OF THE WORK SESSION OF THE
EDINA CITY COUNCIL
TUESDAY, MAY 7, 2019
5:30 P.M.
Mayor Hovland called the meeting to order at 5:32 p.m.
ROLL CALL
Answering roll call were Members Anderson, Brindle, Fischer, Staunton, and Mayor Hovland.
Staff in attendance: MJ Lamon, Community Engagement Coordinator; Scott Neal, City Manager; Lisa Schaefer,
Assistant City Manager; Jane Timm, Deputy City Clerk; Chad Millner, Engineering Director; Susan Faus, Assistant
Director Parks and Recreation; and David Yanagisawa, I.T. Specialist.
JOINT WORK SESSION WITH PARKS AND RECREATION COMMISSION
Park & Recreation Commissioners attending: Chair Greg Good, Matt Dahlien, Rick Ites, Eileen McAwley, Michael
Miller, and Student Members Aiden Anderson and Bryn Osborne.
Chair Good stated the Commission was there to update the Council on the Commission's Work Plan. Chair
Good explained the Commission wanted to get feedback from Council regarding the Commission's role and
what Council thought were their priorities. He also stated that four out of seven initiatives in the Work Plan
were a cross commission collaborations and the process seemed to go slower when there was cross
commission collaborations.
Items to note regarding the Work Plan: Naming a building/park after the Yancey's and whether the Parks &
Recreation Commission was the correct commission to address the naming; capacity and utilization of park
property; and investigation of alternative funding options such as sponsorship or advertising for future growth.
The Council gave feedback and thanked the Commissioners for their hard work.
JOINT WORK SESSION WITH TRANSPORTATION COMMISSION
Transportation Commissioners attending: Chair Lori Richman, Bruce McCarthy, Larry Olson, and Jill Plumb-
Smith. Staff liaison attending: Andrew Scipioni, Transportation Planner.
Chair Richman began with Work Plan Initiative #1 regarding Travel Demand Management (TDM), stating Edina
is the only city in the 494 Corridor that does not have a TDM ordinance. Other items discussed were a June
Transportation meeting presentation to educate Commissioners on impact studies, and Initiative #3 regarding
the educational campaign be led by Commissioner Ahler.
There was a long discussion about Initiative #4 regarding CloverRide circulator service. Commissioners asked
Council if they should continue, add a new loop or end the service. Council consensus was to add a loop.
The Council thanked the Commissioners for their hard work.
ADJOURNMENT
Mayor Hovland adjourned the meeting at 6:56 p.m.
