FEBRUARY 12, 1977

Answering .rollcall were members Courtney, Richards, Schmidt, Shag and Mayor Van
Vallcenburg .
50TH AND FRANCE AVENUE PARKING DISCUSSED. Mr, Luce'recalled that the request of
merchants in the 50th and France Business District for on-street parking between
49% Street and 51st Street had been continued from the meeting of February 7,
1977, so that he,'Mr. Dunn and Mr. Hoffman could attempt to work out a temporary
plan that could be put into immediate effect and upon which the Council could
act at this meeting. Mr. Luce said that it had been agreed between himself, Mr.
Dunn, Chief Merfeld, Capt. Wrobleski and Mr. Hoffman that parking should not
be allowed between W. 49% Street and W. 50th Street on France Avenue for the
following reasons: 1) Both the North and South ends of the block are required
for turning movements;
in that area because of on-coming traffic;
France improvements is complete and no longer in transition;
plan for the area had never included on-street parking;
allowed, the $150,000 spent for traffic signals would be wasted. Mr. Luce
said that the staff had agreed to allow 7 temporary parking stalls on France Ave.
between W. 50th and W. 51st Street, with the understanding that these parking
stalls would be removed upon completion of the South side parking ramp.

Avenue between W. 49% Street and W. 50th Street, with 7 stalls to be allowed on
France Avenue between W. 50th Street and W. 51st Street, and parking on FJ. 51st
Street be allowed during construction and that the matter be brought back to
Council after construction in xhe area has been completed. Kotion was seconded
by Councilman Shaw who emphasized that merchants' should be aware of the strong
possibility that there will be no on-street parking after the 5mprovements are
complete and the traffic signals are installed.

SOUTHDALE CENTER TO BE CONSIDERED FOR DESIGNATION AS AN HISTORIC SITE.
Van Valkenburg referred to a memo from the Heritage Preservation Board suggesting
that Southdale Center be designated '*h?isto.rically sigriificanf'.
Mayor, Councilman Courtney's motion authorizing the Heritage Preservation Board
to proceed, with the understanding that any necessary funding will.1.b.e paid by the
Dayton Hudson Corporation..

COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION APPROVED, Mr, Luce recalled that
approial of the Community Development Block Grant Application had been continued
from February 7, 1977, so that Council would have an opportunity to further study'
the application. He recalled that HTJD funds for the City have been increased from
$175,000 to $245,510 and recommended that $18,000, the maximum amount allowed,
be allocated to parks, explaining that no fund can contain a surplus under HUD
guidelines.

available funds: Low Income Housing Rehabilitation Program, $35,510; Restoration
and rehabilitation of 50th and France Commercial Area, $40,000; Morningside
neighborhood public improvements including street surfacing, curbs, street light-

Diseased tree replacement project, $1,000. Councilman Richards emphasized that
any funds proposed to be spent under this program must still be brought back to
Council for final approval.

BRAENAR SCORE CARDS TO BE PURCHASED.. Mr, Hyde advised that Paul Foss Printing
Company had bid $1,725.00 for 60,000 sniall score cards for Braeniar Golf Course,
whereupon Councilman Courtney's motion authorizing'curchase of the score car?ls
from Paul Foss Printing Company as recommended by Mr. Hyde was seconded by
Councilman Shaw.
