I. Call To Order
Chair Birdman called the meeting to order at 7:05 p.m.
11. Roll Call
Answering roll call was Chair Birdman and members Aderhold, Schilling, Davis, Kelly, Nymo,
Mondry, and student member Sipes. Staff Liaison, Emily Bodeker, and Preservation Consultant
Robert Vogel were also in attendance.
III. Approval Of Meeting Agenda
Motion was made by Nymo and seconded by Schilling to approve the meeting agenda. All
voted aye. The Motion carried.
IV. Approval Of Meeting Minutes
Motion was made by Kelly and seconded by Davies to approve the minutes from the
March 13, 2018 Heritage Preservation Commission meeting. All voted aye. The motion
carried.
V. Community Comment: None
VI. Reports/Recommendations
A. Certificate of Appropriateness: 4610 Drexel Avenue
Staff Liaison Bodeker explained that the Certificate of Appropriateness request for the Tudor Revival style
home built in 1936 entailed removing and replacing the existing attached garage (and adding on 6 feet to
the west) and a small addition to the rear of the home. Ms. Bodeker concluded that she agreed with
Consultant Vogel's positive evaluation of the request and recommended approval of the Certificate of
Appropriateness conditioned on the plans presented.

Motion was made by Kelly and seconded by Aderhold to approve the Certificate of
Appropriateness request for the new attached garage subject to the plans presented. All
voted aye. The motion carried.

B. Heritage Preservation Award
As of the meeting date, the City received one nomination for the 2018 Preservation Award. Nominations
were due Wednesday, April I I th. The Commission decided to review the one application received. If
another nomination is submitted, the Board will review all applications at the May 8th HPC meeting.
Motion was made by Birdman and seconded by Kelly to accept the Heritage Award nomination
as submitted with the condition that no other nominations are submitted by the deadline. All
voted aye. The motion carried.
C. Preservation Basics
Preservation Consultant Vogel told the Commission he plans to go over some preservation basics over
the next few meetings. He discussed how the State Preservation Office is now housed in the Office of
Administration.

A. Staff informed the Commission that the State Preservation Office
requested a picture to use for the National Alliance of Preservation
Commission's FORUM 2018 in Des Moines this summer. Staff will send out

INTRODUCTION:
The applicant is requesting a COA for changes to the front façade. The proposed changes include two dormers
on the north and south sides of the house that will be visible from the front façade. The home, a Tudor Revival
style, was built in 1930.

Information / Background:
The subject property, 4517 Drexel Avenue, is located on the west side of Drexel Avenue, north of Bridge
Street and south of Sunnyside Road. The proposed Certificate of Appropriateness request include the
addition of two dormers on the third floor (attic level) on the north and south elevations of the existing
home. The dormers will be visible from the front facade and that is what requires the Certificate of
Appropriateness.
The home, built in 1930, is a two-story Tudor Revival style residence.
Primary Issues:
The Plan of Treatment for the Country Club District does not provide specific guidelines for COA review
of structural additions to existing homes. The Secretary of the Interior's Standards for the treatment of
historic properties include guidelines for applying the standards to these types of projects. Due to the
dormers being visible from the front façade, a COA is required.
Dormers are proposed on the north and south elevations of the existing home and will be functional
dormers that provide livable space on the third floor. The proposed materials will match the existing
exterior of the home.

Preservation Consultant Robert Vogel's Comments:
By ordinance, COAs are required for new construction in the Country Club neighborhood; and while
the district Plan of Treatment does not provide specific guidelines for COA review of structural
additions to existing historic homes, the Secretary of the Interior's Standards for the Treatment of
Historic Properties include guidelines for applying the standards to these types of projects. (It is
important to remember that the Secretary of the Interior's standards are the required basis for Edina
HPC design review decisions.) In Robert's professional opinion, the addition of two shed roof style
dormers would be an appropriate rehabilitation treatment for this historic house. Based on the plans
presented with the COA application, the dormers will be functional (i.e., they will be used to provide
space, light, and ventilation to the attic level of the house); construction will require minimal alteration of
the existing roof and the materials used will match the rest of the house. Other Tudor Revival style
homes in the Country Club District were built with roof dormers in various configurations during the
district's period of historical significance (1924-1944). The shed roof dormers proposed for 4517 Drexel
are similar to those seen on other period revival style homes in the district. I recommend approval of
the COA with the following condition: that the dormers will be designed and built in such a manner that
if they were to be removed in the future, the essential form and integrity of the roof would be
unimpaired.
Staff Recommendation & Findings:
Staff concurs with Consultant Vogel's evaluation of the proposed plans for the proposed dormers/change to
the front facade, also recommending approval of the Certificate of Appropriateness request.
Findings supporting the recommendation include:
• The proposed work is compatible with the historic character of the house and will require minimal
alteration of the existing structure.
• The proposed changes will not result in the loss of any significant architectural character defining
features.
• The proposed work will be compatible with the size scale, proportions and materials of the existing
house.
• The proposed work will not have an adverse effect on the surrounding homes or the neighborhood
has a whole.

Nathan & Martina Malek (the Owner), along with Ispiri, LLC (the Applicant), hereby propose to construct
two (2) roof dormers on the third (3) floor attic level of the house located at 4517 Drexel Avenue (the
Property). The roof dormers will be on the north-facing and south-facing slopes of the existing roof. See
attached photos.
The roof dormers were carefully designed so as to be architecturally correct to the era of the home and
neighborhood. Attached with this application is a photo of a nearby roof dormer which was used for
inspiration. The new windows are architecturally designed to mimic other windows in the house while
still providing the required means of egress from the attic level.
Exterior finishes will match other existing finishes on the home, or will imitate those said finishes in a
more cost-effective manner.
It is our opinion that the proposed dormers will enhance the home's value and appearance without
deviating from the style of the neighborhood.

