MORNINGSIDE AREA TREE AND LIGHTING CONTRACT WITH N.S.P. DISCUSSED. Mayor Van
Valkenburg recalled that at the Regular Meeting of June 19, 1978, Council had
continued the matters of boulevard trees and the Northern States Power Lighting
contract for the Morningside area to this Special Meeting. Mr. Rosland reviewed
the general policy proposed by the City, advising that every effort will be made
to save each tree that was originally marked with green paint. He explained
the possibility that the trees would be more apt to be blown down in a severe
storm if the roots are cut, but that the City will try to narrow some streets
and widen some boulevards to minimize this possibility.

he was told that N.S.P. could not consider replacing the system with underground
wires unless the additional cost would be borne by the benefiting customers. It
was pointed out that the system is in generally good condition, with approxi-
mately 25 years of useful life remaining. Mr. Rosland advised that it would
cost approximately $1,500 per lot adjacent to Morningside Road to remove the
existing overhead line and replace it with an equivalent underground system.
Additionally, each customer receiving service off of the line on Morningside
Road would have to have an electrician rewire their service to accept the under-
ground service lateral and install the meter outside the hohse.

approximately $1,000 if the wiring were not up to code. Residents were also
advised of an additional charge of $2.40 per month for the underground service.

a four foot sidewalk and restricting parking to one side of the street only.

control. In response to a question of Mr. Richard Novak, Mr. Rosland recalled
that, if the city removes trees for construction, they will be replaced by the
City with a 2% inch tree. He explained that if the tree is removed because of
Dutch elm disease, it will fall under the general reforestation policy of the
City. He added that people could buy and plant their own trees if they wish.
Mr. Rosland emphasized that it would be the homeowners' responsibility to pay
for any future damage to curbs and sidewalks which might be caused by tree roots.
The Engineering Department recorded all requests concerning boulevard trees and
agreed to do as residents wished in all cases. Following discussion, it was
generally decided that a decision as to whether there should be sidewalks on
ynn Avenue and on the West side of Crocker Ave. will be determined at a later
date. Councilman Courtney's motion was seconded by Councilman Shaw, approving

N.S.P. LIGHTING CONTRACT FOR MORNINGSIDE AREA APPROVED. Mr. Rosland recalled
that the Northern States Power Lighting Contract for the Morningside area had
been continued from the last meeting so that it could be considered along with
the trees and advised that N.S.P. proposes to remove 66 overhead Mercury street
lights and install 72 100 Watt (N.S.P. owned) high pressure sodium custom resi-
dential street lights and 25 150 watt high pressure sodium overhead street
lights. Cost of the lights, $17,300 for the year 1978 and $5,865 for the year
1979, is proposed to be paid from Community Development Block Grant funds. In
response to a question from a member of the audience, Mr. Hoffman advised that
the high pressure sodium lights proposed are the same as used in other residential
areas of the City. He advised a lady who lives on Branson St. that these lights
would provide more illumination per standard than existing lights and that the
lights would be approximately 300 feet apart as in areas around Braemar Park and
Gleason Road. It was understood that Northern States Power Company would remove
as many of the old poles as possible and replace them with the new standards.
Mr. Hoffman showed slides of the type of lighting fixtures proposed to be used.
Councilman Courtney's motion was then seconded by Councilman Shaw, authorizing
the Mayor and Manager to enter into agreement with Northern States Power for
installation of the new street lighting system, cost of which is to be paid from
Community Development Block Grant funds.

MORNINGSIDE AREA GARBAGE COLLECTION DISCUSSED. Mr. Courtney advised that he and
the City Sanitarian had both talked to Able Sanitation and had emphasized that
service in the Morningside area must be improved. He added that Able Sanitation
will move their large trucks during the day so that they are not in front of the
same house for any extended period of time.

YOUTH ACTION FUNDING DISCUSSED. Mr. Bernhardson recalled that the matter of fund-
ing for Youth Action had been continued from the meeting of June 19, 1978, for a
definition as to how extensive the City's role would be in such a project.
Bernhardson explained that Youth Action is seeking a municipal sponsor for a law
Enforcement Assistance Act (L.E.A.A.) Grant under which the sponsiring agency
would contribute a 10% match the first and second years and a 40% match the third
year, and while the sponsoring municipality would receive a 5% reimbursement
for administration.

LOIS SCHECHTER SUIT NOTED. Mr. Rosland advised Council that the City had been
servce with a suit by Mrs. Lois Schechter. The matter has been referred to the
insurance company and to the City Attorney. No formal action was taken.
