ORDINANCE NO. 116-A1 EXTENDING MORATORIUM IN THE R-1 ZONING DISTRICT GRANTED FIRST READING. Planner Hughes advised that mailed notice had been sent to the list of all non-residential property in the R-1 District who had been notified at the time the moratorium was proposed. The moratorium prohibited construction of new improvements and expansion of existing improvements on land in the R-1 Zoning District except for single family dwellings for a period of ninety days and the proposed amendment would extend it to the first regular Council meeting in January of 1984. Council to review a draft Zoning Ordinance which will regulate and control, among other things, the size and impact on neighborhood property of non-residential improve- ments in the R-1 Zoning District, as established by the existing Zoning Ordinance of Edina. Donnelly, member of the Building Committee of Our Lady of Grace Church. He commented that the committee has spent the last 18 months on a research and feasibility study regarding projected space needs for the church and the extention of the moratorium would further delay their planning. No further comments being heard, Member Turner offered Ordinance No. 116-A and moved its adoption with waiver of Second Reading. Motion for adoption was seconded by Member Richards. This would enable Appearing and speaking in opposition to the ordinance amendment was Tom Rollcall : Ayes: Richards, Turner, Courtney Nays : Schmidt Motion failed. (4/5 vote needed to waive Second Reading) Member Richards thereupon offered Ordinance No. 116-A1 for First Reading as follows: ORDINANCE NO. 116-A1 AN ORDINANCE AMENDING ORDINANCE NO. 116 TO EXTEND THE R-1 ZONING DISTRICT MORATORIUM THE CITY COUNCIL OF THE CITY OF EDINA, MINNESOTA, ORDAINS: as follows: Section 1. Section 2 of Ordinance No. 116 preceding the colon is amended to read Moratorium. Council meeting in January of 1984, subject to earlier termination or extension From the effective date of this ordinance to the first Regular 11 I by the Edina City Council, the Edina City Council and the Edina City staff shall not :” Sec. 2. This ordinance shall be in full force and effect upon its passage and publication. Motion for First Reading was seconded by Member Turner. Rollcall : Ayes: Richards, Turner, Courtney Nays: Schmidt Motion carried. . REVIEW OF REVISED ZONING ORDINANCE BEGUN. Mr. Hughes reviewed with Council Members . an Executiye Summary of the Revised Zoning Ordinance, stating the objectives of the revision, and then pointing out the major revisions of the ordinance. the following: Section 3. Definitions Section 4. Administration and Procedures Section 7. General Provisions Section 8. Single Dwelling Unit District (R-1) Section 9. Double Dwelling Unit (R-2) Section 10. Planned Residence District (PRD) Section 13. Planned Commercial.District (PC) Section 14. Planned Industrial District (PID) Section 17. Section 18. Floodplain Overlay District Section 19. Parking and Loading Section 20. Landscaping and Screening Included were. Heritage Preservation Overlay District I Following discussion of these major revisions, Mayor Courtney stated that the review of the Revised Zoning Ordinance would be continued on November 14, 1983, as scheduled, with the Community Development and Planning Commission in attendance. Inasmuch as the subject of accessory housing uses in the R-1 District will be discussed, the Mayor asked that interested persons be notified and that publicity regarding the meeting be given through contact with the Edina Sun so that input from the community could be gained regarding this issue. No formal action was taken. AMM DRAFT POLICIES REGARDING METRO AGENCIES DISCUSSED. Nember Richards reminded the Council to give him their comments regarding proposed revisions by the Associa- tion of Metropolitan Municipalities (AMM) to existing policies regarding metro agencies so that he could present same at the next AM31 committee meeting on Nov- ember 2, 1983. lo/ 31/ 83 117 COUNCIL PARTICIPATION IN EDINAMITE '83 SERVICE AUCTION DISCUSSED. Member Turner advised that she had conferred with Mr. Rosland regarding a project for the Edinamite Service Auction as directed by Mayor Courtney. as that of last year to be held at Braemar Park with dinner for 40 people catered by the Council Members and their spouses sometime in January or February of 1984. It was informally agreed to commit to such a service project for EDINAMITE '83, with a minimum bid to be determined for one event and that a second event would only be offered for double the high bid. They would recommend a similar event MEMBERSHIP ON 1984 LMC CONFERENCE PLANNING COMMITTEE NOTED. Member Turner called attention to the memorandum from the League of Minnesota Cities, asking for interested persons to serve on the 1984 LMC Conference Planning Committee for the Annual Conf- erence to be held in Duluth, June 12-15. As requested, copies of the memorandum I will be included in the next Council packets. No actdon was taken. Mayor Courtney then declared the meeting adjourned at 8:30 p.m. %&%.U City Clerk