I'd like to nominate, my home, the Carl residence at 4217 Lynn
Ave for Edina's 2018 Heritage Award. We moved to
Morningside in 2007 because we loved the laid back, diverse,
welcoming vibe of the neighborhood, charming look of the
homes and fell in love with our spacious backyard as soon as
we walked in it. The price of the home was a stretch to the
budget we had landed on, but it was also perfect fit! We had a
lot to do in terms of cosmetic updates but never imagined we'd
want to ever do a remodel to a home already so much bigger in
square footage than our existing Lake Nokomis Tudor. Fast
forward 2 years and another child later and a nasty hail storm
that damaged our roof, siding and deck. We had to replace it all
and with that, it lead us to think about making other major
improvements. We have since completed two remodels, the
first rearranging almost every room in the home and adding an
8 ft addition out the back first & second floors for better
functionality. We preserved the original light, natural oak floors,
original coved and wainscoting ceilings, unique small
convenience built-ins, chair rails and original black and white
tile in the main floor bath among many other details! We also
added a lot of new design elements but with everything we
added, we tried to remain true to the original look of the home.
We added matching archways to new rooms, nostalgic subway
wall tile throughout, classic light fixtures and handles, and
numerous built-Ins that reflected original woodworking details.
We hunted for salvaged pieces to connect the existing with the
new to make it feel cohesive and updated but keeping to the
size and charm of the home we fell in love with! Fast forward
another two years, growing boys, no designated office space
and massive above-garage square footage that couldn't be
developed as living space. Again, with our uniquely creative
builder, JB Benson, owner of Sunnybrook Homes, we devised
an idea to tear down the existing garage, add a sport court
below ground, rebuild the garage and add an office above, all
within the existing footprint of the previous garage. We ran into
months and months worth of challenges from city codes
(although we were just truly rebuilding what was already there)
and several beautiful oak trees that had lived much longer than
our or our neighbor's homes. We saved all but one tree and it
had to come out for other reasons than our remodel and
worked within the then stringent codes on residential buildings
to build a cool, modern addition without changing anything
about the exterior look of the house or footprint on our lot,
preserving our beautiful front and back yards, neighbors trees
and all of our views! In hindsight, it would've been much less
expensive to tear down and start over, we could've gotten 10 or
12 foot ceilings that I dream of every time I'm in a new build.
We could've added lots of windows and moved the garage to

the back of the lot but I wouldn't change a thing. I love that this
house has character, history and a story and we have
neighbors that played in it as children before we called it home.
We moved to Morningside because we loved the charm, the
trees, the walkability and feel it's safe for our kids to ride their
bikes to the park or friend's houses. We wanted to do our part
to preserve and enhance, not completely alter or change, what
made us fall in love with the community that was built long
before we arrived but that we've enjoyed to be a part of for over
a decade now!

Nate and Tiffany Mueller are both designers who were living on
the west coast, where mid-century homes were everywhere. As
they both have always loved 50s and 60s architecture, they
knew that was what they wanted when they moved the family
back to Minnesota. Having looked at available properties
online, they had daily alerts set up to email them when new
homes were posted in Edina and a few other cities. Among
their email alerts was the property at 6400 Parnell. But, there
were no pictures—just a date of construction (1964), so they
knew there was a chance that it would be a mid-century gem.
Tiffany then looked it up on Google Street View and saw the
outside of the house with the amazing A frame window that
was a staple of that era of architecture. Immediately, they set
up a time for their realtor to walk through the home and
FaceTime video the property with Nate and Tiffany so they
could see the inside. They were blown away by the bones of
the house. It was one of the most incredible homes they had
ever seen and knew that moment that they wanted it. Upon
their offer being accepted, it was Tiffany who made the trip to
Minnesota for the closing and final inspection and to physically
walk through the house for the first time! The downside of their
purchase was that the home had not been cared for; it had
rotting siding and soffits, there were drainage issues with
rainwater leaking into the basement, the bathrooms hadn't
been touched since the home was first built and had mold
growing in the walls and even some mold growing in the
kitchen cupboards. The landscaping hadn't been touched in
years and was overgrown covering much of the front of the
house first floor. Recently Nate and Tiffany were told by their
neighbor that the owners were selling the house as a tear
down. The Mueller's decided that it was going to be their
project to restore this home to its original glory while adding
their personal stamp on it. They've had all the siding replaced
and repainted the house to a period appropriate charcoal color.
They updated both upstairs bathrooms to remove the mold
while adding period appropriate light fixtures and vanities. They
are about to undertake gutting the kitchen and revive it to be an
amazing gathering place for family and guests. They also plan
to update the entire home piece by piece to continue to revive it
back to its original glory. Nate and Tiffany know a lot of care
and thought went into building this house and they want to
honor that by bringing it back to life and creating a home their
family will stay in as their forever home. To document their
journey of restoration and updating, Tiffany started an almost
monthly blog: "HelloRefuge.com". Here, she writes and
documents with photos the transformation of their amazing
home. With her great eye for interior design, Tiffany's
Instagram photos of the renovation caught the eye of the editor
