richards, Schmidt and Shaw who served as Mayor
Pro Tern in the absence of Mayor Van Valkenburg and Councilman Courtney.
PASTOR DONALD C. CARLSON RESOLUTION OF CONDOLENCE ADOPTED. Councilwoman Schmidt
offered the following resolution and moved its adoption:
RESOLUTION IN MEMORY OF
THE REVEREND DONALD C. CARLSON
WHEREAS, the Reverend Donald C. Carlson was the first pastor of Normandale
Lutheran Church of Edina, starting a mission group in 1950; and
WHEREAS, during the Reverend Mr. Carlson's ministry, Normandale Lutheran Church
grew to become one of the most influential congregations in Edina's community
life; and
WHEREAS, the Reverend Mr. Carlson was an active and effective participant in many
civic matters during the rapid development of Edina; and
WHEREAS, the Reverend Mr. Carlson passed away very suddenly on January 30, 1976;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Edina that on
behalf of all of the citizenry, profound grief and deepest sympathy be expressed
to his family and to the members of Normandale Lutheran Church; and
BE IT FURTHER RESOLVED that the City of Edina memorialize "Pastor Don's" out-
standing and significant contributions to the entire community; and
BE IT FTJRTHER RESOLVED'that appropriate copies of this resolution be transmitted
to the members of his family and to Normandale Lutheran Church.
Motion for adoption of the resolution was seconded by Councilman Richards and
unanimously carried.

1976 COMMUNITY DEVELOPMENT PROGRAM HEARING CONDUCTED. Affidavits of Notice were
presented by Clerk, approved as to form and ordered placed on file. Advising
that this is the first of two public hearings required by law in order for the
City to provide additional community development and housing assistance programs,
Mr. Luce said that the City of Edina has joined with more than twenty cities in
Hennepin County to submit a joint application for federal assistance under the
Urban County Community Development Block Grant Program. He explained that the
actual amount of funding Edina will receive is determined by the total popula-
tion, total extent of poverty and the total extent of housing overcrowding.
said that it is expected that Edina will receive about $134,000 for 1976 and that
these funds must be used only for "Community Development Activities".

which will use about $50,000 of the funds, leaving about $84,000 unbudgeted. Mr.

given as the deadline for submission to the City for suggestions regarding expendi-

introduced Hrs. Darrell Boyd, 7204 Shannon Drive, Mr. Otto Byhre, 7805 Norman-
dale Road, and IIr. Howard Christenson, a member of the Edina East faculty, all
of whom requested that $40,000 be used to pay off the mortgage on the A.B.C.
residence located at 6304 France Ave. They described the purposes and the
success of the project, stating that this program reaches out to children in
need and reaches over boundaries of nationality, color and creed. Reservations
were expressed by Mr. Hyde and Mr. Erickson as to whether this would be an eli-
gible expenditure of funds.

an eligible use of funds and setting 4:30 Thursday, February 5, 1976, as the
deadline for requests for funding was seconded by Councilwoman Schmidt and car-
ried.
PUirlPER FIRE TRUCK PURCHASE CONTINUED TO FEBRUARY 23, 1976. As recommended by Mr.
Hyde, Councilman Richards' motion continuing award of bid for a pumper fire truck
to February 23, 1976, was seconded by Councilwoman Schmidt and carried.

EOUSING INSPECTION REQUEST REFERRED TO BUILDING INSPECTIONS.
was called to a letter from Mr. and Mrs. Scott Garoutte, 6217 Crescent Drive,
renewing their request made July 1, 1974, that the City adopt an ordinance which
would provide for inspection of housing, with special emphasis on faulty furnaces.
The request was referred to the Building Inspections Department for study and
recommendations.

LAKE EDINA VILLAGE REPLAT CONTINUED TO FEBRUARY 23, 1976. As recommended by Mr.
Dunn, Councilwoman Schmidt's motion continuing final plat approval for Lake Edina,
Village Replat, was continued to February 23, 1976.

March 4, 1974, the City of Edina entered into a contract with the Harry S. John-
son Companies for the production of topographic maps of the City for a cost of
$34,720 which had been paid in.full before it was discoveired that the maps were
entirely worthless. Following discussion, Councilman Richards' motion author-
izing the City to solicit new bids to ascertain the amount of danages'due the
City and that the City Attorney be instructed to make appropriate demands upon
the bonding company and the vendor to deliver to the C2t.r the topographic maps
for'which -the City contracted was seconded by Councilwoman Schmidt and carried.

relative to an accident involviiig a automobile owned by Flr. William M. Holm and

BUILDING DEPARTMENT ACTIVITIES AND ORGANIZATION DISCUSSED. Mr. Hyde called
Council's attention to building permit activity over the past year and the large
volume of permits taken out on January 29, 1976,so as to be under the old Build-
Code. Mr. Hyde also advised that, following Mr..Moser's retirement as Building
Inspector, Messrs. Robert Bahneman, Wayne Michael, Jim Mitchell and Fire Chief
Buresh all took the examination and are now Certified Building Officials. He
clarified that Mr, Bahneman is running the department on the interior side under
the general supervision of Chief Buresh with cooperation between the Fire and
Building Departments. CounciX's congratulations were extended to the officials.

LIQUOR STORES MARKETING STUDY CONTINUED TO FEBRUARY 23, 1976.
Council's recent discussion of the City's liquor advertising policy and presented
14essrs.Conrad Razidlo, Curtis Sipple and T. Von Kuster who presented general
plans for conducting two separate surveys - one of liquor store patrons and
another by making random teiephone calls in order to obtain accurate information
as to how consumers feel about purchase behavior. The cost of the two surveys
2nd the final analysis would cost the City $5,470.00. Council was advised that
the liquor store business is becoming more competitive and that the ultimate
objectives of the study would be to increase the business of the liquor stores.
Mr. Robert Snyder, Manager of the Edina Liquor Stores, said that receipts were
down for the month of January over January, 1975, and concurred with Mr. Hyde's
recommendation that the study would be worth while. Following considerable
discussion, Councilman FSchards' motion deferring action until February 23, 19.76

Motion for adoption of the resolution was seconded by Councilman Richards and on
rollcall there were three ayes and no nays and the resolution was adopted.

"Sec. 29. Permits; Fee. No water conditioning equipment shall be insta1lk.d ..
or connected.to any water pipe or main within the City unless a permit for such
installation or connection has been issued by the Plumbing Inspector. The fee
for each such permit shall be $10.00.

Provided, however, that an applicant not so licensed may do water conditioning
work on premises, or that part of premises, owned by actually occupied by appli-
cant as his residence.
"Sec. 32. Application for Permit. Applications for the permit required by
Section 29 hereof shall be made on forms supplied by the City and shall be sub-
mitted to the Plumbing Inspector, with a copy to the City Clerk. Together with
tne application, there shall be submitted the following:

METROPOLITAN SUBURBAN MAYORS CALL MEETING ON TAX RELIEF. Councilwoman Schmidt
. referred to a letter from Mayor James Krautkremer, Mayor of the City of Brooklyn
Park, in response to a letter to the Plinneapolis Star implying that the suburbs
were giving up their opposition to a bill that would relieve Minneapolis of paying
most of the cost of its indigcint care and the cost of Iiennepin County Medical
Center. .Councilwoman Schmidt said khat a meeting is being callcd by the Suburban
