Member Bredesen entering the meeting at 5:lO p.m.
Pursuant to due notice, the Council met in the Manager Conference Room of the Edina
City Hall to consider the adoption of the 1984 Budget for the City of Edina.
City Manager Rosland presented the proposed Budget for 1984, explaining that the
proposed budget reflects an increase over last year’s budget of 8.8%. He noted that
the major decision for the Council regarding the 1984 budget on the revenue side
will be whether they desire to make up the loss of $558,000 in state aids through
a corresponding rise in property taxes, or if not, what other revenue sources should
be undertaken or expenditure cuts desired to make up the difference.

goals for budget year 1984: 1) niaintaining current service levels, 2) retention of a
high caliber City staff, 3) development of ongoing capital budgeting for both faci-
lities and equipment, and 4) shifting to a greater reliance on local revenue sources,
including property taxes, due to the change in the local government aid formula on
the state level.

Answering rollcall were Members Bredesen, Richards, Schmidt, Turner and Mayor
Courtney.
Council reviewed proposed 1984 budget expenditures for Commissions and Special
Projects and heard testimony from Jeff TJorkinger, member of the Human Relations
Commission, from Steve Lepinski, Director of Storefront/Youth Action, and from
Russ Stricker, Executive Director of South Hennepin Human Services Council as to
the budget request for these agencies.
Next reviewed was the proposed budget for Park and Recreation.

of an immediate tree trimming program. Mr. Rosland advised that the municipal
swimming pool is deteriorating because of its age and will need major repairs and
that playground equipment in many of the parks is also in need of replacement in
