MINUTES OF SPECIAL BUDGET MEETING OF
EDINA CITY COUNCIL HELD AT CITY.HALL ON
SEPTEMBER 15, 1977
8:OO P.M.
Council convened in special session in the City Hall Conference Room to con-
sider the 1978 budget. Present were members Courtney, Richards, Schmidt,
Shaw and Mayor Van Valkenburg.
The Mayor recommended against providing for a management study at this time.
General discussion was had on increased insurance costs and possible ways of
reducing these costs. Salaries were generally discussed. The costs and
extent of miscellaneous legal services, as well 2s fringe benefits for the
Prosecuting Attorney, were discussed. Council reviewed the recommended bud-
get for Central Services and Planning Department requests. No formal action
was taken.
The Mayor declared the meeting adjourned at 1O:OO p.m. and it was generally
decided that the meeting should be reconvened on Monday, September 19, 1977,
at 4:OO p.m. in the Conference Room.

Pursuant to due notice given, the meeting convened at 4:OO p.m.
The Finance budget was reviewed.
was generally decided to have a cash audit on the date the new City Manager
takes office.
A letter from the Auditor was discussed. It
Council considered budget requests for the Departments of Public Works, Gen-
eral Government, Election, Assessing and Legal and Court Services. Council
concurred that legal costs sho.uld be reduced by the work which will be done
by the Para-legal Administrative Assistant.
The next meeting will be held on September 27, 1977, at 4:OO p.m. Another
meeting will be held on September 28, 1977, at 7:OO p.m., with an additional
meeting to be held at 8:OO a.m. on September 29, 1977, if necessary. All
meetings will be held in the Conference Room.
