MINUTES OF SPECIAL IEETING
HALL ON OCTOBER 3, 1980
OF THE EDINA CITY COUNCIL HELD AT CITY
4:OO P.M. ..
Pursuant to due notice given, Couitcil met in informal session in the City Hall
Conference Room to hear a presentation of Winfield Development Corporation and
Laukka and Associates as,to the possibility of constructing a multi-use develop-
ment on the Southwest comer of W.-76th Street and York Ave. S. Present were
Mayor Van Valkenburg, Councilwoman Schmidt, Messrs. Rick Martens and Curtis
Steiman of Winfield Development Corporation, Peter Jarvis of Bather, Ringrose &
Wolsfeld; Thomas LaSalle and Richard Bienapfi of Realty Services and Larry Laukka
of Laukka & Associates, along with members of the City staff. Also present were
Mmes. Helen McClelland and Leslie Turner. Council was reminded that the sub-
ject property was considered for warehouse use, but that, as suggested by the
staff, consideration is now being given for constructing a multi-story development
which would consist of offices, shops and condominiums, with a sizeable area
reserved for public purposes. Mr. Jarvis told of similar projects which had
been successful in other communities, and advised that it appeared to be econo-
mically unfeasible to build the dwelling units on a rental basis.
explained that a- residential development of this type would appeal particularly
to "empty nesters", and to young adults who would tend to buy larger homes in
Edina as their children reach school age.
development of this type would serve to conserve energy for workers in the
Southeast Edina area and serve as an affordable home for people with annual incomes
between $17,000 and $35,000.
