had heard no comment from the neighbors as to whether property owners wished to
have a ten or twenty year assessment and explained also that the proposed assess-

from General Funds) and recalled that the matter had already been continued to
August 15,1977, so that residents will have an opportunity to respond to the letter

advised that he had paid the improvements in escrow at the time he purchased his
house and objected that he had not received,a notice of hearing for the improve-

were conducted in August, 1975 by petition of the developer as a condition of the
plat and that they should have been included in a search at the time Mr. Felderman

5. The City Clerk shall forthwith prepare and transmit to the County Auditor a
copy of this resolution and a certified duplicate of said assessments with each
then unpaid installment and interest set forth separately, to be extended on
the tax lists of the County in accordance with this resolution.
6. The Clerk shall also mail notice of any special assessments which may be
payable by a county, by a political subdivision or by the owner of any right of
way, as required by Minnesota Statutes, Section 429.061, Subdivision 4, and if
any such assessment is not paid in a single installment, the City Treasurer
shall arrange for collection thereof in installments, as set forth in said
section.

MARK NELSON FIRST ADDITION GRANTED FINAL PLAT APPROVAL. Mr. Hughes recalled that
the rezoning of property at 4536 France Ave. S. from R-1 Residential District
to Office District 0-1 had been contingent upon approval of final plat of Mark
Nelson First Addition and that publication of Ordinance No. 188-A72 had been with-
held pending approval of the plat. He presented Mark Nelson First Addition for
final approval, advising that all ordinance requirements had now been met. No
objections having been heard, Councilwoman Schmidt offered the following resol-

requesting the Nine Mile Creek Watershed District to undertake the total remaining
development of Mud Lake/Bredesen Park in accordance with studies made over the past
several years as recommended by the Environmental Quality Commission and the Park
Board-. I&. Hughes referred to his memo to the Council which recalled that the
Watershed District has adopted the following policy regarding the financing of
petition projects: 1) 100% funding of water storage and management facilities
(Pond excavation, dikes, outlets, control structures); 2) 50% funding of
enhancement of waters and related lands (trails fencing, signs, benches, etc.) ;
3) 25% funding for acquisition of flood plain lands.

the manner provided by Biinnesota Statutes 112.61, Subdivision 3.

cost of these improvements is to be paid from State Aid fimds.

TMPPIC SAFETY COMMITTEE MINUTES OF JULY 12, 1977, APPROVED. Councilman Sliaw's
motion that Sections B and C of the Traffic Safety Committee Minutes of July 12,
1977, be accepted and that the following action of the committee be approved,
was seconded bv Councilwoman Schmidt:
1. That the hedge adjacent to STOP AHEAD sign at Belmore and Monroe for Eastbound
Belrnore Lane be trimmed and the 24" STOP sign be replaced by a 30" STOP sign.
2. That a letter be written to the Minnesota Department of Transportation calling
attention to the potential hazard at the Northbound Highway 100 off-ramp at
Eden Ave., and requesting some additional delineation, signing, guard rail, or
rumble strip which would serve as an additional warning.

ART CENTER EQUIPMENT PURCHASE AUTHORIZED.

Crusader Kilns from Minnesota Clay Company at $626.00 each, along with 36 kiln
shelves at $14 each and four post sets for a cost oE $115.00. Purchase of six
additional Brent Pottery wheels for a- cost of $2,490 was also requested.

with the District: Court within ten (10) days after service upon the Mayor
or Clerk.
Pursuant to iSiinncsota Statutes, the City of Edina has adopted standards and
guidelines for deferring special assessments against homestead property
owned by persons 65 years of age or older for whom payment would be a hardship.
To obtain deferment, application must be filed with the City Assessor’s office
by the close of business on the last business day before the City Council
meeting set out in the first paragraph of this notice.
