Call To Order Chair Birdman called the meeting to order at 7:00 p.m. II. Roll Call Answering roll call was Chair Birdman and members Moore, Kelly, Nymo, Blake, Loving, Mondry, and student members Peurzer and Nemerov. Absent was member Sussman. Staff Liaison, Joyce Repya, and Preservation Consultant Robert Vogel were also in attendance. III. Approval Of Meeting Agenda Motion was made by Moore and seconded by Blake to approve the meeting agenda. All voted aye. The Motion carried. IV. Approval Of Meeting Minutes Motion was made by Moore and seconded by Nymo to approve the minutes from the June 13, 2017 Heritage Preservation Commission meeting. All voted aye. The motion carried. V. Community Comment: None VI. Reports/Recommendations A. Certificate of Appropriateness - 4629 Casco Avenue Planner Repya explained that the Certificate of Appropriateness request entails demolition of the existing 318 square foot detached garage located in the center of the rear yard; and construction of a new garage 528 square foot garage in the north east corner of the yard. She provided details of the proposal, pointing out that the design of the new garage is compatible in size, scale, proportions, and architectural character of the Tudor style house; and it meets the District’s plan of treatment relative to design standards for detached garages. Ms. Repya concluded that she recommended approval of the COA subject to the plans presented and a year built plaque installed on the exterior of the structure. Motion was made by Kelly and seconded by Nymo to approve the Certificate of Appropriateness request to construct a new detached garage in the rear yard subject to the plans presented and a year built plaque be installed on the exterior of the structure. All voted aye. The motion carried. B. Summer Walking Tour - Edina’s Veterans Memorial & Wooddale Bridge in Utley Park After completing the Chair/Member Comments and Staff Comments portion of the meeting, Commission members left City Hall and walked east to Utley Park. They not only admired the Veterans Memorial, but appreciated looking at the Wooddale Bridge up close - all commenting that they had not realized how deteriorated the stone work on the bridge had become; and understood that future renovation of the bridge will be costly. VII. Correspondence And Petitions: None VIII. Chair And Member Comments Member Moore reminded the Commission that the Edina Historical Society will be hosting talk by author/storyteller Richard Kronick entitled “The Six Mill Sites on Minnehaha Creek” on July 12th at 7:00 p.m. at the Minnehaha Grange Hall in Tupa Park. He explained that the reservations are filling up and encouraged members of the HPC to attend. Chair Birdman announced that staff liaison, Joyce Repya is retiring at the end of July, thus this will be her last meeting. He shared many kind words that were much appreciated by Ms. Repya, and joined the rest of the Commission in wishing her well. IX. Staff Comments Planner Repya provided the following comments: • She reminded the Commissioners about the upcoming annual State Historic Preservation Conference, scheduled for September 13 - 15, 2017 in Albert Lea, MN. For Edina to maintain its Certified Local Government (CLG) status, at least one commission member is required to attend the conference. Scholarships will be available, and she will forward that information on to the board as it becomes available. • Ms. Repya acknowledged that this was her last HPC meeting after 29 years. She thanked the commissioners for their dedication to the community, noting working with the HPC has been one of the highlights of her career. X. Adjournment: 8:10 p.m. Respectfully submitted, Joyce RepyaJoyce RepyaJoyce RepyaJoyce Repya STAFF REPORT Date: To: From: August 8, 2017 Heritage Preservation Commission Emily Bodeker, AICP, Assistant City Planner Subject: Certificate of Appropriateness: 4602 Browndale Avenue - Addition Information / Background: The subject property, 4602 Browndale Avenue is located on the west side of Browndale Avenue, approximately 160 feet south of Bridge Street. The proposed Certificate of Appropriateness request includes a two-story, I5'x35' building addition to the south side of the existing home. The home, built in 1930, is a Tudor Revival style. The existing exterior will be virtually untouched with the exception of painting. The proposed exterior of the building addition will match the style and materials of the existing house. The height of the addition will match the peak and height of the existing house. Primary Issues: The proposed building addition will be visible from Browndale Avenue. The additional proposed bump out in the rear of the house for a larger kitchen, and the new attached garage are not visible from the public street and therefore are not required to be reviewed with the Certificate of Appropriateness. The building materials of the existing house include stucco, stone and wood framework details. The proposed building materials of the new addition will include slate roofing, stone, stucco and windows to match the existing home. Preservation Consultant Robert Vogel's Comments: The proposed work is compatible with the historic character of the house and will require minimal demolition or alteration of the existing structure. No significant architectural character defining features will be removed or altered. The side addition will not substantially change the scale, proportions, and character of the principal (street facing) facade; and the new construction will be compatible with the size, building materials, and architectural detailing of the historic house. Mr. Vogel added that this project meets the requirements of the County Club District plan of treatment and the Secretary of the Interior's standards for the rehabilitation of historic properties. The project will not have an adverse effect on surrounding homes or the neighborhood as a whole. Staff Recommendation & Findings: Staff concurs with Consultant Vogel's evaluation of the proposed plans for the building addition, also recommending approval of the Certificate of Appropriateness request. City of Edina • 4801 W 50th St. • Edina, MN 55424 STAFF REPORT Page 2 Findings supporting the recommendation include: • The plans provided with subject request clearly illustrate the scale and scope of the proposed