Answering rollcall were Members Bredesen, Richards, Schmidt, Turner and Mayor Courtney. Former Mayor James Van Valkenburg made an appeal for between $7,000 and $8,000 for an addition to the Edina-Art Center for a new kiln. He explained that the proposed kiln is more productive than the presenr kiln and that, while the Art center has been sunning at a loss, that loss is being gradually reduced. Member Turner expressed her concern that Community Educa- tion is offering the same program at less money. Mrs. Micki Gamer, representing the Human Relations Commission, urgedanincrease in funds alloted for a Chemical Abuse Coordinator. She advised that the School District could only fund the program for nine months and requested that the City pay the balance. be funding a project in a case where someone else is responsible. Member Brede- sen suggested that some of the profits from the liquor stores could be used. In response to the question as to why South Hennepin Human Services is asking for an additional $5,000, Mr. Russ Stricker responded that the County has cut South HeMepin by 35% and all municipalities are being asked to increase their funding . Member Richards pointed out his concern that the City would In considering the Public Works Budget, Council was shown a map indicating new streets and those streets that need replacement. It was pointed out that the use of salt, although costly, saves both time and money for :City drivers. In response to a quedtion of Member Richards as ta why the road repair is neces- sary at this time, Mr. Hoffman pointed out that he is trying to get back on a repair schedule. Public Health, Commissions and Special Projects, Capital Improvements, Schools and Conferences and Park and Recreation were discussed, along with the tenta- I tive Salary Schedule. . Member Richards advised that he believes that the estimate of professional fees is too high, as well as proposed salaries, park expense, public works, Fire . Department equipment and- that the City should buy three cars instead of two. It was also pointed out that wages are between 60 and 75% of the City Budget. The staff was asked to hold salary increases to 5% and work out other cuts. The'meeting was declared adjourned at 9:15 p.m. and continued until September 27, 1982, at 5:OO p.m. . .-. City Clerk t
