MINUTES OF SPECIAL MEETING
017 EDINA CITY COUNCIL HELD AT CITY HALL
SEPTEMRER 15, 1976
4:OO P.M.
Council convened in special session for presentation of findings and recommenda-
tions of a reconnaissance study of the Department of Public Safety which has
been conducted by Creasp, McCormick and Paget, Inc., management consultants.
Mr. Hyde introduced Mr. William Evans and Mr. Drew Norris. Council was advised
that because of printing difficulties, the written report is not yet ready for
distribution. Mr. Evans made a verbal presentation of the major points of the
Management Study. These major points included:
I 1. StabilizZng manpower in the Fire Department at the present level;

Reduction of manpoGer strength in the Police Department by two men;
Creating new supervisory positions in the Fire Department and in the
Police Department which would serve as a lead worker position and help
develop people for future supervisory and management roles.
Mr. Evans suggested that Council set up guidelines to see that suggestions made
in the report are carried out.
The Mayor declared the meeting' adj ourned at 6 : 55 p. m.
