ATJGUST 17, 1981 197 Pursuant to due notice given, the Edina City Council convened in special session in the Lower Level Conference Room at 5:15 p.m. Answering rollcall were members Rredesen, Richards, Schmidt, Turner and Mayor Courtney. Present also were South Hennepin Human Services Executive Director, Russ Stricker, and Ms. Mary TJeeks, Comprehensive Study Project Coordinator for South Hennepin Human Services. Mem- bers of the Edina Community Consultation Committee who were present included Chairman Marcia Carthaus and Mmes. Janet Cardle, Linda Bjerke and Ms. Ceil Smith . of the staff. been analyzed and that these results would be updated as soon as the 1980 census figures are complete. advised that she and Mr. Stricker would be glad to work with any community group which might find this information of value. cern was expressed in chemical dependency and transportation, with other major concerns being care for seniors, in-home services for the elderly and handicapped, mental health, housing,. youth 'action, elementary school counciling, family violence, community education, personal health services and the Latchkey Program. Mrs. Cart- haus summarized the results of the study and urged that this study not be dropped. Mrs. Bjerke suggested that the Human Relations Commission be asked to study the . manner in which the recommendations of the Committee could be implemented and suggested a five year plan in cooperation with the schools, with periodic reports to be submitted to the Council. Member Schmidt's motion accepting the report was seconded by Member Turner. Member Turner's motion was then seconded by Member Schmidt, that the study be referred to the Human Relations Conmission to develop an implementation plan and that the Conmission present a work plan to the Council by October 19, 1981. Member Bredesen said that he believes that, while the report contains valuable information, he thinks that the recommendations are based on a community survey which does not give assurance that it defines unmet needs, that no private vendors have been solicited, that there is no inventory of people outside the area, that he does not know the definition of "unmet needs" and that he does not accept the. . premise upon which the report was made. Member Tumer suggested that the results of the study should be shared with City churches and schools. clarified the intent of the study, advising that he is 'concerned about services . that are using public funds and that unneeded services should be eliminated. bers Tuimer and Schmidt then accepted the amended motion of Member Bredesen that the matter be referred to the Human Relations Commission for its review and to see what is cseful to the City and to determine how the study could be shared with the rest of the community. The motion further stipulated that the Human Rela- tions Commission report back to the Council on October 19, 1981, and that it be understood that this is a planning tool only and not etched in stone.
