CUNN RETIRINENT FROM CITY HALL NOTED. would be retiring from his position as City Engineer on January 6, 1977, Hayor Van Valkenburg presexlced Mr. Dunn with a special certificate which had been ' signed by the Council with special thanks for a job well done over the 'years as City Engineer. Noting that Mr. Robert Dunn 320 POLICE LABOR NEGOTIATIONS REPORT MADE. 320 He explained that negotiations are apt to be lengthy inasmuch as they Will De going Court on a civil service which must be settled before any settlement can take place. No formal action was taken. Nr. Rosland advised Council that Police Negotiations arc tied in with 19 other communities. ASSOCIATION OF METROPQLITAN MCWICIPALITIES LEGISLATION POLICIES DISCUSSED; MR. ROSLAND NAMED -ALTEWA!L'E DELEGATE. Mr. Dalen presented "Actual and Projected Income and Expense Statement for the Sewer Rental Fund for Eight Years Ending December 31, 1978" showing an estimated loss for the year 1978 of $67,962. In response to the Nayor's concern over a "planned loss" for 1978, Mr. Dalen pointed out that there is an existing surplus in the sewer fund of over $300,000 which will cover the loss for 1978 and recommended that no increase be made in the sewer rates for 1978. Councilman Courtney's motion accepting the report and recommendation of the Finance Director was seconded by Councilwoman Schmidt. Ayes: Courtney, Richards, Schmidt, Van Valkenburg Nays: None Motion carried. 1378 SALARY RESOLUTION ADOPTED. Nays: None Resolution adopted. 4-VHEEL DRIVE ARTICULATED LOADER BID CONTINUED TO JANUARY 9, 1978. Mr. Rosland recalled that the award of bid for the 4-Wheel Drive Articulated Loader had been 12/29/77 00 p. . continued from December 19, 1977, and that tabulation of bids showed the apparent low bid of J. I. Case at $32,124,00, Valley Equipment at $35,235.00, Minnesota Tractor at $39,322.00 and Zicglcr Equipment Co. at $41,075.00 for a Caterpillar. Present was Mr. Thomas Reddin of Ziegler Equipment Co. who urged that Council seriously consider purchase of the Caterpillar. He contended that the City's specifications had invited not oniy the low bid, but also a performance guar- entee over a five year period and a guarantee that maintenance costs would not exceed a certain amount. Mr. Reddin said that the Case bid would cost the City $6,000 more than the Ziegler bid for a lighter piece of equipment. A suggest- ion was made that the bid be awarded to J. I. Shaw to serve as Commissioner of the Housing and Redevelopment Authority of Edina, Minnesota, for the remainder of a five year term which began on April 1, 1975, as set forth in the Certificate of Appointment dated June 18, 1975, be and is hereby approved. HYDE RESOLUTION OF APPRECIATION ADOPTED: BMEMAR CLUB HOUSE TO BE NAMED "WARREN C. HYDE CLUB HOUSE". resolution and moved its adoption: Councilman Courtney offered the following RESOLUTION OF APPRECIATION AND CONMENDATION TO W-N C. HYDE WIIEREAS, on February 28, 1955, Warren C. Hyde was appointed Edina Village Manager; and IJHEXEAS, since coming to Edina from his position as Manager of Janesville, Wis- consin, over twenty-two years ago, the City of Edina has experienced phenonenal growth and'development from a village of approximately 15,000 to a city with a population approaching 50,000; and WHEREAS, Warren C. Hyde has directed the orderly development of Edina with his great wisdom, intuition and dedication to duty; and kBEREBS, Warren C. Hyde has been highly respected, not only by the Councils under which he served, but by Clty employees and the citizenry as a whole; NOV, THEREFOE, BE IT RESOLVED that the Edina City Council does hereby honor with love and affection on the occasion of his retirement as a valued civil servant; and BE IT F?.?.Tli%R RESOLVED that the club house at Braemar Golf Course in the future be kiown as WARREN C. In response to:-.:a question of Councilman Courtney, Nr. Campbell explained that the City pays 1/2 of the cost: of removing each tree, but not to exceed $100 per tree and that the State reimburses the City for 37% of the City's cost. added that on January 15, 1978, he will submit a bill to the State for all of its share for removal of diseased trees in 1977.
