ORDINANCE NO. 171-A6 GRANTED FIRST READING. Mr. Rosland recalled that an art-
icle had been published in the Edina Sun regarding the proposed increase in water
rates for those Edina residents served by Minneapolis water, which increase is
necessitated by the fact that Minneapolis has raised its water rates. He said
that no objections have been received to the proposed increase and recommended
adoption of Ordinance No. 171-A6.

MORNINGSIDE GARBAGE COLLECTION INFORMATION NOTED. Mr. Rosland recalled that,
effective December 31, 1981, the City ceases to be the contracting agent for
Morningside garbage collection. He recalled that 2 notice has appeared in the
Edina Sun and in the City Newsletter, that letters had been mailed to all Morn-
ingside area residents by the City, that notices had been &closed in billings
of the present hauler and that adcompeting hauler had been given the mailing
list. No action was taken.

City of Edina since 1967; and
WHEREAS , Kay M. Brown has served her fellow man, as a volunteer in her church,
the Edina School District, her political party and as a leader in various civic
functions, including being the organizer of the Edina Historical Society and of
various Indonesian refugee programs, and as an active member of the Edina

lution, the members of this Council express their sorrow for the loss of
an esteemed associate and community leader, and do express their gratitude for
her willing and distinguished service and extend their condolences to members c1.f
her faily and to all others who mourn her death; and
BE IT IXJRTHER RESOLVED that a copy of this resolution be spread upon the pages:af
the Hinutes Book of'the Edina City Council and that an appropriate copy be trans-
mitted to her husband, Nr. John I?. Brown, and to her children, Michael, Veronica,
Thaddeus , Kathryn and William.
Motion for adoption of the resolution was secqnded by Member Richards and carried
unanimously.

TEAMSTERS 320 NEGOTIATIONS DISCUSSED. Nr. Rosland reviewed union negotiations
for the Police Department to determine guidance from the Council. Member .:
Schmidt's motion was seconded by Member-Richards to agree to wages and health
insurance increases but to decline agreement as to dental insurance and vaca-
tion increases.
