OF THE SPECIAL MEETING OF THE
EDINA CITY COUNCIL HELD AT CITY HALL
APRIL 28, 1986
Answering rollcall were Members Kelly, Richards, Turner and Mayor Courtney.
VINE LICZNSING PROCESS REVIEWED AND DISCUSSED. Mr. Rosland stated that this
Special Meeting had been scheduled at the direction of the Council to review
and discuss the On Sale Wine Licensing process in response to concerns of
applicants that the process is time consuming and costly. Applicants have
been notified of this meeting to give their comments.
introduced Craig Swanson, Chief of Police, to give an overview of the wine
Licensing process. In his presentation, Mr. Swanson included the following:
1) data privacy, 2) assumptions made going into the licensing process,
3) history of licensing process/time factors, 4) instructions given applicants,
5) check-list.built out of instructional packet, and 6) reasons for asking
for specific information and how the information is used. Following the
presentation, applicants were invited to make their comments. Speaking on
the wine licensing process were: David Well, Original Pancake House/My Pie;
Robert Bennowitz, LeBistro; Jerry Paulson, J.P.'s Restaurant; Marcia Miller,
Vie de France and Warren Beck, Galleria. Their comments indicated that they
felt the wine licensing process is too time cansuming, requires'in-depth
financial information including income tax returns which they did not feel
was necessary to grant a license, asked for financial information of the
spouse which they did not feel was pertinent, was too costly because it
involved legal counsel and for those restaurants with corporate headquarters
out of state it is very difficult to provide the required documentation. It
was generally felt that the City should not require any more information for
a wine license than is requested on the State application form.

Gayle Johnson, Dayton's Boundary Waters Restaurant, asked for an interpretation
of the ordinance requirements that wine must be served with a meal because some
customers order appetizers only.
