HomeMy WebLinkAbout19820527_edina_board_of_reviewMINUTES OF THE MEETING OP.THE EDINA BOARD OF REVIEW HELD THURSDAY, MAY 27, 1982 AT 5:OO P.M., EDINA CITY HALL Amwering rollcall were Mcmbers Richards, Schmidt, Turner- and Mayor Courtney.. -. .- The meeting was convened pursuant to published "Notice of Board of Review" in the Edina Sun and notices posted on City bulletin boards. advised that the Council' acts as the Board of Review and would hear those persons who considered themselves aggrieved by their property valuation for assessment purposes. could be made to the Hennepin County Board of Review. Assessor Ralph Johnson to explain the process of how valuations are determined. Mr. Johnson stated that the property valuations are as of January 2, 1982, and reflect the real estate market as evidenced by sales during the period of September 1980 to August 1981. period was 84% and State statute requires valuations to be at estimated market value. Mr. Johnson indicated that the majority of properties were increased in valuation by at least 10% to bring them up to a level of assessment'used through- out Hennepin County; important in that approximately one-third of the Edina tax dollar goes to Hennepin County; and that the function of the Assessor in deter- mining valuation is an equitable distribution of the tax burden. Mayor Courtney asked that anyone appearing before the Board confine their remarks to valuation of their property and further, that no decision would be made at this meeting but that property owners would be notified of the Board's decision prior to the meeting of the County Board of Review on July 6, 1982. Parish, 7220 York Avenue, #lOl, questioned the assessed value for the storage area of his condominium unit and requested a review of the property. Mr. Hans J. Skalle, 5021 Ridge Road, made no presentation. Mrs. Arnelle Jackson, 6325 Peacedale Avenue, objected to the Assessor's estimated market value of $90,400, stating that the value is higher than for two similar homes who have more useable area. She asked that the value remain-at last year's level of $82,300. Mr. Lance Gillette, 5837 Nooddale Avenue, objected to the Assessor's estimated market value of $73,200, saying he believes the value should be $66,000 because the home has only about 1,000 sq. feet of living space and he must share a drive-. way with his neighbor because of the small lot. -. Mr. R. James Hibbard, 5101 Meadow Ridge, objected to the Assessor's estimated market value of $136,200, and'felt it should remain at last year's value of $123,900 because a larger and newer home on his block had .recently sold for approximately $102,000. Richard R. Smith, 5113 Meadow Ridge, objected to the Assessor's estimated market value of $135,500, advising that the house next door had recently sold for just. over $100,000 and asked that properties in his area be compared. Burch N. Bell, 6620 Normandale Road, objected to the Assessor's estimated market value of $179,700, citing from his letter to the Assessor's office that his - property has suffered great damage as a result of the Highway 100 construction, Mr. George M. Lockrem, 4601 Bruce Avenue, objected to the Assessor's estimated market value of $119,500 representing a 20% increase. He stated that $100,000 would be a fair value and requested inspection of his property. Mr. D. E. Dunbar, objected to the Assessor's estimated market value of $66,200 €or property located at 5736 Xerxes Avenue, stating he believes the value should be $60,000 and-presented a copy of a purchase agreement for the property in that amount. in support of the lower value. Mr. D. E. Dunbar, 6225 Ashcroft Lane, objected to Assessor's estimated market value of $93,100 stating he felt it should remain at last year's value of $85,000. 