L- A- h, City Clerk MINUTES OF THE CONTINUED MEETING OF THE EDINA BOARD OF REVIEW HELD THURSDAY, JUNE 26, 1980, AT 4:OO P.M. Answering rollcall for the continued meeting of the Board of Review were members Bredesen , Courtney, Richards , .Schmidt and Mayor Van Valkenburg. Mr. Johnson presented the objection of Bernard E. Johnsrud to the estimated market value of $88,400 on his house at 6309 Tingdale Ave., based on the fact that he has been unable to sell the house at a price near the Assessor's valu-': ation. The appeal of Mr. Leon Tichy, 7685 Parklawn Ave., was noted by the Board. Mr.. Tichy objected to the Assessor's estimated market value of $436,700, stating that he believed the market value should be $355,000, based on a July 9, 1979, sale and on an appraisal of the property showing an estimated value of $400,000. Mr. Edward Harter, 5237 Meadow Ridge, advised the Board that he would be satis- fied with the Assessor's revised estimated market value of his house at $74,000. Councilwoman Schmidt's motion was then seconded by Councilman Bredesen, authoriz- ing homesteads for Apartment Nos. 112, 212, 312, 120, 220 and 320, Edina West Homesteads, because property otjners could not live in their homes on January l., 1980, due to a December fire io the building. Ayes : Bredesen, Courtney , Richards , Schmidt, Van Valkenbusg Nays: None Mot ion carried. Councilman Richards ' motion was seconded by Councilman Courtney, accepting the Assessor's recommendation for the reduction of the estimated market value for the house at 4212 Scott Terrace, owned by Boyd Aldrich, from $81,600 to $71,000, based on the reduction of estimated market value of .a similar house at 4023 Kip- ling Ave. '! Adjournment at i In the Matter of the Petition of Laukka and Associates Inc. for a Rezoning of Land Described as Outlot B, Dewey Hill Second Addition (2-79-12) CITY ' OF EDINA ADDENDUM FINDINGS, DECISIONS, AND REASONS SUPPLEMENTARY FINDINGS OF FACT 1. The development of a ponding area on the Subject Property provides a proper storm water retention and detention facility which conforms with the water management plans and objectives of Edina and the Nine Mile Creek Watershed District. 2. The arrangement and alignment of the condominium buidings proposed by the PRD Rezoning regult in a reduction of adverse affects from 1-494 and industrial uses to the south and an enhancement of the potential for solar energy usage for the condominium buildings. 3. The proposed condominium buildings as viewed from the easterly and westerly boundary of the Subject Property are approximately 35 feet in height. Edina Ordinance Number 811, the Zoning Ordinance, allows single family dwellings to be a maximum of 2% stories or 30 feet. 4. The purpose of the Planned Residential District Section of the Zoning Ordinance is to enc0urag.e creativity, imagination, variation and flexibility in the development of residential areas. Its basic characteristic is the clustering of housing in an effort to preserve and protect natural amenities, to provide large expanses of usable open space, to reduce development costs and yet . to maintain single family densities within the overall Planned Residential District. ' .. =4 9 4 -1%~ purpose is to create a new 'high-quality, low-density residential environment having a mixture'of housing $types in a functional and natural setting. The objectives of the Planned Residential District Section of the Zoning Ordinance are a) to encourage the provision of open space and recreational facilities in conjunction with residential developments, b) to encourage developers to use a more creative and imaginative approach in the development of I residential areas, c) to provide an enjoyable living environment by preserving existing topography, stands of trees, ponds, flood plains and similar natural assets, d) to encourage a variety of living environments and an agreeable mixture of housing types, and e) to permit a degree of flexibility'in environmental design which is not possible under current regulations. 5. Preliminary plans submitted in support of the PRD Rezoning propose a "terraced"'bui1ding concept whereby the facade of the condominium buildings step down to the ponding area on the Subject Property. These buildings would . also have sloping roof lines, decks, and other residential amenities, Preliminary 8 plans note that proposed condominium units will range from 1,250 square feet to 2,700 square feet and will sell for $125,000 to $275,000. 6. Existing public services including public sanitary sewer facilities, ' public water facilities, roads and police and fire protection can accomodate the proposed development without unusual or unexpected costs or service levels. reductions in -2- SUPPLEMENTARY REASONS FOR THE DECISION,TO GRANT PRELIMINARY APPROVAL A. Although detailed architectural plans have not been reviewed and will not be considered until final approval pursuant to the Boning Ordinance, preliminary plans propose a development which will be a high quality, luxury class residential environment that will be a positive addition to the environs of the Subject Property and the City of Edipa as a whole. B. Preliminary plans illustrate a proper and desirable arrangement of buildings on the Subject Property and respond to the external influences on the site as well as. the physical constraints caused by topography, soils, and water table. C. The proposed height of the condominium buildings is not significantly greater than the height presently allowed by the Zoning Ordinance for single family dwellings. Therefore, the height of the buildings will not be unusual or incompatible with surrounding developments. D, The Proposed Rezoning will not substantially reduce the value of surrounding properties or the Subject Property, E. The proposed condominium buildings, as illustrated by the preliminary plans, will be sympathetic in design to surrounding residential uses. F. The Proposed Rezoning can be accomodated by existing public services and will not cause over-loading or unusual or unexpected reduction of the level of such services. G. Development of the Subject Property with lower density residential uses is economically unlikely due to the physical constraints inherent in and imposed on the Subject Property. -3- H. The development of a pondipg area on the Subject Property is desirable from a storm water management and aesthetic standpoint. I. The Proposed Rezoning will allow a use, and the proposed condominium buildings will be, compatible with surrounding uses. -4-