projects. • The proposed addition is consistent with the existing structure in size, scale, massing, and material and would not detract from the historic character of the house. • The information provided supporting the subject Certificate of Appropriateness meets the requirements of the Zoning Ordinance and the Country Club District Plan of Treatment. Edina, MN, 55424 7/21/17 4602 Browndale Ave is a very well designed tudor style home that is outdated and in need for updating and remodeling. We intend to update while respecting & maintaining the original style of the home. Remodel History: This home has not been updated or remodeled for several decades. The exterior is in fairly decent condition, but the interior is very outdated and in need of extensive remodeling. Summary: We are proposing to build an addition off the side of the house that is approximately 15'x35', a bump out in the rear of the house for a larger kitchen, and a new attached garage off the lower level, next to the existing garage. The existing exterior will be virtually untouched with the exception of painting, and the exterior of the addition will match the style of the existing house. The height of the addition will match the peak of the existing house. Neither the existing house or the addition will be higher than what currently exists. Proposal: Exterior: The existing house is a Tudor style with stucco, stone, & wood frame work details. The existing facade, including the windows, is well designed and in good condition which we plan to keep as is. We intend to keep all the details of the existing exterior elevations, and the new addition will be built to match the same style. The addition is designed in a way that it will blend in seamlessly to the existing structure, and the materials used for the exterior facades will match the existing style. Once complete, there will be no evidence that the house was added on to. Interior: The interior has not been updated in several decades. It will be extensively remodeled to bring it up to current standards and family living style. The original details of the era will be respected and replicated as necessary to maintain the integrity of the original design intent, while adding today's conveniences. Inventory List: - Windows: The existing windows are in good condition and will remain. All new windows will match existing. Exterior Finishes: The exterior stucco, stone, & wood details are well designed, in good condition, and will remain. All new exterior finishes will be built and finished to match the existing style. &SCHRADER 4602 Browndale Ave Edina, MN, 55424 7/21/17 - Roofing: The existing slate roof is in good condition and will remain. The new roof areas will match the existing color & style. - Exterior Doors: The front door will be replaced. There will be a new gate added to the entry on the North side of the East elevation. A spiral will be added to the large gables on the East elevation. The new exterior doors on the rear of the house will be similar to the existing style doors. - Garage Doors: The new garage doors will be custom wood doors with a style consistent with the era and original design of the house. Interior/Exterior Design: A well respected designer & their team will be an integral part of the project to respect and maintain the original design and integrity of the house as well as integrating the addition seamlessly into the existing structure. Conclusion: The addition and remodel of this wonderful tudor style home will accommodate the needs of a growing family and at the same time add value to the home and neighborhood. Deputy State Historic Preservation Officer SUBJECT: CLG Funds for Scholarships to Attend Annual Statewide Preservation Conference Because not all Certified Local Government (CLG) funds were awarded in April, additional money is available for scholarships to attend the Annual Statewide Preservation Conference in Albert Lea this September 13-15, 2017. Scholarships The City of Albert Lea will host the 37th Annual Statewide Preservation Conference on September 13-15, 2017. Heritage Preservation Commissioners and city staff of CLGs are invited to apply for a CLG grant for a scholarship to assist in covering the cost of attending the conference. The conference includes an array of educational sessions, mobile workshops and tours. Information about the conference including the schedule and program can be found online at www.mnhs.org/preservemn. Scholarship recipients must also register for the conference. PLEASE NOTE: Online conference registration will be available beginning July 10, 2017. Recipients must attend the conference on both Thursday and Friday. Scholarships will cover registration and mileage for up to two vehicles per city. Carpooling is strongly encouraged. Hotel expenses can be requested from cities located more than 50 miles from Albert Lea. Grants must be matched on a one-for-one basis. Travel time and attendance at the conference can be used as match. Each CLG may request scholarships for as many participants as they wish. Scholarships will be awarded on a first-come, first-served basis, until all funds have been expended. There will likely be a high demand for scholarships, so you should submit your application as soon as you can. Scholarship applications are due by Friday, August 11 2017. Application submitted after the deadline will not be accepted. Please note that the scholarships will be awarded to the CLG, to whom the reimbursement will be made. Matching funds can come from the CLG as city funds, in-kind match, or costs borne by the attendee. Any CLG under a cooperative agreement with the Minnesota Historical Society is eligible to submit an application for a scholarship. Recipients must attend the conference on both Thursday and Friday. To Apply Applicants access the CLG Scholarship application through the grants portal (https://mnhs.fluxx.io/). The portal provides access to everything you'll need in administering a grant from the Minnesota Historical Society, from the application stage through reporting on the completion of a project. Here you will be able to track where an application is in the review process as well as have access to information about previous grants you have received. The portal allows you to save your work on an application and come back to finish it later.