1 * Mr. Joseph L. Bard, attorney representing all unit owners of The Yorker Condo- minimum, 6400 York Avenue So., objected to the Assessor's estimated market values placed on the units, and asked that reduced values be Mrs. Bernice Young, 5909 York Avenue So., objected to market value of $70,200. She stated that her home is in the area with the same size square footage and lot I considered. the Assessor's estimated one of six identical houses and questioned the higher 105 value placed on her house, saying she felt it should remain at last year's value of $59,000. Mr. Richard Daly, 4516 Vandervork Avenue, objected to the Assessor's estimated market value of $95,900, stating that two homes similar to his in the same block had recently sold for $86,000 and he felt a fair value would be $86,000. Mrs. Blanche L. Whiting, 4821 Townes Road, objected to the Assessor's estimated market value of $120,500, stating that the value has increased about 45% over the past two years, and that she felt it should remain at the 1981 value of $103,200. Mr. Emil E. Koenig, 6700 Brittany Road, objected to the Assessor's estimated market value of $151,500. He cited several homes in the area which are larger I - that have recently sold for a lesser value and added that his home is in need of repair. the curve of the real estate market at present. He stated that a fair value would be $125,000 when considering I\ m a3 0 m 5 Mr. Robert Moogk, 6105 Lincoln Drive (#131), questioned previous years's taxes in relation to his 1982 taxes and added that he was not contesting his 1982 estimated market value of $83,700. Mr. Kent G. Johnson, 4805 Hilltop Lane, objected to the Assessor's estimated market value of $158,600. He advised that he is in the process of renovating the house and based on an independent appraisal which was recently made feels the value should be $140,000. 9 Mr. John Snyder, 5415 Countryside Road, objected to the estimated market value of the Assessor of $109,500, stating he feels the value should be $99,000 inasmuch as the real estate commission is not taken into account in the valuation. Mrs. Amy Sweetser, 4401 W. 44th Street, objected to the Assessor's estimated market value of $191,400. sold for $179,000 and that $180,000 would be a more realistic value. She stated that a new home comparable to hers recently Mrs. Robert F. Gallagher, 6812 Brittany Road, objected to the Assessor's estimated market value of $145,700, stating that she believes $135,000 would bring it in line with other properties in the area. Mrs. Patricia M. Brown, 4513 Moorland Avenue, objected to the Assessor's estimated market value of $176,900, advising that it has not been well maintained in the last few years and feels it should remain at last year's value of $147,600. Mr. Frederick D. Conrad, 4009 Wood End Drive, objected to the Assessor's estimated market value of $95,000 stating he believes the value should be reduced to $87,000 because homes in .his neighborhood are not maintained, extra cars are parked in front yards and back yards are eyesores. Mr, Elmore V. Karpen, 5917 York Ave. So., objected to the Assessor's estimated market value of $76,400, stating he purchased the home in September of 198.0 for $71,000 and has subsequently had to replace the garage and that he felt the value should be $70,000. Mr. Henry L. Hatch, 4702 Townes Road, objected to the Assessor's estimated market value of $184,000 which was an.increase of 20.4% and stated he feels a value of $155,000 would be a fair valuation. Mr. D. J. Cooney, 7500 Cahill Road (#217C), objected to the Assessor's estimated market value of $72,800, stating he has been trying to sell the condominium since June of 1980 and would accept an offer of $60,000 cash as a fair value. Mr. Jon M. Nelson, 5612 Abbott Avenue So., objected to the Assessor's estimated market value of $63,700 resulting in a 25% increase in taxes and stated he had been denied a homestead credit. .He advised that he had purchased the house on. December 28, 1981, for $74,900 and feels the value should be $57,000. Mr. Johnson stated that he would be eligible for the homestead credit on June 1st. Mrs. Margaret Holliday, 4350 Brookside Court (f315), objected to the Assessor's estimated market value of $56,300 and stated she feels the value should.be $54,500 which would be an approximate 10% increase. 676 square feet because of a fire wall. Hoyt, 4360 Brookside Court (#317), objected to the Assessor's esti- mated market value of $74,900, stating she believes the value should be $72,000 She advised that the unit is only to bring the unit in line with other units in the building.that have more improve- ments. *- Council was informed that Mr. Kenneth Person, 4520 Laguna Drive, had left the meeting and therefore no presentation. The Board oE Review form. he had completed indicated an estimated market value of $125,700 and that he felt the value should be $110,000. Mr. Douglas J. Kingsrider, 5708 Parkwood Lane, objected to the Assessor's estimated market value of $255,800, saying he believes the value should be reduced to $225,000 based on recent sales of two homes in the area for less than that figure, both of which were better than his, Mr. Allen Poehler, 5617 Wooddale Avenue, objected to the Assessorts estimated market value of $100,500, and said he believes a value of $95,000 would be fair based on the fact that the house next door which is nearly identical is valued at that amount. Mrs. Lucy Larson, 6300 \Jestwood Court, objected to the Assessor's estimated market value of $181,600, advising that they had purchased the home a year and a half ago for $150,000 and that $165,000 would be a more realistic value. the home is in the Hopkins School District which would make it less desirable to a purchaser. Dr. John I. Coe, 5108 Tifton Drive, objected to the Assessor's estimated market value of $117,400 as being too high based on sales of property in the area and said he thinks is should remain at last year's value of $107,000. She added that Jacquelyn V. Manske, 4101 Parklawn Av., 8135, had left the meeting but on the review form had objected to the Assessor's estimated market value of $51,800 stating she believes the value should be $43,000. Mr. Donald R. Stockdale, 5116 Benton Avenue, objected to the Assessor's estimated market value of $95,600, stating he felt a value of $81,500 would be fair based on similar neighboring properties which are valued considerably lower. Mr, Thomas Warner, 6701 Sioux Trail, objected to the Assessorts estimated market value of $147,100, and stated he thinks a value of $138,000 would be fair based on comparable homes in the neighborhood with the same or more square footage. Mr. D. K. Surgeon, 6105 Lincoln Dr., 11328, had left the meeting but on the review form had objected to the Assessor's estimated market value of $89,500 stating he felt there should be no increase from the 1981 value. Mr. Rod Hjermstad, 7460 Shannon Drive, objected to the Assessor's estimated market value of $283,600, and said he questioned that values have gone up the 10% which is being used as a guideline. He believes the value should be in the range of $255,000 tu $260,000, based on home values in the real estate multiple listings. Mr. Lloyd Cherne, 5704 View Lane, stated his concern for continued increases in valuations in that it would particularly harm property owners with valuations in the $100,000 to $200,000 range inasmuch as present economic conditions for sale of such properties would require financing by contract for deed. Presently, such contracts for deed are being discounted up to 30% and he stated this factor should be taken into consideration for future property valuations. He indicated he was not objecting to his valuation af $207,300 but was concerned that it -would continue to increase. Assessor Johnson advised.that Kenneth 31. Hough, 5525 Concord Av., had withdrawn his objection to the Assessor's market value of $110,400. Mr. Frank Thomas, 505 John Street, objected to the Assessor's estimated mqrket value of $122,400, saying he did not believe the real estate market had gone up 10% and that a value of $110,000 would be fair. Mr. William B. Colby, 7405 Shannon Drive, objected to the Assessor's estimated market value of $266,200, stating that he does not think values have appreciated by 10% and that a fair value would be $235,000. Mr. Carlyle Jacobs, 5504-06 W. 70th Street, objected to the Assessor's estimated market value of $160,100 for this double bungalow, stating he believes the value should be $150,000 to keep it in line with similar units in the area. - - , I Mr. Carlyle Jacobs, 6612 Limerick Drive, objected to the Assessor’s estimated market value of $33,400 for this vacant lot, in comparision to the lot next to it valued at $11,200. at estimated market value any lot adjoining an improved lot even if the subdivi- sion is not 3 years old. Answering rollcall for the continued meeting of the Board of Review were Members Bredesen, Richards, Turner and Mayor Courtney. Mr. Steve Reynolds, 4516 Brookside Av., appeared and spoke in support of his letter submitted at the-May 27th meeting in which he requested the'Board to I reccjnsider the '$69 , 400 estimated market value of the property and stated that $62,000 is a more realistic representation of expected market value.
